«همسان‌سازی» حق بازنشستگان تامین اجتماعی است!
بدون تردید بازنشستگان تامین اجتماعی مستحق امتیازات همسان سازی هستند و در یکی دوسال اخیر نبز به کرات این موضع به بحث وچالش گذاشته شده است.
به گزارش روزنامه «صبح امروز» و به نقل از ایلنا، اگر بخواهند تامین اجتماعی و بازنشستگانِ آن را از امتیازات همسان‌سازی محروم کنند و بدهی دولت به سازمان را نپردازند، بازنشستگان کارگری ساکت نمی‌مانند و به تمام شیوه‌های ممکن اعتراض خواهند کرد. چراکه دست‌اندازی به حقوق دهک‌های پایین جامعه و بازنشستگان کارگری، پذیرفتنی نیست.
وقتی در سال آخرِ برنامه ششم توسعه، بعد از سال‌ها بی‌خیالی و غفلت، در نهایت، «همسان‌سازی حقوق بازنشستگان صندوق‌های مختلف» اجرایی شد، تا اندازه‌ای اعتراضات گسترده‌ی بازنشستگان کشور فروکش کرد؛ هرچند در اجرای همسان‌سازی، عدالت به معنای واقعی کلمه برقرار نشده است (برای بازنشستگان کشوری و لشگری، همسان‌سازی نود درصدی و برای بازنشستگان کارگری، همسان‌سازی دلبخواهی و فرمولاسیون پیچیده‌ای تحت عنوان متناسب‌سازی اجرا شد) بازهم ارتقای نسبی مستمری بازنشستگان و امید به تداوم این مسیر، تا اندازه‌ای از اعتراضات و نارضایتی‌ها کاست و بازنشستگان چشم امید به مجلس شورا دوختند تا ببینند خانه‌ی ملت برای دائمی شدن همسان‌سازی و تامین بودجه برای آن چه می‌کند.
لایحه‌ی دائمی شدن همسان‌سازی در آخرین هفته‌های صدارت دولت قبل در مجلس اعلام وصول شد؛ اما به محض تغییر دولت و شروع به کار کابینه سیزدهم، همان نمایندگانی که به دولت قبل و مدیران بودجه‌ای آن و به طور مشخص رئیس سازمان برنامه و بودجه مدام فشار وارد می‌آوردند که لایحه‌ای برای اجرا و تداوم همسان‌سازی حقوق بازنشستگان ارائه کنند، به یکباره تغییر موضع دادند و از در مخالفت با همسان‌سازی درآمدند؛ یکی گفت افزایش حقوق بازنشستگان و متناسب‌سازی، تورم‌زاست و دمار از روزگار اقتصاد درمی‌آورد؛ دیگری گفت لایحه‌ی دائمی شدن همسان‌سازی برای دولت جدید بار مالی دارد و نمی‌توان آن را تصویب کرد و سومی مدعی شد فقط با کنترل تورم می‌توان به بهبود معاش بازنشستگان کمک کرد و نمی‌توان متناسب‌سازی را راهکاری متداوم و دائمی انگاشت!
نگرانی‌ها بابت همسان‌سازی و دائمی شدنِ آن
در این حیص و بیص، لایحه‌ای که چشم امیدِ چند میلیون بازنشسته به تصویب و اجرای آن دوخته شده، در همان مرحله‌ی اعلام وصول متوقف ماند؛ هرچند لایحه‌ی دائمی شدن همسان‌سازی حقوق بازنشستگان آورده‌ی چندانی برای بیش از ۳.۵ میلیون بازنشسته و مستمری‌بگیر کارگری ندارد و به جز دو بند که یکی می‌گوید متناسب‌سازی این بازنشستگان باید با «منابع داخلی خود سازمان» و از محل رد دیون دولت اجرایی شود و دیگری که اصرار دارد دولت بدهی‌های خود به تامین اجتماعی را در یک بازه زمانی پنج ساله تسویه کند، باقی بندها اساساً ارتباطی به بازنشستگان کارگری ندارد، بازهم این بازنشستگان امیدوار بودند که تصویب این لایحه لااقل ابزار فشاری باشد برای دولت که بدهی بیش از ۴۰۰ هزار میلیارد تومانی خود به سازمان تامین اجتماعی را در یک بازه زمانی کوتاه تسویه کند آنهم در شرایطی که علیرغم گذشت هفت ماه از سال جدید، ۸۹ هزار میلیارد تومان بند (و) تبصره ۲ قانون بودجه که قرار بوده بابت بدهی دولت به تامین اجتماعی پرداخت شود، هنوز به حساب سازمان واریز نشده است.
