کارشناسان حوزه کسب و کارهای اینترنتی بر این باور هستند که نظارت یکپارچه بر این کسبوکارها رویکرد حمایتی از کسبوکارهای شناسنامهدار و لغو خدمات بانکی فعالان غیررسمی در راستای کاهش قاچاق کالا، سیاستی عاجل و ضروری به نظر میرسد.
به گزارش روزنامه «صبح امروز» و به نقل از مهر، بدون تردید، یکی از تغییر رفتارهای اجتماعی در دوران شیوع کرونا، افزایش استقبال از فروشگاههای آنلاین و رونق کسبوکارهای اینترنتی بوده است. کارشناسان حوزه کسبوکار درباره دلایل استقبال از فروشگاههای آنلاین، به صرفهجویی در هزینههای تردد، جلوگیری از اتلاف زمان، قیمتگذاری رقابتی محصولات و آگاهی تدریجی مصرفکنندگان از خدمات پلتفرمهای آنلاین اشاره میکنند و در امان ماندن از ویروس کرونا را به عنوان عامل محرک بلوغ کسبوکارهای اینترنتی به ویژه در جوامعی همچون ایران میدانند.
به اعتقاد کارشناسان، فروشگاههای آنلاین شناسنامهدار و دارای مجوز، در رصد زنجیره توزیع کالا نقشآفرین هستند و میتوان از ظرفیتشان به عنوان یکی از ابزار مؤثر در مدیریت نظام توزیع کالا و خدمات از جمله کنترل قاچاق کالا در بازار لوازم خانگی، تلفن همراه و پوشاک استفاده کرد.

در همین رابطه، آنطور که عضو هیأت مدیره اتحادیه کسبوکارهای مجازی گفته، پیش از همهگیری کرونا، حدود ۵۰ هزار واحد صنفی در قالب پلتفرمهای آنلاین در ایران فعالیت میکردند، در حالی که در حال حاضر تعداد آنها از ۲۰۰ هزار مورد عبور کرده است. وی پیشنهاد داده، سایر واحدهای صنفی تولیدی نیز در پاساژهای معتبر اینترنتی، کالا و خدماتشان را عرضه کنند تا با جمعیت میلیونی متقاضیان به عنوان یک بازار بزرگ فروش در سراسر کشور مواجه شوند.
الفت نسب در ادامه با اشاره به ملاحظات مد نظر هنگام خرید اینترنتی گفت: میزان شکایات از کسبوکارهای رسمی دارای مجوزهای لازم در سال ۹۹، کمتر از ۸ هزار مورد بوده که بیش از ۸۰ درصد این شکایات مرتفع و رضایت مشتریان جلب شده است؛ اما در مواردی که افراد از کسبوکارهای غیررسمی و بدون مجوز به ویژه در شبکههای اجتماعی خرید میکنند، امکان پیگیری شکایت مشتریان از سوی اتحادیه وجود ندارد.
براساس گزارش مرکز تجارت الکترونیک از تحولات سال ۹۹، حدود ۵۰ هزار فروشگاه آنلاین دارای نماد الکترونیک (این ماد) و همچنین فروشگاههای آنلاین فعال در بستر شبکههای اجتماعی، در مجموع تنها ۳.۲ درصد از کل سهم خردهفروشی در بازار ایران را تشکیل دادهو ارزش اسمی معاملات الکترونیکی در سال ۹۹ با رشد حقیقی ۸۳ درصدی به ۱,۰۹۷ هزار میلیارد تومان رسیده است.

در همین زمینه، اخیراً حجتالله فیروزی سخنگوی کمسیون صنایع و معادن مجلس درباره ضرورت حمایت از فروشگاههای آنلاین به دلیل ظرفیت مبارزه با قاچاق، اظهار داشت: یکی از اثرات کرونا توجه به فروشگاههای آنلاین و گسترش خریدهای غیرحضوری در بستر اینترنت بود. این فروشگاهها با وجود تمام مزایا، در حال حاضر با مشکل رقابت با فروشگاههای حضوری و غیررسمی که به راحتی کالاهای قاچاق عرضه میکنند، درگیر هستند. کالای قاچاق به دلیل عدم پرداخت هزینههای دولتی مانند عوارض گمرکی، از کالاهایی که در فروشگاههای آنلاین عرضه شده و از مبادی رسمی وارد کشور میشود، ارزانتر است که این امر خود موجب زیان فروشگاههای آنلاین است.
برآیند محتوای فوق نشان میدهد، نه تنها نقش کسبوکارهای اینترنتی در شبکه فروش و توزیع کالا قابلتوجه و نیازمند سیاستگذاری کلان است؛ بلکه نظارت بر عملکرد فروشگاههای آنلاین برای تأمین منافع دولت، صاحبان کسبوکارهای شناسنامهدار و مصرفکنندگان امری ضروری و لازمالاجرا است.
نظارتی که با لغو ارائه خدمات بانکی به فعالان غیررسمی و زیرزمینی، تأمین مالی شبکههای توزیع کالای قاچاق در فضای مجازی و حقیقی را از کار میاندازد؛ ریسک معاملات الکترونیکی را برای مصرفکننده به حداقل میرساند و بهبود فضای کسبوکار مجازی برای فعالان شناسنامهدار را محقق میکند. از اینرو، یکی از ارکان نظارت بر فعالیت فروشگاههای آنلاین، همکاری مضاعف شبکه بانکی با ناظران فعالیتهای مجازی برای ارائه خدمات صرف به کسبوکارهای دارای مجوز از جمله نماد اعتماد الکترونیک و پروانه صنفی است.

در همین رابطه، امیرمحمد پرهامفر، مدیرکل دفتر پیشگیری ستاد مبارزه با قاچاق کالا و ارز با بیان اینکه صاحبان تمامی کسبوکارهای فعال در فضای مجازی بایستی پس از تصویب قانون تجارت الکترونیک در سال ۸۲، نماد اعتماد الکترونیک دریافت میکردند، گفت: «این فعالیتها باید از سوی مرکز توسعه تجارت الکترونیک رصد شده و تمام مسئولیت آن نیز بر عهده وزارت صنعت، معدن و تجارت است.»
وی با بیان اینکه هر کسبوکار فعال در شبکه اینترنتی کشور باید دارای هویتی به نام «اینماد» باشد، افزود: «تبعات خرید از شبکههای اجتماعی نظیر اینستاگرام، تلگرام و دیگر شبکهها به دلیل آنکه تحت حاکمیت دولت نبوده و قابلیت رصد ندارد، برعهده خود فرد است؛ با این وجود در تلاشیم با انجام اقدامات لازم، شناسایی سایتهای معتبر و رسمی برای مردم آسانتر شود.»
