جوانان؛ وعده فراموش‌نشدنی دولت
جوانان همواره یکی از تاثیرگذارترین اقشار جامعه در عرصه‌های سیاسی و به‌ویژه انتخاباتی کشور بوده‌اند. در انتخابات سال 96 نیز شاید جوانان پررنگ‌ترین نقش را در انتخاب حسن روحانی به عنوان رئیس‌جمهور داشتند. البته رقبای روحانی در مناظرات تلویزیونی و میتینگ‌های تبلیغاتی خود تلاش کردند تا از وضعیت اشتغال جوانان به نفع خود بهره‌برداری کنند و با وعده‌های گاه غیر اصولی نظر و رأی این قشر را به سمت خود بکشانند. حتی یکی از نامزدهای ریاست‌جمهوری با تاسیس یک سایت به عنوان کارانه، به صورت نمایشی اقدام به جمع‌آوری اطلاعات متقاضیان کرد؛ او مدعی بود که قصد دارد به همه بیکاران کشور «کارانه» اختصاص دهد. اما جوانان تحت تاثیر این وعده‌ها قرار نگرفتند و از روحانی حمایت کردند. ترکیب جمعیتی کشور در سال ۱۳۹۴ بر اساس آمار پایگاه اطلاعات جمعیت کشور نشان می‌دهد 1/23درصد جمعیت کشور کودک و نوجوان و 3/26درصد جوان بوده که با توجه به اینکه در بین سال‌های ۱۳۸۵ تا ۱۳۹۰ شاهد آغاز کاهش سهم جمعیت جوان کشور بوده‌ایم، آمار جدید نشان‌دهنده تداوم این روند کاهشی از سال ۱۳۹۰ تا سال ۱۳۹۴ است. تعداد جوانان بیکار در کشور نیز حدود 3میلیون نفر تخمین زده می‌شود که این رقم در دهه هشتاد و باتوجه به سیاست‌های غیرکارشناسانه رو به فزونی گذاشت.
تلاش دولت
پس از انتخاب رئیس‌جمهور، نوبت به حسن روحانی رسیده تا باتوجه به وضعیت جوانان و به‌ویژه مساله اشتغال آنها، پاسخ اعتماد این قشر کشور را بدهد. طبق وعده‌هایی که روحانی به جوانان داده بود، شنیده می‌شود که او قصد دارد میانگین سنی کابینه خود را کاهش دهد و به این وسیله میدان را برای جوانان باز کند. از سوی دیگر دولت با ارائه لایحه تفکیک وزارت ورزش از سازمان جوانان، گام دیگری در جهت اجرای برنامه‌ها و وعده‌های خود برداشت. سازمان ملی جوانان که تا دولت احمدی‌نژاد به عنوان یکی از سازمان‌های تخصصی به بحث جوانان و مطالبات آنها رسیدگی می‌کرد، در دولت‌های نهم و دهم با وزارت ورزش ادغام شد و حاصل ادغام این دو سازمان باعث شد در عمل سازمان جوانان از کار افتاده و خروجی مناسبی برای جوانان در پی نداشته باشد. رسیدگی روحانی به بخش صنعت، پتروشیمی و دیگر سازمان‌های تولیدی کشور باعث می‌شود تعداد زیادی شغل برای جوانان ایجاد شود که نمونه آن نیز بهره‌برداری از فازهای 17، 18، 20 و 21 میدان گازی پارس جنوبی و همچنین امضای قراردادهایی مانند همکاری مشترک با شرکت توتال است. روحانی پیش از این در دولت یازدهم نیز گام‌های مهمی برای حل مشکل اشتغال جوانان برداشت، اما شاید مهم‌ترین اقدامات او ایجاد زیرسازی و ریل‌گذاری در مسیر ایجاد اشتغال برای جوانان بود. باتوجه به نقش‌آفرینی جوانان در عرصه انتخابات سال 96، وعده‌های روحانی به جوانان و همچنین تلاش‌هایی که در دولت یازدهم صورت گرفت، به نظر می‌رسد که در دولت دوازدهم گام‌های موثرتر و ملموس‌تری در جهت مطالبات جوانان برداشته خواهد شد. اسحاق جهانگیری، معاون اول رئیس‌جمهور نیز در همین خصوص در توئیتر خود نوشت: «جوانان مهم‌ترین سازندگان حماسه انتخاباتند؛ نقش و خواستشان را از یاد نمی‌بریم.»
