راهکاری موثر در پیشگیری از بازگشت دوباره اعتیاد:
توانمندسازی بهبود یافتگان
بازگشت دوباره معتادان بهبود یافته به اعتیاد یکی از چالشهای برنامههای پیشگیری و مبارزه با مواد مخدر به شمار میرود که توانمندسازی بهبودیافتگان راهی موثر در رفع این مشکل است.
توانمندسازی بهبود یافتگان از اعتیاد بویژه معتادان متجاهر و اشتغالزایی برای آنان نقش مهمی در اثربخشی برنامه های پیشگیری و مقابله با اعتیاد به مواد مخدر دارد.
کارشناسان معتقدند، معتادان متجاهر مجرم نیستند بلکه زخم خورده یکسری پدیده های اجتماعی هستند که باید به این افراد کمک کرد تا سلامتشان را بازیابند و دوباره به جامعه و زندگی خود بازگردند و برای پیشگیری از بازگشت دوباره آنان به اعتیاد باید زمینه توانمندسازی و اشتغال آنان را فراهم کرد.
دبیر کمیته فرهنگی شورای هماهنگی مبارزه با مواد مخدر خراسان رضوی گفت: اعتیاد یکی از جلوه های تهاجم فرهنگی دشمنان با هدف انحراف جوانان است که طلاق، بزههای اجتماعی، فقر و ناهنجاریهای رفتاری و اجتماعی را در پی دارد.
محسن نظری افزود: اعتیاد یک بیماری جسمی، روانی، اجتماعی و معنوی است. اعتیاد به مواد مخدر، یکی از چهار بحران جهانی است و تأثیر آن در ظهور سایر آسیبهای اجتماعی نمود عینی دارد.
نداشتن شغل یکی از مهم ترین مشکلات بهبود یافتگان
وی ادامه داد: نداشتن شغل یکی از مهم ترین مشکلات بهبود یافتگان از اعتیاد است و عامل مهمی در بازگشت آنان به اعتیاد به شمار میرود. اگر بتوان برای معتادان رها یافته از اعتیاد با توجه به مهارتهای شغلی آنان، کار و شغل ایجاد کرد نه تنها از بازگشت آنها به سوی اعتیاد پیشگیری میشود بلکه زمینه توانمندسازی و بازگشت آنان به کانون گرم خانواده و جامعه فراهم میگردد.
به گزارش ایرنا دبیر کمیته فرهنگی شورای هماهنگی مبارزه با مواد مخدر خراسان رضوی با بیان اینکه درمان، توانمندسازی و اشتغال بهبودیافتگان از اعتیاد زمینه ایجاد جامعه سالم و عاری از اعتیاد را فراهم میکند گفت: ایجاد و توسعه مراکز جامع درمان و بازتوانی معتادان در کنار سایر مراکز درمانی میتواند بخش عمدهای از مشکلات ناشی از اعتیاد را رفع و دسترسی به خدمات درمانی را برای آسیب دیدگان آسان کند.
وی با اشاره به نقش موثر خیران در این زمینه افزود: راهاندازی و ایجاد مراکزی برای نگهداری معتادان و توجه به توانمندسازی و اشتغال مددجویان از جمله مواردی است که میتوان با کمک خیران انجام داد و به نتایج مطلوبی دست یافت.
نظری ادامه داد: دستگاههای ذیربط باید برای افرادی که در مسیر اصلاح و ترک اعتیاد قرار میگیرند مشوقهایی از جمله تسهیلات کمبهره به منظور ایجاد اشتغال و کارآفرینی با هدف رسیدن به زندگی بهتر در نظر بگیرند.
صیانت اجتماعی از معتادان بهبودیافته
دبیر شورای هماهنگی مبارزه با مواد مخدر خراسان رضوی نیز گفت: صیانت از آسیب دیدگان از اعتیاد، در درمان آنان بسیار مهم است تا زمانی که رویکرد صیانت از بهبودیافتگان و خانوادههای آسیب دیده از اعتیاد مورد توجه نباشد نمیتوانیم خروجی ملموسی در حوزه درمان داشته باشیم که در این زمینه دورههای مهارت آموزی و صیانت اجتماعی بهبودیافتگان در فرآیند درمان از اهمیت ویژه برخوردار است.
محمدحسین صالحی افزود: ساماندهی معتادان و به خصوص معتادان متجاهر فقط به انتقال آنها به کمپهای ترک اعتیاد خلاصه نمیشود، ترک اعتیاد بدون توانمندسازی و اشتغال، موجب بازگشت دوباره آنان به اعتیاد است.
وی بر ضرورت همراهی تمامی مدیران عضو شورا و آحاد مختلف جامعه در حمایت از معتادان بهبود یافته و ایجاد اشتغال آنها تاکید کرد و ادامه داد: باید صیانت اجتماعی از معتادان بهبود یافته را جدی بگیریم تا از بازگشت این افراد به چرخه اعتیاد پیشگیری شود.
۹ هزار معتاد متجاهر در خراسان رضوی
دبیر شورای هماهنگی مبارزه با مواد مخدر خراسان رضوی گفت: این استان دارای ۱۶۰ هزار معتاد است که از این تعداد هشت تا ۱۰ درصد را زنان و مابقی را مردان تشکیل میدهند.
وی افزود: همچنین از مجموع جمعیت معتادان استان ۹ هزار نفر معتاد متجاهر هستند که از این تعداد هفت هزار نفر در مشهد و حدود چهار هزار نفر آنها در مراکز ماده ۱۶ و تبصره ۲ هستند.
