حرکت به سمت «حمایت از کالای ایرانی»

این مطالب مقدمهای بود تا با یکی از زنان موفق در عرصه مدیریتی به گفتوگو بپردازیم، «نسترن رحمتی»مشاورفرماندار و مسئول کمیته امور بانوان و خانواده فرمانداری مشهد است و سوالاتی را با وی در میان گذاشتیم که با صبر و شکیبائی پاسخگو بود و از برنامهها و اهدافش در زمینه مسئولیت کاری خود برایمان گفت.
اهداف فرمانداری در حوزه بانوان
مشاور فرماندار مشهد درباره برنامههای فرمانداری مشهد در حوزه بانوان و خانواده گفت: اهداف بلند مدت حوزه بانوان براساس ساختار برنامههای عملیات بالادستی که از استانداری وحوزه بانوان ابلاغ میگردد، اجرا و در این راستا برنامهریزی صورت میگیرد، درکنار سیاست های 16گانه مقام معظم رهبری که در اجرای بند 1 اصل 110 قانون اساسی سیاستهای کلی خانواده مطرح میشود که این برنامه با همکاری و تعامل همه ادارات برای 16 برنامه این سیاست برنامه ریزی شده است و به خصوص در بند 4 که نهضت ترویج ازدواج موفق و آسان، نفی تجرد در جامعه است.
وی درباره دیگر برنامههای فرمانداری در حوزه بانوان گفت: در آینده قرار است نقاط مختلف شهر و بهخصوص منطق آسیب خیز مشهد را شناسایی کنیم و برای رفع مشکلات فرارو بانوان طرح و برنامهریزی کنیم، بهخصوص برای بانوان عشایر برنامههای متعددی داریم که با حضور 100 نفر از بانوان عشایر جلساتی را برگزار خواهیم کرد.

مشاور فرمانداری مشهد درباره مجمع مشورتی زنان مشهد وکمکهایش به رشد و حضور بانوان بیان کرد: مجمع مشورتی بانوان فرصتی است تا کمیسیونهای تخصصی بانوان بتوانند برنامههای خوبی داشته باشند وطرح و مشورت بدهند، تا بتوان خیلی خوب کار انجام داد.
وی در ادامه با اشاره به وامهای 3 میلیونی گفت: وامهای 3 میلیون تومانی از وزارت کشور که برای زنان بدسرپرست و بیسرپرست ابلاغ شد، اگر برنامهای مدون و منظم با حوزه مشورتی صورت گیرد تا این وامهای اشتغالزایی بانوان درست توزیع گردد و نتایج و خروجی این وامها شامل بانوانی گردد که در راستای کارآفرینی و اشتغالزائی بتوانند گامی موثر بردارند، مشکلات این قشر نیز برطرف میشود، ولی اکنون با پرداخت این وامها مشکلاتی بر مشکلات این افراد اضافه شده است و من به این قضیه معترض هستم.
وی گفت: اگر دولت با برنامهریزی از هر مجمع مشورتی زنان که متشکل از بانوان باسواد، کاردان و باتجربه است استفاده کند، تا این وامها هم باعث اشتغالزایی شده و در راستای خدمت به جامعه زنان موثر باشد. متأسفانه برنامهریزی هدفمندی انجام نمیگیرد.
رحمتی در خصوص تخصص افراد در پستهای اداری گفت: مجمع مشورتی زنان بهعنوان بازوانی قوی در حوزه بانوان است، اکنون براساس تخصص و تجربه افراد مسئولیتها تقسیم نشده است. در حوزه اشتغال بسترهای لازم می توان با همین مجمع مشورتی زنان بهدست آوریم ولی متاسفانه آنطور که باید ساختار بهوجود نیامده و امیدوارم یک تجدید نظر کلی بشود.

مسئول کمیته امور بانوان و خانواده فرمانداری مشهد درباره نظارت برای وامهای 3 میلیونی اظهار کرد: در ابتدا بهخاطر تبلیغات از طریق رسانهها استقبال خوبی صورت پذیرفت و 760 نفر در مشهد ثبتنام کردند، بهخاطر حجم زیاد مراجعین بهدستور فرماندار وقت، رایزنی با ادارات بهزیستی،کمیته امداد و انجمن زنان صورت گرفت، تنها در بخش انجمن زنان نظارتی برای پرداخت این وامها انجام شد و در بقیه ارگانها هیچ گزارشی داده نشد.
وی در خصوص این وامها عنوان کرد: با پرداخت این وامها میتوان کارگاههای کوچکی راهاندازی کرد نه اینکه با دادن وام و عدم ناتوانی در پرداختش مشکلی بر مشکلات این قشر افزوده بشود. یکی از شرایط پرداخت این وامها بانوان سرپرست خانواده باید نه حقوق بگیر و نه مستمریبگیر باشند، و فردیکه نه بیمه و نه شغلی دارد چگونه استطاعت پرداخت وام دارد؟ ممکن است با این وام مشکلی در لحظه برطرف گردد ولی در طول پرداخت با مشکلات فراوانی روبهرو میشوند.

وی خاطرنشان کرد: متاسفانه هنوز فرهنگ کارآفرینی یاد نداریم و بعد از مدتی دیده میشود کارگاهی از بین میرود.
رحمتی در پایان بیان کرد: در آینده برنامهای برای تشکیل کارگاههای کارآفرینی داریم و همچنین راهاندازی کانون فرهنگی، اجتماعی بانوان فرمانداری در دست اقدام است تا مشکلات بانوان در این کانون برطرف گردد.
وی ضمن تشکر از تمامی مسئولین که با حضور بانوان در سطح ادارات مختلف همکاری داشتند، اضافه کرد: مسئولین استانی همیشه حامی بانوان بودند و همکاری بسیار موثری با حوزه بانوان داشتند و امیدوارم با برنامههای مدون در حوزه بانوان در آینده نزدیک تا حدودی از مشکلات بانوان را برنامه ریزی و برطرف نمایند و باتوجه به شعار امسال «حمایت از تولید ملی» برنامه ای برای حمایت از تولیدات داخلی و حمایت از جوانان داشته باشیم.