در این شرایط، یک روز خبر می‌رسد که ۵۰ نماینده مجلس امضا جمع کرده‌اند و خواستار از دستور خارج شدن لایحه‌ی همسان‌سازی شده‌اند و روز بعد می‌گویند لایحه از دوفوریتی خارج شده و تبدیل به یک لایحه‌ی عادی شده و در همان زمان این نگرانی پررنگ می‌شود که نمایندگان قصد دارند تامین اجتماعی و بیمه شدگان آن را از لایحه‌ی دائمی شدن خط بزنند و سهم بسیار محدود آن‌ها را به صفرِ مطلق برسانند تا این لایحه فقط مختص به بازنشستگان کشوری و لشگری (یعنی کارمندان سابق دولت) باشد. همه‌ی این اخبار تبعیض آمیز که نشان از رویکرد ناعادلانه‌ی نمایندگان مجلس در قبال سازمان تامین اجتماعی و بیمه شدگان کم درآمد آن دارد، موجب نگرانی و سرخوردگی است؛ بازنشستگان از مجلس و نمایندگان آن به شدت ناامید شده‌اند و معتقدند؛ هیچ یک از نمایندگان، نماینده منافع کارگران و بازنشستگان نیستند. این انتقاد جمعی بازنشستگان در حالی مطرح می‌شود که رئیس کمیسیون اجتماعی مجلس مدعی‌ست، لایحه‌ی دائمی شدن همسان‌سازی هنوز به کمیسیون ارجاع نشده و همچنان در صحن متوقف مانده است!
در مورد میزان بدهی دولت به تامین اجتماعی، اختلاف هست
ولی اسماعیلی در ارتباط با سرنوشت لایحه‌ی فوق‌الذکر می‌گوید: در ارتباط با اینکه نمایندگان امضا جمع کرده‌اند تا لایحه از دستور کار خارج شود اطلاعی ندارم اما می‌توانم بگویم کمیسیون ما (کمیسیون اجتماعی) به عنوان کمیسیون تخصصی هنوز پیگیری و بررسی لایحه را آغاز نکرده است. لایحه باید از صحن به کمیسیون ارجاع داده شود که هنوز ارجاع نشده است. در برنامه کار مجلس هست اما به کمیسیون نیامده.
رئیس کمیسیون اجتماعی مجلس در ارتباط با پرداخت بدهی‌های انبوه دولت به سازمان تامین اجتماعی و نگرانی‌های بازنشستگان می‌گوید: جلسات متعددی با مدیران دولت جدید در این زمینه برگزار کرده‌ایم و قرار است جلسات بیشتری با رئیس سازمان برنامه و بودجه و سایر مسئولان داشته باشیم تا میزان دقیق بدهی دولت به سازمان احصا شود. اختلافاتی میان اعداد و ارقام وجود دارد؛ مبالغی که سازمان اعلام می‌کند را دولتی‌ها بعضاً قبول ندارند. قرار شده جلساتی بگذاریم تا هم مبلغ این بدهی معلوم شود و هم نحوه رد دیون تعیین گردد؛ اینکه به جای پرداخت ریالی، دولت، ملک یا سهام به سازمان بدهد، موضوعی است که باید به بحث گذاشته شود و انشالله هفته بعد جلساتی با حضور مدیرعامل سازمان تامین اجتماعی خواهیم داشت.
پرداخت 89هزار میلیارد تومان احتمالا اجرایی است
اسماعیلی در پاسخ به این سوال که چرا ۸۹ هزار میلیارد تومانِ قانون بودجه، تا امروز که هفت ماه از سال گذشته، به سازمان پرداخت نشده؛ می‌گوید: یکبار بحث پرداخت در قالب اوراق بود و قرار شد چندتا از املاک دولت به سازمان واگذار شود که سازمان زیر بار نرفت؛ پرداختِ این ۸۹ هزار میلیارد تومان در دستور کار است و از آنجا که این پرداخت، متن صریح قانون است، حتماً اجرایی خواهد شد منتها ممکن است کمی با تاخیر مواجه شود. اما در کل یکسری اختلافات کلی در مورد مبلغ بدهی‌ها و شیوه‌ی پرداخت وجود دارد که اگر این اختلافات برطرف شود، پرداخت در یک بازه زمانی که با مشورت با مدیران سازمان تعیین می‌شود، صورت خواهد گرفت. ما در حال دفاع از سازمان هستیم که این بدهی‌ها پرداخت شود و بازه زمانی برای پرداخت تعیین گردد؛ پیگیر هستیم و امیدواریم هرچه زودتر به نتیجه برسیم.
یک فعال کارگری: نماینده دلسوز نداریم
حسن صادقی (رئیس اتحادیه پیشکسوتان جامعه کارگری) که پیگیر اجرای متناسب‌سازی و تداوم آن است، در ارتباط با موضع نمایندگان مجلس و خبرهای نگران‌کننده‌ای که به بیرون درز می‌کند، به ایلنا می‌گوید: اطلاعات ما در حد شنیده‌هاست و تصویر واضحی از فعل و انفعالات مجلس در این حوزه نداریم. ما نمی‌دانیم در مجلس چه خبر است و چه اتفاقی دارد می‌افتد چراکه نماینده دلسوز کارگری در مجلس نداریم که اوضاع را رصد کند و مسائل مروبط به روابط کار را که در کمیسیون‌ها مطرح است، به جامعه‌ی هدف خبررسانی کند؛ نمایندگان عموماً بیشتر به فکر حفظ موقعیت خودشان هستند و هیچ تعامل روشنی با جامعه‌ی کارگری ندارند.
