دریافت کارمزد از کارتخوانها اجرایی میشود
معاون فناوریهای نوین بانک مرکزی از نهایی شدن سیاست دریافت کارمزد تا پایان سال جاری خبر داد و گفت: حداقل سیاست اجرا، در سال جاری جمع بندی میشود ولی زمان اجرا بستگی به سیاستهای سال آینده دارد.
ناصر حکیمی در خصوص آخرین برنامه ریزیها در بانک مرکزی برای دریافت کارمزد از تراکنش کارتخوانهای فروشگاهی افزود: سیاست کلی در مورد اینکه از ذینفع واقعی کارمزد را دریافت کنیم و در یک بازه زمانی مشخصی به قیمت تمام شده برسیم، باید با سیاست پیاده سازی معقولی همراه باشد.
وی افزود: اینکه از کدام نقطه شروع کرده و چه تراکنشهایی را هدف قرار دهیم و مخاطبمان چه کسانی باشند؟ موضوعات مهمی هستند که پیچیدگیهای خاص خود را دارد.
حکیمی با تأکید براینکه بانک مرکزی به تنهایی نمی تواند این سیاست را اجرا کند، تصریح کرد: در جلسات متعدد از بانکها، pspها، واحدهایی که در گیر هستند، دعوت کرده و هر کدام نظرات خود را در اینباره مطرح میکنند؛ البته برخی نظرات را مکتوب ارسال کرده و برخی نیز درحال ارسال هستند.
معاون فناوریهای نوین بانک مرکزی ادامه داد: امیدواریم قبل از پایان سال با جمع بندی نظرات به سیاست مشخصی در حوزه کارمزدها برسیم.
وی در پاسخ به این سوال که با این حساب امکان اجرای سیاست اخذ کارمزد از تراکنشهای فروشگاهی در سال 96 وجود دارد؟ گفت: حداقل سیاست اجرا، در سال جاری جمع بندی میشود ولی زمان اجرا بستگی به سیاستهای سال آینده دارد.
حکیمی در پاسخ به این سوال که آیا در این طرح هم از پذیرنده، هم از بانکها و از مشتریانی که سرویس میگیرند، کارمزد دریافت خواهد شد؟ تصریح کرد: ذینفع بسته به نوع سرویسی که میگیرند، مشخص میشود که همین عوامل نیز ممکن است دخیل باشند ولی ممکن است در اندازه تراکنشها یکی از عوامل کارمزد را پرداخت نکند.
وی با تأکید براینکه گزینهها و ریزه کاریهای مهمی در این مورد وجود دارد که در اطلاعات کمی و بازار سنجی بانکها مشخص میشود، گفت: البته در زمان نهایی شدن سیاست دریافت از کارمزدها تمام این موارد اعلام میشود.
