طی یک ماه اخیر و با اعلام رسمی عادی سازی روابط امارات و بحرین با رژیم صهیونیستی، آسیای جنوب غربی که همواره با یک فضای غیر شفاف و مبهم در سیاستگذاری خارجی و روابط بین ‌المللی بازیگران متعدد خود مواجه بوده، وارد مرحله‌ای جدید از تغییرات و دگرگونی شگفت‌انگیز شده است. بدون شک عادی‌سازی روابط اعراب و اسرائیل را می‌توان یک مولفه اثربخش در تغییر ساختار سیاسی و اجتماعی آسیای جنوب غربی و دگرگونی مناسبات و تناسب قدرت در این حوزه ژئوپلیتیک به حساب آورد که نیاز به تحلیلی سیاستگذارانه و چند وجهی به تحولات آن دارد. بسیاری از تحلیل‌های یک ماه اخیر پیرامون این موضوع، نوعی فضای خوش‌خیالی نسبت به مواضع ترکیه و رجب طیب اردوغان داشته‌اند. به نظر می رسد که برخی تحلیلگران سعی دارند تا ترکیه را به عنوان یک عضو جدید محور مقاومت معرفی کنند و حتی مدعی اتحاد استراتژیک ترکیه و محور مقاومت نیز می‌شوند که می توان آن را مقدمه ای برای نیرنگی جدید از سوی دولت ترکیه برای حضور و اثرگذاری سیاستگذارانه در رویدادهای منطقه و به‌خصوص آنچه محور مقاومت نامیده می‌شود، دانست. این‌گونه تحلیل‌ها پیرامون حضور ترکیه در محور مقاومت را باید تلاش برای برجسته‌سازی ترکیه و اردوغان در سیاستگذاری‌های نوین منطقه محسوب کرد. این در حالی است که محور مقاومت، مجموعه امنیتی و سیاسی خاصی است که فارغ از مذهب، بنیاد سیاست خارجی خود را مقابله با هژمونی ایالات متحده آمریکا و از سوی دیگر مبارزه با اسرائیل و تحقق آرمان آزادسازی فلسطین می‌داند. آن‌گونه که ایران می گوید، محور مقاومت دارای بازیگران متفاوتی در سراسر جهان و به‌خصوص در آسیا و آمریکای لاتین است که یک مجموعه امنیتی سیاسی مرکزدار محسوب می‌شود. قدرت اصلی این مجموعه امنیتی و سیاسی، ایران است که در سیاستگذاری اعلامی بر نابودی کامل اسرائیل نیز اصرار کرده و برای تحقق آن برنامه‌ریزی‌های خاص داشته است. این مجموعه امنیتی، سیاسی و اجتماعی که محور مقاومت نام دارد و حتی کشورهایی مانند کوبا، ونزوئلا، نیکاراگوئه و غیر مسلمانان را نیز درون این مجموعه جای می‌دهند، طی چند دهه اخیر بیشتر بر مدار مدیریت ایران حرکت کرده و ایران مرکز این محور بوده است. آنچه محور مقاومت نامیده می‌شود، دارای اصول چندان سخت‌گیرانه نیست و درهای باز برای جذب و پذیرش اعضای جدید دارد.

