ایران، یکی از بهترین تولید‌کنندگان فرش در جهان است و فرش دستباف آن عمری به درازای تاریخ فرهنگ و هنر ایرانی دارد و به عنوان یکی از مهم‌ترین صنایع‌دستی، تاریخ سرزمین ایران را نشان می‌دهد و گره‌خوردن فرش ایرانی با اقتصاد نقش آن را حائز ‌اهمیت‌تر می‌کند.

به گزارش روزنامه «صبح امروز» اتحادیه تولید‌کنندگان و صادر‌کنندگان فرش، در سال ۲۰۱۸ ارزش معاملات بازار جهانی فرش دستباف را عددی بیش‌ از یک میلیارد و ۳۲۴ میلیون دلار اعلام کرده بود که این رقم در سال ۲۰۱۹ با کاهش حدود ۴۰ درصدی به ۸۲۸ میلیون دلار رسید‌.

همچنین سال‌ها است که مشکلات فراوانی برای تولید و صادارات فرش ایران به‌وجود آمده‌ و تصمیمات بخش دولتی و خصوصی و تحولات سیاسی اغلب به زیان این کالا تمام شده ‌است. چندی پیش نیز رئیس اتحادیه تولید‌کنندگان و بافندگان فرش دستباف با اعلام اینکه «صادرات فرش دستباف از سال گذشته با مشکلاتی روبرو شده و با بروز بیماری کرونا، متاسفانه صادرات فرش به صفر رسیده است» آب سردی بر پیکره این صنعت مهم و باستانی ریخت.

سهم ۲۵ درصدی فرش دستباف در صادرات غیرنفتی کشور

در بین صادرات غیر نفتی کشور، فرش دستباف همواره در مقام اول قرار داشته و سهمی بیش از 25 درصد از صادرات غیرنفتی را تشکیل داده است، اما با ابراز تاسف باید گفت صادرات فرش ایران در سال گذشته به پایین‌ترین سطح  خود که حدود ۷۰ میلیون دلار بود، رسید. ۵۰ میلیون دلار آن، از طریق گمرک بود و حدود ۲۰ میلیون دلار هم از طریق بار مسافری از کشور خارج شد، اما به دلیل اینکه سال‌های قبل این عدد به نیم میلیارد دلار نیز رسید نمی‌توان بیماری کرونا را مقصر کاهش این عدد بزرگ دانست. براساس آمار اعلامی از سوی سازمان توسعه تجارت، صادرات فرش دستباف در چهار ماهه ابتدای امسال  فقط 15 میلیون دلار بوده است.

سوء‌استفاده از فرش ایرانی

با‌وجود اینکه کشور‌های دیگرسوء‌استفاده‌هایی از فرش دستباف ایرانی می‌کنند، اما باز ‌هم کشور ما فرش‌هایی دارد که در هیچ‌جای دنیا تولید نمی‌شود مانند ابریشمی ریزبافت. اما متاسفانه در ابریشم به طور 100 درصد و در کرک و پشم نیز تا ۸۰ درصد به واردات وابسته هستیم که به‌ نظر می‌رسد به دلیل همین واردات، قیمت تمام شده فرش ایرانی نسبت به سایر کشور‌ها بیشتر است و این مورد می‌تواند یکی از دلایل کاهش و توقف صادرات باشد.

حذف شدن بیمه قالی‌بافان

یکی دیگر از مشکلات به وجود آمده حذف بیمه قالی‌بافان بود. دولت در سال ۸۸ بیمه قالی‌بافان را تصویب کرد و تا مدتی نیز بسیار خوب پیش‌رفت و حدود ۴۵۰ هزار قالی‌باف بیمه شدند. در سال ۹۲ باید بودجه این کار افزایش می‌یافت تا ۵۰۰ هزارقالی‌باف دیگر نیز بیمه شوند، اما این بودجه تامین نشد و حتی از تعداد آن نیز کاسته شد.

نمودار‌های زیر روند صادرات فرش در سال‌های۹۰ تا ۹۵ و ۹۳ تا ۳ ماهه اول ۹۹ را مورد بررسی و مقایسه قرار می‌دهد.

در ابریشم 100 درصد و در کرک و پشم نیز تا ۸۰ درصد به واردات وابسته هستیم به دلیل همین واردات، قیمت تمام شده فرش ایرانی نسبت به سایر کشور‌ها بیشتر است که این مورد می‌تواند یکی از دلایل کاهش و توقف صادرات باشد

 

کارشناسان دلایل مختلفی را برای کاهش و توقف صادرات فرش دستباف برشمرده‌اند که شامل  تحریم،  نداشتن استراتژی و برنامه‌ریزی توسعه‌ای و افزایش قیمت تمام ‌شده تولیدات می‌شود، اما مهم‌ترین دلیل تصمیم یکباره و غیر‌کارشناسی بانک مرکزی در ایجاد «پیمان‌سپاری ارزی» برای این کالای استراتژیک و ملی پس‌ از تحریم آمریکا بود که عامل نپذیرفتن تعهد ارزی پر ‌ریسک از ‌سوی صادر‌کنندگان شد.

میزان تولید فرش دستباف در ایران

مقدار دقیق‌ تولید فرش در ایـران‌ مشخص‌ نیست؛ زیرا مـقدار قـابل توجهی از فرش‌های تولیدی جنبه مـصرف شـخصی داشته و روانه بازار نمی‌شوند، اما میزان آن در حدود چهار تا پنج میلیون متر مـربع تـخمین زده می‌شود. اگر‌ بخواهیم‌ میزان تـولید فـرش دسـتباف با فرش مـاشینی را مـقایسه کنیم، شاید کمی متعجب شـویم؛ زیرا ظرفیت نصب شده فرش ماشینی در کشور در حدود 150 میلیون متر مربع بوده، اما تولید در‌ حـدود‌ 70 تـا‌ 80 میلیون متر مربع در سال است.

