شوراها سکوی رسیدن به مقاصد سیاسی نیست

عضو هیات علمی دانشگاه فردوسی مشهد گفت: شوراهای شهر و روستا پله و سکوی رسیدن به مقاصد سیاسی نیست و باید ترکیبی از متخصصان شهری باشد.

روح الله اسلامی افزود: حضور افرادی در مجموعه شوراها که دغدغه شهر را ندارند و تنها برای سیاسی بازی و دستیابی به خواسته های حزبی وارد این میدان می شوند، سمی مهلک و کشنده برای شهرها و روستاهاست.
وی اظهار کرد: حضور نداشتن نیروهای متخصص و کارآمد در شوراهای شهر و روستا منجر به افزایش نارضایتی مردم و عدم توسعه شهرها و روستاها می شود.
وی گفت: شوراها نهاد سیاستگذاری هستند و چنانچه متشکل از افرادی فقط با جهت گیری سیاسی و بدون تخصص های لازم برای اداره شهر باشند نه تنها گامی در راستای افزایش رفاه و آسایش مردم برنخواهند داشت بلکه با تصمیمات جهت گیرانه ممکن است به شهر نیز آسیب وارد کنند.
اسلامی افزود: انتخابات شوراهای شهر و روستا باید با رویکرد تخصصی و هوشمندانه انجام شود.
استاد علوم سیاسی دانشگاه فردوسی مشهد ادامه داد: افردی که وارد شوراهای شهر و روستا می شوند علاوه بر اینکه باید ترکیبی از تخصص های مختلف در بخش مدیریت اجرایی، اقتصاد، عمران و محیط زیست شهری باشند، باید دارای تجربه و سابقه مدیریتی نیز باشند.
وی گفت: البته توجه به تخصص گرایی در انتخابات شورها به منظور نفی گرایش های سیاسی نیست ولی با توجه به اینکه اعضای شوراها نمایندگان مردم با سلایق سیاسی مختلف هستند لذا باید از جهت گیری های سیاسی خود برای توسعه شهر استفاده کنند.
وی افزود: برای رسیدن به رشد و توسعه شهری و آبادانی روستاها باید به سوی تخصص گرایی در اداره امور شهرها و روستاها گام برداشت.
