با حضور جمعی از مدیران شهری و کارشناسان، از برنامه عملیاتی میان مدت شهرداری 1400-1397 در تالار شهر مشهد رونمایی شد. به گزارش صبح امروز پنج شنبه گذشته  محمدرضا کلائی شهردار مشهد در مراسم رونمایی از برنامه عملیاتی میان مدت شهرداری مشهد 1400-1397، گفت: به استاندار پیشنهاد کردم که عملا انتظار ما این است که  شهرداری متولی توسعه شهرستان مشهد باشد و ایشان هم پذیرفتند.

وی افزود: در مدیریت شهری در مشهد به دنبال نظام سازی هستیم. کارآمدترین تعریف نظام، شیوه زندگی مردم است.

 

وی با بیان اینکه « از این طریق نمی شود نظام‌سازی کرد مگر زمانی که ما در یک قالب مشخص که یک قالب گفتمانی است حرکت کنیم»، افزود: در سلسله مراتب اندیشه هم، ساخت و داشتن یک گفتمان مقدم بر نظام سازی و تغییر الگوهای فرهنگی عرفی شده رفتار است. تعریفی که از گفتمان داریم روشن است. گفتمان یعنی مجموعه‌ای از باورها که از مفاهیم تشکیل شدند و بر سر آن اجماع داریم. اگر به دنبال نظام سازی و  تغییر شیوه زندگی مردم و بهبود الگوهای عرفی فرهنگی شده رفتار هستیم  ناچاریم بر سر مفاهیم مشترکی اجماع کنیم.برنامه عملیاتی شهرداری از منظر من سند اجماع بر سر مفاهیم است. این موضوع مهمترین ویژگی سند است.

شهردار مشهد بیان کرد: جایگاهی که برای این برنامه عملیاتی در نظر گرفتیم، سند اجماع بر سر مفاهیم و ادبیات گفت‌وگوی ماست.ادبیات گفت‌وگوی ما بعد از این سند عملیاتی شهرداری است.

کلایی با اشاره به اینکه «وظیفه مدیریت شهری همسوسازی ذی‌نفعان بر سر اهداف واحد است»، گفت: یعنی شهری که می‌خواهیم از نظر شاخص‌های مختلف داشته باشیم، باید تمام ذی‌نفعان آن شامل مردم، نهاد مدنی، بخش خصوصی، و … پای کار بیایند تا  بتوانیم به اهداف خود دست یابیم. وظیفه ما هم‌سو کردن این نهادهاست.بخشی از این کار، نظری است.  برنامه عملیاتی شهرداری مهمترین سند برای همسو کردن ذی‌نفعان است. اگر می ‌خواهیم مردم پای مار کار بیایند باید اعتماد ذی‌نفعان را جلب کنیم. در خود برنامه عملیاتی شهرداری با شفاف سازی، مبارزه با فساد و پاسخگویی زمینه جلب اعتماد ذی‌نفعان که عموما مردم هستند، دیده شده است.

شهرداری فرمانده توسعه مشهد می‌شود

وی با بیان اینکه«ذی‌نفعان دیگری هم داریم که نهادهای تاثیرگذار در سطح کلان بر روند توسعه هستند»، خاطرنشان کرد:استاندار در برنامه خود در کرمان، این استان را به ۶ موضع تقسیم، برای هر منطقه اهدافی را تعیین و توسعه هر منطقه را به یک نهاد واگذار و کردند و در مسیر تحقق آن اهداف اختیاراتی را به نهادها دادند. در خراسان رضوی ۱۲ منطقه است. روز اول به استاندار پیشنهاد کردم که عملا انتظار ما این است که  شهرداری متولی توسعه شهرستان مشهد باشد و درنهایت مجموعه شهری مشهد مد نظر ماست. آنچه باعث شد این پیشنهاد را بدهم همین برنامه عملیاتی میان مدت بود. این سند مشخص می‌کند برای اینکه فرمانده توسعه مشهد باشیم چه باید کنیم. پس ما می‌دانیم که چه باید کنیم در جهت اینکه هماهنگ کننده ذی‌نفعان بر ای رسیدن به توسعه باشیم. خوشبختانه ایشان هم پذیرفتند احتمالا هفته آینده به این مهم دست می‌یابیم و بر سر این مسئله تفاهم می‌کنیم.

