شمارش همه صندوقها هم تغییری در نتیجه نخواهد داشت
معاون سیاسی، امنیتی و اجتماعی استانداری خراسان رضوی گفت: اگر تمامیصندوقهای رای گیری در مشهد هم شمارش شوند هیچ تغییری در نتیجه انتخابات شورای شهر مشهد ایجاد نمیشود. زیرا انتخابات در صحت و سلامت کامل برگزار شد و شکایت مستدلی از آن واصل نشد.
سید جواد حسینی افزود: انتخابات شورای اسلامیشهر مشهد به تایید هیات اجرایی رسیده، هیات نظارت شهرستان نیز چون در مهلت قانونی نظر خود را اعلام نکرده بطور طبیعی این امر بر مبنای تایید انتخابات است.
وی ادامه داد: هیات نظارت شهرستان مشهد بر اساس ماده 72 قانون انتخابات باید در مهلت قانونی نظر خود را مبنی بر رد یا تایید انتخابات و یا بازشماری صندوقها اعلام میکرد اما هیچ یک از این سه راه را انجام نداد و طی نامهای به هیات نظارت خراسان رضوی نوشت نتوانسته در این زمینه تصمیم بگیرد و موضوع را به هیات نظارت استان ارجاع داد.
معان استاندار خراسان رضوی این اقدام را خلاف قانون توصیف و بیان کرد: بطور طبیعی این عدم اعلام نظر هیات نظارت شهرستان مشهد مبنی بر تایید انتخابات شورای این شهر است. زمانی که هیات نظارت شهرستان صحت انتخابات را رد کند هیات نظارت استان پنج روز و در صورتی که تایید کند 15 روز فرصت دارد موضوع را بررسی کند.
وی گفت: چون هیات نظارت شهرستان در بحث انتخابات مشهد اعلام نظر نکرده فرض بر تایید انتخابات است و بر این اساس هیات نظارت خراسان رضوی 15روز مهلت دارد تا شکایات را بررسی کند و طی این بررسی هیات نظارت استان تقاضای بازشماری 10درصد صندوقها را کرده است.
حسینی افزود: هم اکنون در حال توافق برای بازشماری آرا مشهد به صورت پلکانی هستیم. بر این اساس بازشماری 10 درصد از صندوقهای رای گیری در سه مرحله انجام میشود منوط بر اینکه اگر در مرحله نخست یک سوم صندوقها بازشماری شد و مشکلی وجود نداشت ادامه بازشماری متوقف و انتخابات از سوی هیات نظارت استان تایید میشود.
وی ادامه داد: در صورت وجود مشکل، یک سوم دیگر این 10 درصد صندوقها بازشماری میشود. با این حال انجام بازشماری صندوقها هنوز منوط به ابراز نظر قطعی هیات نظارت شهرستان مشهد است.