صالحی ادامه داد: بر اساس دستور استاندار خراسان رضوی ساماندهی و جمعآوری تمامی معتادان متجاهر در دستور کار قرار دارد.
نقش تشکلهای مردمی در توانمندسازی بهبودیافتگان
دبیر شورای هماهنگی مبارزه با موادمخدر استان خراسان رضوی گفت: در تکمیل چرخه درمان اعتیاد، صیانت و توانمندسازی بسیار با اهمیت است. در این میان تشکلهای مردمی و خیران نیز نقش مهمی میتوانند ایفا کنند بطوریکه در همین راستا یکی از خیران در حال ایجاد مرکز توانمندسازی ویژه بانوان است که متعهد شده است ماهانه تا حدود یک میلیارد ریال در این زمینه هزینه کند.
وی افزود: با توجه به گستردگی کار از مردم به ویژه خیران درخواست میکنم تا حدی که میتوانند در عرصه توانمندسازی کمک کنند و ما هم هرچه در توان داریم پای کار میآوریم.
ساماندهی و اشتغال هزار معتاد متجاهر
صالحی از اجرای طرحی برای ساماندهی معتادان متجاهر با مشارکت شهرداری و شورای شهر مشهد خبر داد و گفت: در این طرح، ابتدا ساماندهی و اشتغال هزار معتاد متجاهر در دستور کار قرار گرفته است که سعی میشود به جای اقدامات کلی برای جمعیت ۹ هزار نفری معتادان متجاهر، این جمعیت به صورت گام به گام و مرحلهای ساماندهی و اقدامات بازپروری، توانمندسازی و اشتغالزایی برای آنها انجام شود.
وی افزود: در حال حاضر نیز با مشارکت شهرداری، تعدادی از بهبودیافتگان در فعالیتهای شهرداری به کارگرفته شدهاند که این اشتغالزایی نقش مهمی در توانمندسازی آنها دارد.
دبیر شورای هماهنگی مبارزه با موادمخدر خراسان رضوی با بیان اینکه اگر طرح ساماندهی کامل هزار معتاد متجاهر در مشهد اجرایی شود، اقدام بزرگ و کمنظیر در این حوزه خواهد بود ادامه داد: باید با پای کار آمدن تمامی دستگاههای متولی و استفاده از ظرفیتهای استان در ریشه کن کردن اعتیاد تلاش کرد.
صالحی گفت: براساس تصمیم مسوولان خراسان رضوی تا پایان امسال تمامی معتادان متجاهر در استان جمعآوری میشوند که تاکنون حدود نیمی از این افراد جمعآوری شدهاند.
وی افزود: طبق برنامهریزی انجام شده سه هزار و ۶۰۰ نفر از این افراد توسط بهزیستی، سه هزار نفر توسط شهرداری و ۴۰۰ نفر توسط سازمان زندانها مدیریت، درمان و نگهداری خواهند شد و این افراد به وسیله نیروی انتظامی با دستور قضایی جمعآوری میشوند و ستاد مبارزه با مواد مخدر نیز تجهیزات، اماکن و منابع مالی این طرح را تامین میکند.
۳۵۶ مرکز ترک اعتیاد در خراسان رضوی فعال هستند
مدیرکل بهزیستی خراسان رضوی نیز به خبرنگار ایرنا گفت: ۳۵۶ مرکز ترک اعتیاد در این استان فعال هستند که ۲۸۰ واحد از این تعداد مرکز درمانی سرپایی، ۵۵ مرکز اقامتی کوتاه مدت شامل ۲ مرکز مخصوص زنان، ۵۳ مرکز ویژه مردان و همچنین ۲۱ مرکز درمان اجباری شامل چهار مرکز ویژه زنان و ۱۷ مرکز مخصوص مردان است.
مسعود فیروزی افزود: مراکز درمانی فعال بهزیستی در استان شامل واحدهای ترک اعتیاد، کلینیکهای سرپایی، مراکز اقامتی کوتاه مدت ماده ۱۵، واحدهای درمانی مجزا مخصوص زنان و مردان و همچنین مراکز درمان اجباری ماده ۱۶ هستند.
وی ادامه داد: خدماتی همچون درمانهای ویژه کلینیک سرپایی شامل سمزدایی ام.ام.تی یا درمان نگهدارنده با متادون و نیز درمان نگهدارنده با بوپره نورفین (قرص زیرزبانی) در مراکز درمانی بهزیستی این استان به بیماران ارائه میشود.
کمبود فضای نگهداری معتادان متجاهر در دوران کرونا
مدیرکل بهزیستی خراسان رضوی گفت: در حال حاضر چهار هزار معتاد متجاهر در مراکز نگهداری معتادان متجاهر وجود دارند که یکی از مهمترین مشکلات در این زمینه کمبود مکان است چرا که این افراد در دوران شیوع کرونا باید بر اساس پروتکلهای بهداشتی نگهداری شوند تا سلامت خود را بازیابند و سپس با حداقل ریزش بتوانند به جامعه و زندگی خود بازگردند.
وی با بیان اینکه در نگهداری این افراد با کمبود مکان و امکانات مالی مواجه هستیم افزود: نگهداری از معتادان متجاهر تنها با نگاه حاکمیتی و اعتبارات دولتی امکان پذیر نیست و این کار جز با همکاری و مشارکت مردم و خیران محقق نخواهد شد.
فیروزی ادامه داد: در راستای رفع این مشکل، با همت یکی از افراد نیکوکار ساخت سوله و اقامتگاه حضرت علی اصغر (ع) با ظرفیت ۵۰۰ نفر با اعتبار ۵۰ میلیارد ریال در اردوگاه معتادان متجاهر حسن آباد مشهد آغاز شده است.