 

شهردار مشهد ادامه داد: این اتفاق باعث می‌شود وظیفه ما سنگین‌تر شود و هر اتفاقی که در مسیر توسعه در حوزه‌های مختلف که تمرکز ایشان بر برنامه توسعه اقتصادی و اقتصاد مقاومتی است، می افتد، همه آنها به هماهنگ‌کنندگی شهرداری باشد.این موضوع برای ما یک فرصت است که می‌توانیم تمام اتفاقات از صنعت، خدمات، کشاورزی و …را که البته با مدیریت شهری گره خورده‌اند راهماهنگ کنیم و  فرماندهی  این بخش را بر عهده بگیریم که اتفاق بزرگی است، اما وظیفه ما را سنگین تر می‌کند که اگر کاستی‌ای در این زمینه رخ دهد بخشی از آن بر عهده ما خواهد بود. این یک فرصت طلایی و تاریخی است که دولت بخشی از وظایف خود را به  مدیریت شهری واگذار کند، به جهت  تولی‌گری توسعه اقتصادی در مشهد.

 

کلایی یادآور شد: تفاهم 4 محدوده امضا شده که آخرین آن آستان قدس رضوی بوده، برای توسعه محدوده سرخس و شمال شرق استان. امیدوارم  طی هفته آینده پنجمین تفاهم ما باشیم.

 

وی عنوان کرد: اگرچه برنامه عملیاتی شهرداری برنامه راهبردی و ساختاری ومیثاق مشترک  ماست اما هرآنچه در افق 1397-1400 اتفاق می‌افتد هم اکنون در درون این  برنامه وجود ندارد. نظام ایده‌پردازی، نظام مشارکت مردم در به اشتراک گذاشتن عناصری که به نظرشان در توسعه مهم است و… چیزهایی است که به اقتضای زمان، توانمندی و امکانات ما می‌تواند به این برنامه اضافه شود و این ظرفیت در برنامه وجود دارد.

