اشک فلفلکاران داورزن درآمد
داورزن در غرب استان خراسان رضوی، به عنوان قطب اصلی کشت فلفل قرمز در کشور مطرح است، اما در سالهای اخیر به دلیل واردات بیرویه فلفل از کشور چین، فلفل کاران این خطه حال و روز خوشی ندارند و انگیزه خود برای ادامه کار را از دست داده اند.
شرایط اقلیمی مناسب شهرستان داورزن برای کشت گیاهان دارویی موجب شده کشاورزان این منطقه بخش عظیمی از اراضی خود را به کشت گونههای دارویی، به خصوص فلفل قرمز تند اختصاص دهند و این شهرستان را به لحاظ تولید گیاهان دارویی به ویژه فلفل قرمز مرغوب، در کشور صاحب نام کنند.
این در حالی است که بیتوجهی به این ظرفیت و عدم حمایت از تولیدکنندگان فلفل و به خصوص واردات بیرویه فلفل خارجی، موجب شده کسب و کار کشاورزان در این بخش آسیب دیده و فعالان این عرصه با مشکلات عدیدهای روبهرو شوند.
دلالان عامل اصلی واردات فلفل
یکی از کشاورزان منطقه که پنج هکتار کشتزار خود را به کشت فلفل اختصاص داده است، گفت: دلالان و واسطهگران در فصل برداشت، فلفل وارداتی را به منطقه میآورند تا محصول اصلی و با کیفیت را ارزان خریداری کنند.
محمد آبرودی در خصوص کیفیت فلفل غرب خراسان رضوی گفت: کیفیت این محصول به میزانی است که اگر یک کیلو فلفل خشک شده داورزن با 4 کیلو فلفل وارداتی مخلوط شود، قادر است کیفیت آن 4 کیلو فلفل بیکیفیت وارداتی را به حد یک محصول قابل قبول برساند.
وی افزود: در چهار سال گذشته با وجود افزایش قیمت آب، کود و رشد نرخ دستمزد کارگر، قیمت فلفل به علت واردات بیرویه این محصول ثابت مانده است.
یکی دیگر از کشت کنندگان فلفل در داورزن علاوه بر واردات بیرویه فلفل، نبود یک تعاونی ویژه این محصول را چالش دیگر فلفل کاران منطقه دانست و بیان کرد: فلفل داورزن بدون برندسازی نشده و در حوزه تبلیغات آن ضعیف عمل شده است که میتوان با تقویت زنجیره تولید و تشکیل تعاونی ویژه این مشکل را برطرف کرد.
ابوذر باقری کیا افزود: وجود این کاستیها فعالان این عرصه را در برابر محصولات بیکیفیت و ارزان خارجی تضعیف میکند.
وی قرار نداشتن این محصول در ردیف محصولات بیمهای را از دیگر مشکلات کشاورزان فلفل کار دانست تصریح کرد: با اختصاص اعتبارات دولتی و بلاعوض میتوان علاوه بر رفع این مشکل، کمک شایانی به کشاورزان این محصول ارائه داد.
داورزن، دارنده بیشترین سطح کشت و تولید فلفل قرمز کشور
مدیر جهاد کشاورزی داورزن میگوید: این شهرستان بیشترین سطح کشت و میزان تولید فلفل قرمز را در کشور دارد و به دلیل تمرکز بیش از 40 فلفل کوبی در روستای ‘بیزه' این شهرستان، حتی فلفل تولیدی شهرستانهای سبزوار و نیز شاهرود در استان سمنان برای کوبیدن و فرآوری به این منطقه منتقل میشود.
حسین تاج آبادی در خصوص مشکلات پیش روی فلفل کاران این شهرستان گفت: واردات بیرویه فلفل قرمز با قیمت پایین تر، سبب توجه مصرف کننده به کالای خارجی شده که این موضوع تولید کنندگان فلفل مرغوب داورزن را با زیان مواجه کرده است.
وی نبود صنایع تبدیلی، بسته بندی بهداشتی و برچسب مناسب را از دیگر مشکلات فلفل کاران دانست و بیان کرد: این مشکلات سبب شده تا محصول فلفل منطقه به صورت خام و بدون فرآوری به بازار عرضه شود و در نتیجه موجب کاهش قابل توجه ارزش محصول شود.
وی ادامه داد: مجموع این دغدغههای به وجود آمده برای فلفل کاران سبب شده سطح زیر کشت این محصول از 700 هکتار در سال زراعی 92-91 به میزان 550 هکتار در سال جاری کاهش یابد و چیزی حدود یکهزار و 600 تن فلفل قرمز خشک از کشتزارهای منطقه برداشت شود.
مدیر جهاد کشاورزی داورزن افزود: نبود یک مرکز خرید تضمینی فلفل قرمز در شهرستان داورزن تبدیل به عاملی برای واقعی نبودن قیمت خرید این محصول برای کشاورزان شده و سود حاصل از این خلاء نیز تنها به جیب دلالان واریز میشود.
تاج آبادی اظهار کرد: هم اینک 40 کارگاه فلفل کوبی در این شهرستان فعال است که برای 200 نفر به صورت مستقیم و 2 هزار نفر غیر مستقیم اشتغال ایجاد کرده است.
دولت و مجلس از تولید گیاهان دارویی حمایت میکنند
عضو کمیسیون صنایع و معادن مجلس شورای اسلامی گفت: با توجه به ظرفیت و عرصههای مناسب کشت گیاهان دارویی، برنامه دولت تقسیم کشور به 9 قطب گیاهان دارویی است.
رمضانعلی سبحانیفر افزود: شهرستانهای غرب خراسان رضوی از جمله داورزن از مهمترین قطبهای تولید گیاهان دارویی هستند که تلاش میشود این منطقه به عنوان یکی از 9 قطب تولید گیاهان دارویی کشور انتخاب و معرفی شود.
وی اظهار کرد: بر اساس مصوبه مجلس شورای اسلامی، 1.5 میلیارد دلار از محل صندوق توسعه ملی برای ایجاد اشتغال به روستاها اختصاص یافته که روستاییان میتوانند از این فرصت برای توسعه و ترویج کشت گیاهان دارویی استفاده کنند.
عضو کمیسیون صنایع و معادن مجلس افزود: همچنین 110 هزار میلیارد ریال تسهیلات با کارمزد 6 درصد برای حمایت از صنایع تبدیلی و جلوگیری از خام فروشی محصولات کشاورزی تخصیص یافته است.
نماینده شهرستانهای سبزوار، داورزن، خوشاب، جوین و جغتای در مجلس شورای اسلامی ادامه داد: یکی از ظرفیتهای منطقه سبزوار با توجه به کاهش منابع آبی و خشکسالیها، توجه به کشت گیاهان دارویی است.