 

مواضع رجب طیب اردوغان علیه عادی‌سازی روابط اعراب و اسرائیل را نمی‌توان مولفه‌ای برای تغییر استراتژیکی مناسبات قدرت در آسیای جنوب غربی قلمداد کرد، زیرا این مواضع اردوغان به جای آن که در حمایت از آرمان فلسطین باشند، دستاویزی برای مقابله با قدرت‌نمایی کشورهای عربی مخالف ترکیه یعنی عربستان، مصر، امارات متحده عربی و … است که به شدت منافع راهبردی ترکیه را مورد تهدید قرار داده‌اند

 

اما مدیریت این مجموعه نیازمند شرایطی خاص است که طی چند دهه اخیر تنها ایران توانسته است به مدیریت و راهبری این مجموعه بپردازد. بنابراین با توجه به سیاست درهای باز محور مقاومت، ادعای پذیرش و حضور زیرکانه و همراه با مکر و فریب ترکیه در محور مقاومت امکان‌پذیر است، اما جایگاه و نقش ترکیه در این مجموعه امنیتی و سیاسی را نمی‌توان چندان برجسته دانست. پیشینه دوستی دولت ترکیه و به‌خصوص رجب طیب اردوغان با بازیگران محور مقاومت را می‌توان کارنامه‌ای سیاه دانست که سرشار از سیاست‌های فریبنده و اقدامات خیانت‌بار ترکیه علیه محور مقاومت است. بسیاری سران و شهروندان محور مقاومت، اردوغان را به ناسپاسی و نمک نشناسی متهم می‌کنند، زیرا او و دولت تحت ریاستش که تا مدت‌ها و اوایل سال 2010 از حمایت محور مقاومت برخوردار بودند، با تغییر شرایط و آغاز تحولات عربی موسوم به بهار عربی، رویکردی خیانت‌بار علیه اعضای محور مقاومت در پیش گرفته و آسیب‌های جبران‌ناپذیری به این محور وارد ساخته اند. روابط بسیار دوستانه دولت ترکیه و رجب طیب اردوغان با دولت سوریه و بشار اسد که با میانجیگری و یاری ایران برقرار شده بود، چنان نزدیک و مستحکم محسوب می‌شد که نفوذ ترکیه و به‌خصوص نهادهای امنیتی و نظامی این کشور در سوریه را سبب شد و اطلاعات کم‌نظیری در اختیار ترکیه قرار گرفت. اما دولت ترکیه با آغاز تحولات بهار عربی، ناگهان به ضدیت با دولت بشار اسد در سوریه پرداخت و محوری ضد سوریه و حتی ضد مقاومت و ایران به همراهی کشورهای قطر و عربستان تشکیل داد و آنها همگی به تمام اهداف محور مقاومت در سوریه، عراق، لبنان و … حمله کردند. محور عربی و ترکی (عربستان – قطر – ترکیه) را می‌توان محوری ضد مقاومت دانست که با حمایت و پشتیبانی دولت‌های غربی و آمریکا، به شدت به مواضع و منافع محور مقاومت و ایران در سراسر آسیای جنوب غربی یورش برده اند و برای فروپاشی مجموعه امنیتی و سیاسی محور مقاومت در تلاش بوده اند. تلاش‌های دولت اردوغان برای سرنگونی دولت سوریه و تصرف بخش‌هایی از این کشور، حمله به عراق و تصرف بخش‌هایی از عراق و تضعیف دولت شیعی این کشور، تلاش برای محدودسازی حزب‌الله لبنان از طریق حمایت از جریان‌های ضد حزب‌الله، توسل به توان سیاسی و نظامی اخوان المسلمین در یمن، سوریه، مصر و … برای مقابله با محور مقاومت و نفوذ در جریان مقاومت برای تضعیف الگوی ایرانی مقاومت از طریق برقراری صلح اعراب (سوریه، لبنان و حماس) با اسرائیل و تبلیغ و نمایش الگوی حکمرانی اردوغانی و ترکیه‌ای در سراسر جهان اسلام را می‌توان ازجمله اقدامات خیانت‌بار دولت ترکیه به محور مقاومت برشمرد که رویکرد کنونی ترکیه و فرضیه تعهد ترکیه به محور مقاومت را تنها در قالب یک سیاستگذاری فریبکارانه پوشش می‌هد. یکی از مولفه‌هایی که