وی ادامه می‌دهد: اگر همان لایحه‌ای که دولت به مجلس داده، بدون کم و کاست و تغییر تصویب شود، دستاورد آن برای بازنشستگان کارگری این خواهد بود که هر ساله متناسب‌سازی اجرایی شود ولی از جیب خود بازنشستگان و از بودجه خود سازمان؛ در واقع دولت قرار نیست مثل صندوق‌های کشوری و لشگری، بودجه متناسب‌سازی به سازمان بدهد؛ نکته دوم در این لایحه، این است که دولت مکلف می‌شود ظرف مدت پنج سال، بدهی خود به سازمان را بپردازد؛ به جز این دو نکته، دولت مکلف می‌شود برای ۱۳۷ هزار نیروی بازنشسته‌ی حوزه‌ی خدمات دولت که تحت پوشش سازمان تامین اجتماعی هستند، بودجه متناسب‌سازی مثل صندوق‌های کشوری و لشگری ببیند و هرساله پرداخت کند. لایحه‌ی دائمی شدن همسان‌سازی، همین سه مولفه را برای سازمان و بیمه‌شدگان آن دارد؛ برای ۳ میلیون و ۶۰۰ هزار بازنشسته‌ی کارگری که مستقیماً تحت پوشش سازمان تامین اجتماعی هستند، دولت قرار نیست ریالی بودجه بپردازد قرار است از جیب خود سازمان متناسب‌سازی اجرایی شود. متاسفم که همین لایحه‌ی ناکافی را هم برنمی‌تابند و نمایندگان طومار امضا کرده‌اند که مثلاً متناسب‌سازی اجرایی بشود اما فقط برای کشوری‌ها و لشگری‌ها.
نمایندگان مجلس با بازنشستگان صندوق‌های کشوری و لشگری اشتراک منافع دارند
به گفته صادقی، ایراد کار در آنجاست که همه‌ی نمایندگانی که امروز در مجلس هستند به نوعی وابسته به صندوق‌های کشوری و لشگری هستند و با بازنشستگان آن صندوق‌ها اشتراک منافع دارند؛ این در حالیست که تامین اجتماعی و بازنشستگان آن هیچ مدافع و حامیِ دلسوزی در مجلس ندارند..
بازنشستگان از این رویکردهای تبعیض آمیز ناخشنودند؛ صادقی ضمن تایید این ناخشنودی می‌گوید: امیدوارم این خبرها صحت نداشته باشد و حذف تامین اجتماعی از لایحه‌ی همسان‌سازی در حد شایعه باشد چراکه اگر بخواهند تامین اجتماعی و بازنشستگانِ مستحق آن را از امتیازات همسان‌سازی محروم کنند و بدهی دولت به سازمان را نپردازند، بازنشستگان کارگری ساکت نمی‌مانند و به تمام شیوه‌های ممکن اعتراض خواهند کرد. دست‌اندازی به حقوق دهک‌های پایین جامعه و بازنشستگان کارگری، پذیرفتنی نیست؛ بازنشستگان این مسامحه‌ها و اجحافات را اصلاً نمی‌پذیرند.
همه چیز به ضرر بازنشستگان!
دولتی که حاضر نیست ماده ۴۱ قانون کار و ماده ۹۶ قانون تامین اجتماعی را اجرایی کند و مستمری بازنشستگان و حقوق شاغلان را به اندازه خط فقر افزایش دهد، از پرداخت بدهی سنگین خود به صندوق تامین اجتماعی سر باز می‌زند؛ نمایندگان مجلس نیز هیچ عزم و اراده‌ای برای بهبود معاش بازنشستگان کارگری و جلوگیری از تعمیق بحران منابع و مصارف سازمان تامین اجتماعی ندارند، همان نمایندگانی که مدام برای اجرای همسان‌سازی حقوق اعضای هیات علمی دانشگاه‌ها، جلسه پشت جلسه می‌گذارند و با مدیران بودجه‌ای دولت سر اعتبار آن چانه می‌زنند؛ در این اوضاعِ بلبشو، همین متناسب‌سازی نیم بند و نصفه کاره نیز ممکن است سال بعد به بهانه نبودن بودجه و اعتبار و عدم پرداخت بدهی‌های دولت، متوقف شود؛ در همین حین، برنج ایرانی به کیلویی ۵۰ هزار تومان رسیده و یک شانه تخم مرغ، مرز ۵۰ هزار تومان را پشت سر گذاشته و میلیون‌ها کارگرِ بازنشسته مانده‌اند با فقط ۴ میلیون تومان مستمری ماهانه که همان هفته‌ی اولِ ماه، پای اجاره خانه و خرید مایحتاج بخور و نمیرِ زندگی می‌رود و به سرعت نور تمام می‌شود؛ اما آیا فرادستان هیچ درکی از اوضاع بحرانیِ زندگیِ این جمعیت عظیم و دغدغه‌های بزرگ آن‌ها ندارند؟!
