مخالفان توتالمستنداتشان را به قوه قضاییه بدهند نه رسانهها
محمدباقر نوبخت دیروز سه شنبه 27 تیر در نشست خبری سخنگوی دولت با اشاره به قرارداد سرمایگذاری نفتی در ایران گفت: دو نوع نگاه متفاوت نسبت به این قرارداد وجود دارد. این قرارداد سرمایه گذاری مستقیم، 85 میلیارد دلار در یک دوره 20 ساله درآمد خواهد داشت. سهم همه سرمایه گذاران فقط 12 میلیارد دلار است و بقیه متعلق به ایران خواهد بود. برخی می گویند چرا سهم سرمایه گذاری ایران 19.9 است و 80.1 درصد سهم خارجی است؟ حال آنکه این قرارداد دو طرف دارد یک طرف شرکت نفت ملی ایران است و طرف دیگر کنسرسیوم سه جانبه پتروپارس، شرکت چینی و توتال است. نوبخت ادامه داد: باید یکجا به عنوان مرجع حکمیت برویم ببنیم طرفداران قرارداد نفتی درست می گویند یا آنها که انتقاد می کنند؟ از تمام کسانی که درباره وقوع تخلف در این قرارداد سند و مدرکی دارند ميخواهيم که آن را به قوه قضائیه ارائه کنند. رشوه، جرم است؛ بنابراین اگر از این دست مسائل مدرکی دارند به جای طرح در رسانهها، به قوه قضائیه بدهند. چون تشویش اذهان عمومی هم جرم است.
وی افزود: بیش از یک سال طول کشید که همه مراجع از صدر تا ذیل نظام اظهارنظر کنند که قراردادهای جدید نفتی درست است یا خیر؟ همچنين در مصوبه مرداد و شهریور سال 95 هیأت وزیران مقرر شد هیأتی، قرارداد بسته شده را بررسی کند تا مشکلی نداشته باشد. این هیأت هم بررسی و اعلام کرد که مشکلی وجود ندارد. بنابراین از سه مرجعی که قرارداد را بررسی کردند دو مرجع نظر خودش را داد یک مرجع همچنان در حال بررسی است. چارچوب محرمانگی و رازداری را هم قرار است شورای عالی امنیت ملی بررسی کند.
همه دربرابر قانون برابرند، حتي حسين فريدون
وی درباره احضار حسین فریدون نيز گفت: از ماهها قبل بحث هایی راجع به او مطرح می کردند. رئیس جمهور هم معتقد بودند که همه دربرابر قانون یکسانند. حسین فریدون هم نزد مراجع قضایی می رفت و پاسخ گو بود. این دفعه هم که رفتند قرار صادر شد. رقم وثیقه بالا بود و امکان تأمینش نبود. تا اينکه خود او خانه اش را گذاشت و دوستان هم تلاش کردند تا رقم وثیقه تأمین شد. قطعا آن وقت شب امکان تأمینش نبود. ما از برادران قوه قضائیه درخواست رسیدگی عادلانه داریم. اینکه قوه قضائیه برادر رييس جمهور را احضار کند و اگر لازم باشد به زندان ببرند، این نقطه قوت ماست. قطعا اگر موضوع برادر رئیس قوه قضاییه و رئیس قوه مقننه هم باشد همان برخورد صورت می گیرد. مردم هم خوشحال می شوند که عدالت برقرار شود.
عضو کابینه دولت تدبیر و امید گفت: اینکه چرا این رقم وثیقه را تعيين کردند را من نمی توانم بگویم که چرا؟ ما در دولت به قوه قضائیه احترام می گذاریم و انتظار رسیدگی عادلانه داریم. آقای رئیس جمهور ظرفیت آنکه اینها را در خود فرو ببرد و برای خدمت به مردم تلاش کند را دارد.
تغييرات در کابينه به کدام سو است؟
وی درباره چینش کابینه آینده ادامه داد: یک رخداد بزرگی تحت عنوان انتخابات در کشور برگزار شد مردم هم با امید و انتظار برای اجرایی شدن مطالبات شان پای صندوق آمدند و رأی دادند. خودمان را جای دکتر روحانی بگذاریم. آقای روحانی به درستی می داند مردم رأی دادند، جریان های سیاسی نیز به او کمک کردند. اما همه کنش گران با هدف پیشرفت کشور به آقای روحانی کمک کردند. پس اصالت با مطالبات مردم است. الان در شرایط خاصی از وضعیت منطقه و داخل کشور هستیم بنابراین طوری کابینه باید تدوین شود که مطالبات مردم پاسخ داده شود.
نوبخت ادامه داد: آقای رئیس جمهور قوی ترین افراد را برای حضور در دولت آینده انتخاب ميکند تا فضایی مهیا شود که در تاریخ از او به نیکی یاد کنند. کساني در کابینه دولت یازدهم حضور دارند و آقای رئیس جمهور به توانایی های آنها آگاه است. پس هر کسی را موفق تشخیص دهد از او دعوت خواهد کرد. البته شاید تغییر و جابه جایی در جایگاه هم بدهد مثلا به فرض وزير آموزش و پرورش به آموزش عالی و آموزش عالی به جای دیگر برود. پس آقای رئیس جمهور بسیار جدی است که به مطالبات مردم پاسخ بدهد.
کابينه اعتدالي با حضور همه جريانات
وی افزود: کابینه با شاخص اعتدال می تواند از همه جریانات سیاسی همراه، همدل و هم مسیر با رئیس جمهور باشد و رئیس جمهور در حال بررسی است. اینکه می گویند چه شد؟ هنوز رئیس جمهور جمع بندی نهایی را نکرده است، هر وقت کامل شود من خدمتتان اعلام می کنم.
روحاني تحت فشار قرار نميگيرد
وی درباره فشار به رئیس جمهور برای چینش کابینه ادامه داد: همه از آقای رئیس جمهور ارزیابی دارند. او انسان بسیار مقاومی است و تحت تأثیر فشارها قرار نمی گیرد. هیچ یک از فشارها از سوی هیچ کدام از جریان ها به رئیس جمهور موثر نخواهد بود. آقاي روحاني بسیار صبور و خویشتن داری دارد و در این راستا عمل می کند. بسیار نیز زیرک است که اگر کاری باعث شود او از مسير اعتدال خارج یا از هدف اصلی که پاسخ به مطالبات مردم است دور شود، انجام نخواهد داد. اینکه بگویند تعداد خانم ها کم یا جوانان در کابینه زیاد خواهد بود، همه گمانه زنی است.
دفاع از ظريف
عضو کابینه دولت تدبیر و امید درباره آنکه ظریف حرف ترامپ را نقض صریح روح و متن برجام خوانده بود، گفت: در بحث برجام، شورای عالی امنیت ملی کارگروه ویژه نظارتي دارد و به دقت روند اجراي آن را بررسی می کند. آنها هر اقدامی که نقض برجام باشد و منافع ملت ایران را به خطر بیاندازد، دنبال خواهند کرد. اما اگر آقای ظریف وزیر محترم خارجه در خارج از کشور به کسی پاسخي می دهد، نباید در داخل مورد سوء استفاده قرار گيرد. پس به سیاستمداران هم میدان بدهیم که اظهارنظر کنند.
سخنگوی دولت درباره لایحه تفکیک وزارتخانه ها نيز گفت: اگر تفکیک وزارتخانه ها تصويب شود، بهتر می توانیم عمل کنیم.