 نیمی از کلان شهرهای کشور بدون برنامه میان مدت

معاون برنامه‌ریزی و توسعه سرمایه انسانی شهرداری مشهد اظهار کرد: نظام ازریابی عملکرد شهرداری مبتنی بر برنامه است. یعنی میزان پیشرفت برنامه را به عنوان نظام عملکرد می‌شناسیم. این میزان مشخص و سیستمی است و هر کسی در هر زمان و هر حوزه‌ای می‌تواند میزان پیشرفت برنامه و شاخص‌ها را به وضوح مشاهده کند و انتظار می‌رود به زودی به ازای هر فرد در سیستم اداری شهرداری در هفته شاخص عملکردی مشخصی به صورت سیستمی اعلام شود.
شهریار آل شیخ افزود: با تدوین این برنامه عملیاتی، نظام ارزیابی عملکرد به نظام برنامه گره می‌خورد و این امر تضمین کننده اجرای برنامه و میزان درستی آن است.
به تشریح ویژگی‌های برنامه میات مدت شهرداری مشهد پرداخت و گفت: برای تصویب نهایی برنامه میان مدت شهرداری یک سال زمان صرف شده و ویژگی آن این است که برنامه دروان زا است و با تعامل نهادهای مختلف درون شهرداری فرایند کار تدوین شده است..
آل شیخ  با تاکید بر اینکه نیمی از کلانشهرهای کشور فاقد برنامه عملیاتی هستند، اظهار کرد: تعدادی هم تصور این را ندارند که برنامه بتواند به شاخص های عملیاتی منجر شود.
بکارگیری رویکرد مشارکتی، مهمترین عامل توفیق تدوین برنامه
هم چنین جمال حسن بارانی مدیرکل دفتر برنامه و بودجه و ارزیابی عملکرد معاونت برنامه ریزی و توسعه سرمایه انسانی شهرداری مشهد در ادامه این مراسم، اظهار کرد: بیش از 11 هزار نفر ساعت کار کارشناسی در سال گذشته به منظور تدوین این برنامه انجام شد، در روش تولید نگاه به مسائل اساسی شهر مشهد است. پس 30 مسئله اساسی شهر مشهد در دستور کار قرار گرفت که از سوی مجموعه های تخصصی احصاء شده بود.
212 برنامه و تعریف پروژه در بودجه 98
بارانی  با اشاره به احصاء چالش‌های پیش رو، اظهار کرد: اتصال با اسناد بالادستی به عنوان یک چالش مطرح بود چرا که طرح جامع شهری، اتصال موثقی با برنامه میان مدت شهرداری نداشت. همچنین بودجه های سنواتی نیز با برنامه میان مدت ارتباط چندانی نداشت و برای این موضوع راهکارهایی تدارک دیده شد.
بارانی با اشاره به اینکه نظام فرآیندهای خدمات و تولیدات شهرداری نیز چالش بود، گفت: در نتیجه اصلاح روندها، 500 خدمت برنامه میان مدت قبلی به 212 برنامه فعلی کاهش یافت و در بودجه 98 پروژه های درشت دانه تعریف شد که به خوبی اثرات خود را نشان خواهد داد.
پیش بینی اعتبار 35 هزار میلیاردی برای برنامه میان مدت 4 ساله
وی با اشاره به چالش تامین منابع گفت: شهرداری مشهد دچار مشکلات زیاد بودجه‌ای و مالی بود که بخش اعظم آن از اختیار مدیریت شهری خارج بود. پس الگوهای خطی را کنار گذاشته و وارد الگو های چند متغییره شدیم و مشاوره هایی را به خدمت گرفتیم و با محاسبات هوش مصنوعی، شبکه عصبی، الگوریتم و غیره تحولات اخیر در 10سال گذشته را در حوزه منابع و مصارف رصد کردیم. واقعیت ها استخراج شد و تنش ها و ضوابط مقطعی خارج شد و آنچه واقعا به عنوان نظام تولید منابع مبتنی بر مصارف در شهرداری شناخته می شود، کشف شد.
وی با اشاره به پیش بینی اعتبار 35 هزار و 700 میلیارد تومانی منابع برنامه میان مدت 4 ساله، گفت: این مهم سبب شد الگوهای تامین مالی سهم 50 درصدی در برنامه به خود اختصاص دهد و بار منابع شهرداری برای تحقق برنامه های توسعه ای به 50 درصد کاهش یافت و تلاش شد این ارقام فرمایشی نباشد.
تعریف طرح های مگا پروژه ای در برنامه میان مدت
بارانی مهمترین دستاورد این برنامه را تعریف طرح های مگاپروژه ای دانست و گفت: این پروژه ها گرچه در کتاب گنجانده شده و مشاوران طرح جامع نیز آن ها را مطرح کرده بودند اما دقیق نشده بود. پس از برگزاری جلسات مختلف، آیتم های مورد نظر به برنامه اضافه شد.
به روز رسانی سبد پروژه های توسعه ای شهرداری مشهد به 2000 پروژه
بارانی با بیان اینکه 79 شاخص عملیاتی و 37 شاخص پیامدی در برنامه گذاشته شد، اظهار کرد: تلاش می‌شود در سبد پروژه های توسعه ای، این پروژه ها از 1397 تا 1400 شهرداری به روز نگاه داشته شود. از این رو 2000 پروژه توسعه ای شناخته شده و طراحی شده است. همچنین برش منطقه ای به برنامه افزوده شد. گرچه به خروجی های اصلی دست نیافتیم.
وی در تشریح مضامین راهبردی این برنامه، گفت: شهری با حمل و نقل عمومی، در دسترس و متصل، شهر پاک و حافظ منابع زیست محیطی، شهری با امید و با قابلیت زندگی مطلوب، شهر متعادل و ایمن، شهر هوشمند و شهروند محور و شهر رقابت پذیر با درآمد پایدار برای شهرداری از جمله مضامین مد نظر است.
