عملیات اجرایی طرح انتقال پساب تصفیه خانه خین عرب به ایستگاه پمپاژ پرکند آباد به غرب کلانشهر مشهد به منظور تعادل بخشی و اجرای طرح جایگزینی پساب با حقابه های کشاورزی، طی مراسمی با حضور ستار محمودی سرپرست وزیر نیرو آغاز شد.
ستار محمودی در این مراسم گفت: کاری که دولتهای یازدهم و دوازدهم در رودخانه کشف رود مشهد، دریاچه ارومیه و منابع آب زیرزمینی کل کشور انجام داده اند از مصادیق محیط زیستی بودن این دو دولت است.
وی افزود: مجموعه دولت به این باور رسیده که باید مراقب محیط زیست باشد و از منافع طبیعت استفاده کند نه از خود طبیعت.
محمودی راهبرد دولت را مبتنی بر توسعه پایدار ذکر و بیان کرد: بطور مثال مجموعه آب منطقه ای خراسان رضوی برای اصلاح وضعیت نابسامان رودخانه کشف رود منتظر بودجه نماند و موضوع اصلاح وضعیت نابسامان کشف رود را رها نکرد.
سرپرست وزارت نیرو ادامه داد: مجموعه این تلاشها سبب شد کاری که در اصلاح وضعیت نابسامان کشف رود صورت گرفته برند استان خراسان رضوی در حوزه آب و انتقال پساب شود.
وی انتقال پساب تصفیه خانه خین عرب مشهد به ایستگاه پمپاژ پرکند آباد این کلانشهر را بخشی از طرح جامع بلندمدت آب مشهد و با اشاره به اهمیت خدمات رسانی ویژه این کلانشهر گفت: مشهد در وضعیتی قرار دارد که باید برای 25 سال آینده آن طرح و برنامه داشت. به عنوان مثال 25 سال پیش ساخت سد دوستی پایه گذاری شد که هم اکنون شهر مشهد از برکات آن بهره مند است.
ستاری طرح انتقال پساب شهر مشهد به غرب آبخوان این شهر را هم جزو طرحهای بلند مدت عنوان کرد که امروز مرحله نخست ساخت آن آغاز شد.
وی همچنین بر لزوم استاندارد بودن پسابهای تولیدی و تصفیه خانه ها تاکید و بیان کرد: پساب تولیدی باید با استاندارهای زیست محیطی کشور انطباق داشته باشد.
سرپرست وزارت نیرو افزود: این طرح گرچه در ابتدا با افق تامین 35 تا 40 میلیون مترمکعب آب کلید خورده ولی بخشی از طرح بزرگ آبرسانی به کلانشهر مشهد است.
وی گفت: وزارت نیرو نیازمند است که از یک سو برای تامین منابع آب مشهد ظرفیت ایجاد کند و از طرف دیگر شیوه های مدیریت مصرف را اصلاح نماید.
یک میلیون و 80 هزار مشترک آب و 670 هزار مشترک فاضلاب تحت پوشش شرکت آب و فاضلاب مشهد هستند. بر این اساس 99.9 درصد جمعیت سه و نیم میلیون نفری کلانشهر مشهد زیر پوشش خدمات شبکه آبرسانی و 57 درصد آن تحت پوشش شبکه فاضلاب هستند. آب مورد نیاز شهر مشهد از 370 حلقه چاه، یک دهنه چشمه، دو رشته قنات و سدهای طرق، دوستی و کارده تامین می شود.
همچنین در خراسان رضوی یک میلیون و 750 هزار نفر تحت پوشش شبکه آب و 420 هزار نفر تحت پوشش شبکه فاضلاب هستند. شبکه فاضلاب در شهرهای سبزوار، نیشابور، تربت حیدریه و گلبهار در دست اجرا است و 50 درصد جمعیت این شهرها تحت پوشش خدمات فاضلاب هستند. شبکه فاضلاب در شهرهای تربت جام، تایباد، گناباد، قوچان، طرقبه شاندیز و کاشمر نیز در دست اجرا است. آب مورد نیاز این استان از 406 حلقه چاه تامین می شود که شامل شش درصد چاههای کشور است. طول خطوط انتقال آب در خراسان رضوی هزار و 763 کیلومتر و طول شبکه فاضلاب آن هزار و 218 کیلومتر است. چهار تصفیه خانه فاضلاب با ظرفیت 55 هزار مترمکعب در شبانه روز در این استان در مدار بهره برداری قرار دارند.
مدیرعامل شرکت آب منطقه ای خراسان رضوی نیز در این مراسم گفت: طرح انتقال پساب تصفیه خانه خین عرب به ایستگاه پمپاژ پرکند آباد به طول 120 کیلومتر شش هزار میلیارد ریال هزینه داشت.
محمد حسین جعفری هدف از اجرای این طرح را تغدیه آبخوانها به منظور پایداری چاههای تامین آب مشهد و نیز تامین سالیانه 100 میلیون مترمکعب آب کیفی از غرب آبخوان از طریق جایگزینی پساب عنوان و بیان کرد: بر اساس مطالعات انجام شده استفاده از آب دریافتی حاصل از تصفیه خانه های فاضلاب شهر مشهد، جایگزینی و تعویض آن با حقابه کشاورزی یکی از بهترین و ارزانترین راههای تامین آب شرب برای این کلانشهر است.
وی ادامه داد: با توجه به بهره برداری از تصفیه خانه خین عرب پساب این تصفیه خانه برای جایگزینی با حقابه کشاورزان به ایستگاه پرکندآباد و از آنجا به زمینهای غرب مشهد منتقل می شود.
مدیرعامل شرکت آب منطقه ای خراسان رضوی گفت: دبی جریان آب این طرح هزار لیتر بر ثانیه و سرعت انتقال آن 1.27 متر بر ثانیه است که یک باب مخزن پنج هزار مترمکعبی رو باز نیز دارد.
تصفیه خانه فاضلاب خین عرب مشهد در سال 1395 با ظرفیت 83 هزار مترمکعب در روز، وارد مدار شده است.
سرپرست وزیر نیرو برای افتتاح و بازدید طرحها در حوزه آب و فاضلاب وارد مشهد شده است.