سبب نزدیکی ظاهری ترکیه به محور مقاومت و طرح فرضیه اردوغان در جایگاه حامی محور مقاومت شده، به سیاست‌های جاه‌طلبانه دولت ترکیه در آسیای جنوب غربی و اروپا معطوف است که اردوغان را به شدت در تنگنای سیاسی، نظامی، امنیتی و بین‌المللی قرار داده است. ادعا و فرض پیوستن ترکیه به محور مقاومت از سوی اسرائیل، امارات متحده عربی و عربستان تبلیغ و منتشر شده است. واقعیت این است که ترکیه در حال حاضر به شدت از سوی کشورهای عربی و به‌خصوص امارات متحده عربی، عربستان، مصر و … در تنگنا قرار گرفته و همکاری اسرائیل با این کشورهای عربی می‌تواند به تهدید و تضعیف جدی قدرت ترکیه و رجب طیب اردوغان در سطح منطقه‌ای، جهانی و در نهایت فروپاشی قدرت و تمامیت ارضی ترکیه نیز منجر شود. تمام حمایت ترکیه و اردوغان از محور مقاومت که اخیرا برجسته شده است را می‌توان ناشی از حضور بخشی از تشکیلات و سران جنبش حماس در ترکیه و برگزاری دیدارهایی در راستای مقابله با صلح اعراب و اسرائیل میان گروه‌های فلسطینی و به‌خصوص حماس و فتح محسوب کرد. بنابراین ترکیه و اردوغان در حال حاضر با همان سیاستگذاری فریبکارانه خویش سعی دارند تا خود را مخالف عادی سازی روابط اسرائیل و اعراب نشان دهند، زیرا دوستی اعراب مخالف اردوغان با اسرائیل می‌تواند خطر نابودی آرمان‌های اردوغان را به اوج رسانده و بنابراین اردوغان سعی دارد تا با تظاهر به نزدیکی به محور مقاومت، سایر بازیگران منطقه‌ای و به‌خصوص ایران، عراق، حماس و حزب‌الله لبنان را نیز درگیر منازعه خود با امارات و عربستان کند. سخنان رجب طیب اردوغان علیه عادی‌سازی روابط اعراب و اسرائیل را نمی‌توان مولفه‌ای برای تغییر استراتژیکی مناسبات قدرت در آسیای جنوب غربی قلمداد کرد، زیرا این مواضع اردوغان به جای آن که در حمایت از آرمان فلسطین باشند، دستاویزی برای مقابله با قدرت‌نمایی کشورهای عربی مخالف ترکیه یعنی عربستان، مصر، امارات متحده عربی و … است که به شدت منافع راهبردی ترکیه را مورد تهدید قرار داده‌اند. وضعیت کنونی منطقه و مواضع دولت ترکیه علیه صلح اعراب و اسرائیل را می‌توان جلوه‌ای از جنگ میان ترکیه و دوستان سابقش یعنی کشورهای عربی دانست که اولین هدفشان طی چند سال گذشته، حمله به محور مقاومت، تضعیف و نابودی این محور به‌خصوص ایران بوده است. تلاش‌های کنونی دولت ترکیه و سخنان اردوغان علیه عادی‌سازی روابط اعراب و اسرائیل را تنها می‌توان در قالب یک سیاستگذاری زیرکانه برای گریز از باتلاقی دانست که اعراب و اسرائیل برای دولت اردوغان طی چند سال اخیر فراهم کرده‌اند. سیاستگذاری افراطی اردوغان علیه محور مقاومت به‌خصوص سوریه و ایران که در همسویی با سیاستگذاران اسرائیل، قطر، عربستان و مصر تحت ریاست محمد مرسی قرار داشت، اکنون مانند یک بومرنگ به سوی خود اردوغان برگشته و او را سرگردان و هراسان کرده است. تحولات آسیای جنوب غربی به‌خصوص پیامدهای عادی‌سازی روابط اعراب و اسرائیل را باید فارغ از برخی اقدامات پرستیژگرایانه سیاستگذاران زیرک ترکیه و قطر بررسی کرد، زیرا پیشینه سیاست‌های اردوغان به خوبی نشان داده است که او هرگز در چارچوب راهبرد محور مقاومت نبوده و نیست و تنها به فکر قدرت‌طلبی و گسترش هژمونی شخصی خود و ترکیه در آسیای جنوب غربی است.
