پرونده سهمیهبندی بنزین بسته میشود؟
با وجود خبرهای فراوانی که بهتازگی در مورد افزایش قیمت یا سهمیهبندی بنزین منتشر شده، اما معاون وزیر نفت اعلام کرد دولت برنامهای برای تغییر قیمت بنزین ندارد. این در شرایطی است که کارشناسان معتقد بودند سهمیهبندی بنزین میتواند زمینه تخلف و قاچاق سوخت را فراهم سازد.
پرونده بنزین همواره روی میز دولت و مسوولان وزارت نفت باز است و هر از چند گاهی شایعهای در این حوزه نهتنها در فضای مجازی میپیچد، بلکه برخی از کارشناسان و نمایندگان مجلس نیز درباره آن سخن میگویند.
به گزارش خبرآنلاین، در این میان، چند روز پیش سخنگوی کمیسیون انرژی مجلس از احتمال دو نرخی شدن بنزین و سهمیهبندی آن خبر داده است. به گفته اسدلله قرهخانی، «در صورتی که مصرف بنزین کاهش پیدا نکند و یا از ناحیه تحریمها تحت فشار قرار گیریم، بنزین دو نرخی شده و سهمیهبندی اعلام میشود که قیمت جدید را هم وزارت نفت تعیین خواهد کرد.»
وی متذکر شده است: «اکنون متاسفانه دو اتفاق رخ افتاده؛ اول اینکه مصرف بنزین افزایش پیدا کرده که حتی گاهی اوقات به بالای ۱۰۰ میلیون لیتر میرسد، حال اینکه تولید ما ۸۰ میلیون لیتر است. موضوع دیگر بحث تحریمهای احتمالی است. بر این اساس اگر کاهش مصرف نداشته باشیم و همچنان مصرف رو به افزایش باشد و فاصله بین تولید و مصرف بالا باشد، دولت ناگزیر به واردات بنزین است.»
هدایتالله خادمی، عضو کمیسیون انرژی مجلس نیز عنوان کرده است: «اینکه در جایی مصوب شده و تصمیم قطعی گرفته شده باشد که افزایش قیمت بنزین صورت گیرد، نه در دولت نه مجلس چنین رویکردی اتخاذ نشده است.»
وی البته تصریح کرده است: «اینکه در آینده قیمت بنزین افزایش پیدا کند، امری طبیعی است؛ چراکه اگر قرار باشد ما میزان سوخت را در کشور مدیریت کنیم و با کاهش سوخت روبهرو نشویم، باید قیمت سوخت را در کشور افزایش دهیم.»
به گفته خادمی، »یکی از راههای مدیریت سوخت این است که دولت بنزین را دو نرخی کند تا بتواند در این راستا به مطالبات مدنظر خود دست پیدا کند؛ هر چند ارائه کارت سوخت و سهمیهبندی بنزین نیز از دیگر مواردی است که میتوان برای مدیریت سوخت به آنها استناد کرد.»
رد افزایش یا سهمیهبندی بنزین
اگرچه پس از خبرهای فراوانی که اخیرا در مورد افزایش قیمت یا سهمیهبندی بنزین منتشر شد، معاون وزیر نفت به طور رسمی اعلام کرد دولت برنامهای برای تغییر قیمت بنزین ندارد.
علیرضا صادقآبادی، مدیرعامل شرکت ملی پالایش و پخش فرآوردههای نفتی ایران با تاکید بر این که دولت هیچ برنامهای برای تغییر قیمت بنزین یا سهمیهبندی آن ندارد، اعلام کرد: تولید و ذخایر به میزان لازم است.
مردم توان پر کردن باک خودرو را ندارند
در این میان، رییس هیات مدیره انجمن صنفی جایگاههای فروش فرآوردههای نفتی تک و دومنظوره سراسر کشور معتقد است: افزایش یا سهمیهبندی بنزین به هیچ عنوان نمیتواند مورد استقبال و پذیرش جامعه قرار گیرد.
بیژن حاجمحمدرضا میگوید: هماکنون خرید بنزین در جایگاهها با عدم تمرکز از سوی مردم مواجه است؛ به طوریکه با وجود قیمت یک هزار و یک هزار و ۲۰۰ تومانی بنزین، بسیاری از شهروندان اقدام به زدن ۲ یا ۳ و یا حتی ۵ لیتر بنزین کرده و موتورسواران نیز حتی یک لیتر بنزین میزنند.
وی میافزاید: به طور معمول خودروهایی که بیش از ۳۰ لیتر بنزین میزنند، دارای پلاک دولتی هستند که این نشان میدهد عموم مردم از نظر مالی توان پر کردن باک خودرو و موتورسیکلت خود را ندارند.
حاجمحمدرضا متذکر میشود: مسوولان جواب بدهند نوسانات کنونی قیمت ارز تا بیش از ۱۰هزار تومان چه ربطی به افزایش قیمت بنزین دارد؟
رییس هیات مدیره انجمن صنفی جایگاههای فروش فرآوردههای نفتی تک و دومنظوره سراسر کشور در ادامه میگوید: «این شائبه وجود داشت که مسوولان به دنبال سهمیهبندی بنزین هستند؛ به طوریکه کارتهایی چاپ کردهاند که قدیم بهصورت تک منظوره استفاده میشد، اما اکنون دومنظوره طراحی شده است؛ به گونهای یک دستگاه برای کیف پول الکترونیک است و پرداخت هزینه با آن انجام میشود و کارت دیگر برای محاسبه میزان سهمیه مثلا ۴۰-۵۰ لیتر یا بیشتر و کمتر به عنوان سهمیه در نظر گرفته میشود و بقیه با نرخ آزاد محاسبه خواهد شد.»
به گفته وی، با توجه به تجربه قبلی سهمیه بندی بنزین باید گفت این کار برای مردم سخت خواهد بود و موجب ترافیک و افزایش تعداد خودروها در جایگاه و… خواهد شد.
مازاد ۳۵ تا ۴۰ میلیون لیتر بنزین چه شد؟
حاجمحمدرضا تصریح میکند: «بارها مسوولان مژده داده بودند که با وجود انبار پالایشگاه ستاره خلیجفارس و مازاد ۳۵ تا ۴۰ میلیون لیتری بنزین، قادر به صادرات هستیم. اکنون چرا باید با این میزان مازاد بنزین سخن از سهمیه بندی و واردات و افزایش قیمت زده شود.»
وی میگوید: «تجربه سهمیهبندی قبلی ثابت کرد که این کار با مخالفت مردم مواجه میشود و همچنین زمینه تخلف و قاچاق سوخت را ممکن است فراهم سازد. چرا مسوولان برنامهریزی مناسب نمیکنند، زیرا ۹۰ درصد کسانی که از بنزین استفاده میکنند، در چارچوب اشتغال و شغل خود از آن بهره میبرند.»
رییس هیات مدیره انجمن صنفی جایگاههای فروش فرآوردههای نفتی تک و دومنظوره سراسر کشور عنوان میکند: هر نوع سهیمهبندی و ایجاد محدودیت به طبقه خاصی از جامعه فشار میآورد و استفاده از این شرایط برای افراد دغلکار خواهد بود و این افراد با توجه به سوابق اجرای چنین طرحی راههای سوءاستفاده را میدانند و کار اشتباه و غلطی است.
