ریاست محترم جمهوری اسلامی ایران

با اهداء سلام و احترام؛

انتخاب مجدد حضرتعالی در دوازدهمین دوره انتخابات ریاست جمهوری و کسب اعتماد قاطبه مردم به ویژه جوانان و رأی به تداوم تدبیر و امید را مجدداً تبریک عرض می‌نماییم و برایتان در این عرصه از صمیم قلب آرزوی توفیق روزافزون داریم.

بدینوسیله در آغاز فعالیت دولت دوازدهم و انتخاب معاون رئیس جمهور و رئیس سازمان حفاظت محیط زیست کشور، ملاحظات و خواسته‌های شبکه‌های سازمانهای غیردولتی محیط زیست و منابع طبیعی کشور را با شما در میان میگذاریم و امیدواریم عنایت به این موارد، به تحقق برخی از مهمترین شعارها و برنامه‌های دولت در این حوزه، یاری رساند.

یکم : دولت یازدهم از همان ابتدا خود را به عنوان دولتی محیط زیستی مطرح نموده و علیرغم همه موانع ساختاری و قانونی و وجود دیدگاههای گوناگون در بالاترین لایه‌های حکومت و دولت و با توجه به غلبه تفکر ویرانگری که به نام توسعه و اشتغال، همه ظرفیتها و مزیتهای سرزمین را در دوره‌ای کوتاه بر باد داد، اقدامات مناسب و بنیادینی را برای نخستین‌بار جهت حفاظت از محیط زیست نالان و پریشان کشور انجام داده که یقینا آثار آن را در آینده شاهد خواهیم بود. بنابراین منصفانه این است که گفته شود دولت یازدهم نسبت به دوره‌های پیشین، اهتمام ویژه‌ای به این حوزه داشته و ابتکار این دولت در ورود به برخی از مهمترین ضعف‌های موجود و مبتلابه کشور، قابل ستایش بوده است.

دوم : با اینحال بدیهی است که علیرغم این اقدامات، در بسیاری از عرصه‌ها نیز همچنان ضعف عملکرد، عدم توجه و یا عدم وجود توان کافی برای اصلاح رویه‌ها و عمل و تمکین به قانون به ویژه در ارتباط با حوزه عملکردی وزارتخانه‌ها و سایر نهادهای دولتی و حکومتی که آشکارا تخریب محیط زیست، نتیجه عملکردشان بوده، به هر دلیلی و بنا بر هر مصلحتی وجود داشته و مردم و فعالان محیط زیستی پاسخ مناسبی در این زمینه‌ها از دولت دریافت نکرده‌اند.

سوم : محیط زیستی‌ترین دولت تاریخ ایران، شناسه‌ای شریف و منحصربفرد در روند زمامداری و مدیریت سرزمین میتواند باشد و به درستی به عنوان صفت ویژه دولت تدبیر و امید تلقی گردد، اگر اراده لازم برای ادامه و پایداری این نگاه و اقدامات ذیل آن به همراه اصلاح جدی روش‌ها و ساختارهای مرتبط با محیط زیست نه فقط در سازمان حفاظت محیط زیست، که در سایر حوزه‌های اجرایی وجود داشته باشد. آنچه اما در این روزها و در آستانه انتخاب و گزینش ریاست سازمان محیط زیست در دولت دوازدهم به گوش می‌رسد، نگرانی‌های جدی را در میان کنشگران این حوزه به وجود آورده است.

چهارم : ما نگرانیم که مبادا در تغییرات پیش‌رو، کسانی مسؤولیت این سازمان را به عهده گیرند که ضعفشان نسبت به دوره قبل آشکار بوده و دستاوردهای امیدوارکننده دولت یازدهم که در جدال نفسگیر “توهم توسعه و اشتغال بدون درنظرگرفتن مؤلفه‌های پایداری سرزمین” با “مدیریت خردمندانه سرزمین” محقق شده و نیاز به صیانت و پیگیری دارد، از دست برود و بازگشتی دردآور را شاهد باشیم.

پنجم : آنچه بیش از همه برای سازمان‌های غیردولتی و کنشگران این حوزه و مجموعه تصمیم‌سازان و تصمیم‌گیران دولتی می‌تواند واجد حداقل‌های اطمینان خاطر از انتخاب مسیر درست باشد، توجه به شاخص‌های مهم تقویت سرمایه اجتماعی و مشارکت عمومی در پاسداری از محیط زیست و منابع طبیعی کشور است که لازم است دولت دوازدهم را همچنان مقید و ملتزم به آن ببینیم.

ششم : جناب آقای دکتر روحانی

ما به عنوان نمایندگان بخش عظیمی از فعالان محیط زیستی کشور، شفاف و واضح اعلام می‌نماییم اگر قرار است دولت بعدی شما همچنان خود را دولتی محیط زیستی بداند، گام نخست آن، انتخاب مدیری برای سازمان حفاظت محیط زیست است که :

۱-  آگاه به تمامی ابعاد محیط زیست و منابع طبیعی کشور

۲-  پاک‌دست و پاک‌سرشت

۳-  دارای سابقه درخشان در مدیریت اجرایی این حوزه

۴-  شجاع و جسور

۵-  ملتزم به پیگیری و به سرانجام‌رساندن کلیه طرح‌ها و برنامه‌ها و تصمیمات درست دولت یازدهم

۶-  مشارکت‌جو و مشارکت‌پذیر و اهل تعامل واقعی با فعالان و کارشناسان محیط زیستی و منابع طبیعی کشور باشد.

هفتم : انتخاب مدیری که با تمام وجود و در عمق جهان‌نگری خود، مشارکت، همراهی، تعامل و تبادل‌نظر با کنشگران این حوزه را همچون دولت یازدهم باور داشته باشد، علاوه بر ملتزم نمودن همه نهادهای دولتی و حاکمیتی که عملکردشان تاثیر مستقیم و غیرمستقیم در محیط‌زیست کشور می‌گذارد، می‌تواند در تداوم اتصاف صفت محیط زیستی به این دولت، نه در شعار که در عمل، نقش عمده ایفا نماید.

هشتم : بدیهی است اصل تغییر در مدیریت سازمان حفاظت محیط زیست زمانی میتواند امیدبخش، دلگرم کننده و موجب پیشگیری از ایجاد سرخوردگی و شکاف میان نهادهای مردمی و دولت شود که در همه زمینه‌ها و از هر جنبه‌ای، هیچ نشانه‌ای از پسرفت دیده نشود و انتخاب نهایی، قطعا بهبود را نشانه رفته باشد. در غیراینصورت خردورزی حکم می‌کند که مدیریت فعلی با تعهد به اصلاح برخی رویه‌ها و رفع معضلات و موانع، ادامه یابد.

امیدواریم با لحاظ نمودن موارد فوق، دولت دوازدهم بتواند برای محیط‌زیستی بودن خود، همچنان ادله کافی داشته باشد و همراهی و همیاری تشکل‌های غیردولتی محیط‌زیستی و منابع طبیعی کشور، فعالان و کنشگران این حوزه را بیشتر جلب نماید.