مداح: تمام ابزار و وسایل ما وارداتی است و هیچ‌گونه تولیدی برای این مواد اولیه در داخل کشور وجود ندارد و همین مورد بر ‌قیمت تمام شده محصولات، تأثیر بسیار زیادی می‌گذارد

 

به سراغ مدیر یکی از کارگاه‌های قالی‌بافی و تابلو فرش در استان رفتیم تا پیرامون مسائل و مشکلات این حوزه با او به گفتگو بپردازیم.

عاطفه مداح در گفتگو با «صبح امروز» می‌گوید: ۱۲ سال است که به تولید فرش دستباف، گلیم، تابلو ‌فرش و گبه مشغول هستم و۴۰ تا ۵۰ نفر نیروی ثابت دارم که سالیانه  حدود ۲۰۰ تا ۲۵۰ متر مربع فرش تضمینی و ۱۵۰ مترمربع گلیم تولید می‌کنند. متأسفانه دولت هیچ‌گونه خدماتی به کارگاه‌های قالی‌بافی و بافندگان ارائه نمی‌دهد. درواقع بی‌تدبیری مسئولان، عامل تمام مشکلات در این حوزه و سایر حوزه‌ها است. به دلیل فراوانی تولید انواع فرش‌های بی‌کیفیت مانند «بی‌گره‌بافی» و «فرش‌های ماشینی شبیه دست‌باف»، بافنده‌ها در‌آمد چندانی ندارند. در صورتی که اگر همان شخص در یک رستوران مشغول به کار باشد در‌آمد بیشتری کسب می‌کند.

قالی‌بافی کاری مشقت‌بار و بدون آینده

مداح با ابراز اینکه «قیمت ابزار و مواد‌ اولیه بسیار بالا است» ادامه می‌دهد: تمام ابزار و وسایل ما وارداتی است و هیچ‌گونه تولیدی در داخل کشور وجود ندارد که این مورد بر‌ قیمت تمام شده محصولات تاثیر بسیار زیادی می‌گذارد. همچنین به علت تحریم‌های موجود قادر به فروش تولیدات خود نیستیم. در چند سال اخیر بحث بیمه بسیار خوب پیش‌ می‌رفت، اما اکنون به یک‌باره قطع شد و بافنده دیگر حتی امیدی به بیمه شدن نیز ندارد؛ این یعنی انجام کاری مشقت‌بار و بدون آینده.

وی خاطر‌نشان می‌کند: تمام این مسائل باعث می‌شود تا افراد از فرش دستباف فاصله بگیرند و اگر کسانی نیز وجود داشته ‌باشند که به این کار مشغول هستند فرش بی‌گره می‌بافند، فرش‌های بی‌کیفیتی که در سطح جهانی هیچ جایگاهی ندارند و از همه مهم‌تر این است که سود حاصل از فروش آن نیز در جیب دلالان می‌رود و هیچ سودی برای تولید کننده ندارد.

عدم استفاده از پتانسیل داخلی در زمینه تولید فرش دستباف

این بانوی کار‌آفرین تصریح می‌کند: به دلیل کاهش توان اقتصادی مردم جامعه و اختلاف زیاد قیمت فرش دستباف با فرش ماشینی شبیه دستباف تبلیغات نیز نمی‌تواند در این زمینه راه‌گشا باشد، مگر ‌اینکه تمام ابزار و مواد خام ما در داخل تولید شود؛ زیرا ما پشم، رنگرزی و نیروی کار به اندازه کافی در کشور داریم، اما نمی‌توانیم از این پتانسیل استفاده کنیم. اگر فواید فرش دستباف و انرژی مثبتی که می‌توان از آن دریافت کرد برای مردم بازگو شود شاید در زمینه فروش داخلی تاثیر‌گذار باشد.

اجناس چینی؛ هدایای تقدیمی به سازمان‌های دولتی

وی با بیان اینکه «اتحادیه هیچ اقدامی در زمینه اطلاع‌رسانی و برگزاری نمایشگاه برای ما انجام نمی‌دهد و دائم سخن از نبود بودجه به میان می‌آورد» توضیح می‌دهد: اتحادیه حتی به جای استفاده از محصولات داخلی برای هدیه به سازمان‌های دولتی از محصولات چینی استفاده می‌کند و می‌گوید که امکان استفاده از اجناس داخلی وجود ندارد که این موضوع متحیرکننده‌ است.

کمپین برداشتن بی‌گره‌بافی چیست؟

مداح در خصوص «کمپین برداشتن بی‌گره‌بافی» بیان می‌کند: براساس این کمپین باید هر تولیدکننده‌ای که فرش بی‌گره‌ ببافد جریمه شود، اما متاسفانه اتحادیه و مرکز ملی فرش از این موضوع نیز حمایت نمی‌کند. فرش بی‌گره فرشی است که گره ندارد و نخ را از بین نخ‌ها عبور می‌دهند و بی‌کیفیت‌ترین نوع فرش است که بعد از مدت‌ زمان کوتاه یک تا دو ساله می‌خوابد و پرز‌های آن در‌می‌آید.

فرش هندی و ترکی؛ جایگزین فرش ایرانی

این تولید‌کننده فرش دستباف می‌گوید: بافندگان خوبی در سطح کشور وجود‌ دارندکه کار‌های بسیار با‌کیفیتی تولید می‌کنند، حال آنکه کشور‌های هندوستان و ترکیه تعداد بسیار زیادی فرش با نام ایران صادر می‌کنند و ما در خواب غفلت و بی‌توجهی به سر‌می‌بریم.
