دولت حداقلِ بار مالی در طرح جامع جمعیت را نمیپذیرد
قاضیزاده هاشمی گفت: «این بهعنوان یک سرمایهگذاری برای آینده حتماً بار مالی دارد و چون دولت آن را جدّی نمیگیرد؛ طبیعتاً اصراری هم برای تأمین بار مالی وجود ندارد. با این روند موجود در سبک زندگی در کشور وضعیت باروری بدتر هم خواهد شد.
سیدامیرحسین قاضیزاده هاشمی، نمایندۀ مردم مشهد و کلات دربارۀ طرح جامع جمعیت و تعالی خانواده به خبرنگار نماینده گفت: «پس از سرشماری سال 90 شورای عالی انقلاب فرهنگی به بحث جمعیت پرداخته بود که مصوباتی داشت و این مصوبات به محضر مقام معظم رهبری رسیده بود و چون نیاز به قانونگذاری داشت، به مجلس ارجاع داده شد.»
عضو هیئت رئیسۀ مجلس در ادامه افزود: «براساس این طرح اقداماتی انجام دادیم. ابتدا تجارب دنیا را در سیاستهای تشویقی جمعیت مطالعه و بررسی کردیم و براساس بررسیهای داخلی و مطالعاتی که در داخل کشور وجود دارد، این تجارب را با معضلات داخلی تطابق دادیم. از طرفی هم این ملاحظه را داشتیم که دو اتفاق بیفتد. یکی در سیاستهای ابلاغی مقام معظم رهبری این بود که «شما تلاش کنید که نخبگان بیشتر متأثر شوند» یعنی ما به غیر از اینکه سیاستهای عمومی را در نظر گرفتیم، تلاش کردیم سیاستهای خاص را هم برای جامعۀ نخبه در نظر بگیریم و مسائل اجرایی و منابع مالی کشور را هم در نظر داشته باشیم.
نمایندۀ مردم مشهد در ادامه گفت: «مقام معظم رهبری بهعنوان عالیترین عنصر سیاستگذار در کشور بعد از طرح این مباحث به این موضوعات پرداختند و نظر خودشان را بیان کردند اما کسانی که سیاستگذار اجرایی هستند؛ عملاً این موضوع را باور ندارند و متأثر از سیاستگذاری جهانی هستند. رهبری دستور دادند که این طرح حتماً انجام شود. ولی در انجام آن ما باید یکی دو مسئله را حل کنیم.
وی افزود: «مقام معظم رهبری در همان سالها یک سخنرانی داشتند و فرمودند: «نقش جایگاه اقتصادی و اجتماعی زنان نقش چندم است و نقش برجسته و مهم، نقش مادرانۀ آنهاست و باید به این توجه شود» یعنی باید اولویت و محوریت عنصر مادری باشد و بقیۀ نقشها براساس نقش مادری تظیم شود.» درحال حاضر فضای کسبوکار ما این نیست. بهعنوان مثال ما میخواهیم 9 ماه مرخصی بارداری و شیردهی به زنان دهیم چه غوغایی راه میافتد یا میخواهیم 2 هفته به آقایان یک فرصتی دهیم، مجلس طوری با آن برخورد میکند که به 3 روز تبدیل میشود. درحالیکه در دنیا همچنین مواردی وجود ندارد.
وی در پاسخ به این سؤال که برای آیندۀ این طرح چه وضعیتی را پیشبینی میکنید، تصریح کرد: «دولت در دورۀ قبل به ما گفت صبر کنید تا این طرح را در برنامۀ ششم پیشبینی کنیم، متأسفانه در برنامۀ ششم هم علیرغم وعدهای که دادند چیزی برای جمعیت نیاوردند. آنها آشکارا اعلام نکردند که با دستور مقام معظم رهبری مخالف هستند ولی آن را مشمول مرور زمان کرده و از دستور کار خود خارج کردند. دوستان در کمیسیون فرهنگی که پیگیر این طرح هستند، حتماً باید این مسئله را با سازمان برنامهوبودجه حل کنند.
