18 برابر شدن قلع و قمع باغ‌ویلاهای غیر مجاز مشهد

مدیر جهاد کشاورزی شهرستان مشهد گفت: در 6 ماه اول سال 98 تنها 50 مورد قلع و قمع باغ‌ویلای غیر مجاز داشتیم، اما در 5 ماه ابتدای سال 99، 909 باغ‌ویلا را قلع و قمع و اعمال قانون کردیم که حدود 18 برابر شده است.

امید طهماسبی‌زاده در گفت‌وگو با ایسنا، در خصوص پرونده باستی‌هیلز مشهد، اظهار کرد: حکم تخریب باغ‌ویلاها صادر شده، اما بعد از تجدید نظرخواهی محکوم‌علیه پرونده، موضوع به یکی از شعب دادگاه تجدید نظر استان ارجاع شده و هنوز دادگاه رایی در این خصوص صادر نکرده است.

وی افزود: عملا ما تا زمان ابلاغ رای دادگاه تجدید نظر بلاتکلیف هستیم که آیا رای، قطعی و تایید می‌شود یا اینکه ممکن است تغییراتی در آن رخ دهد.

وجود باغ‌ویلاهای غیر مجاز منتسب به کارکنان برخی ادارات

طهماسبی‌زاده با بیان اینکه 3، 4 مجتمع غیر مجاز به صورت باغ‌ویلا ایجاد شده که منتسب به کارکنان برخی از ادارات و سازمان‌ها هستند و بیشتر در بلوار شاهنامه فردوسی، گوارشک و منطقه زاک قرار دارند، عنوان کرد: در سطح شهر نیز مجتمع‌های متعددی هستند که به صورت غیر مجاز احداث شدند، جهاد کشاورزی اقدام به قلع و قمع آنها کرده و برای تعداد زیادی پرونده کیفری تشکیل شده که در حال رسیدگی است.

مدیر جهاد کشاورزی شهرستان مشهد گفت: در 6 ماه اول سال 98 تنها 50 مورد قلع و قمع باغ‌ویلای غیر مجاز داشتیم، اما در 5 ماه ابتدای سال 99، 909 باغ‌ویلا را قلع و قمع و اعمال قانون کردیم که حدود 18 برابر شده، البته در مقایسه با حجم تغییر کاربری‌ها، این تعداد قلع و قمع ناچیز و انگشت‌شمار بوده و باید بیشتر در این حوزه کار شود.

هر هکتار از اراضی کشاورزی، غذای 20 نفر را تامین می‌کند

وی بیان کرد: اراضی کشاورزی بستر تولید و امنیت غذایی ما هستند و هر هکتار اراضی کشاورزی حداقل غذای 20 نفر را تامین می‌کند، بنابراین تخریب و تغییر کاربری این اراضی به نوعی به منافع ملی ما لطمه وارد می‌کند و فراتر از یک جرم عادی است.

طهماسبی‌زاده ادامه داد: تغییر کاربری یک جرم عادی نیست، بلکه یک جرم علیه منافع ملی است و افرادی که به این کار مبادرت می‌کنند، نه تنها برخلاف مقررات، مرتکب جرم شدند، بلکه در حال از بین بردن بسترهای تامین غذای مردم نیز هستند. این تغییر کاربری‌ها موجب حفر چاه‌های غیر مجاز، استحصال بی‌رویه آب، نابودی محیط زیست و حتی مشکلات اجتماعی می‌شود.

مدیر جهاد کشاورزی شهرستان مشهد در خصوص کمربند جنوبی، تصریح کرد: به این دلیل که در کمربند جنوبی بحث‌های زیست‌محیطی و تصرف اراضی ملی مطرح بوده، راه و شهرسازی در آن دخیل است و کشاورزی در آن کمتر انجام شده، بنابراین مدیریت جهاد کشاورزی شهرستان مستقیم نظری نمی‌دهد اما واقعیت این است که هرچه این کوه‌ها و محیط زیست بیشتر برای نسل آینده حفظ شود، مطلوب‌تر است.

وی اضافه کرد: اقدام درست و کارشناسی‌تر این بود که شهر به سمت جنوب گسترش پیدا نمی‌کرد که ناگزیر باشیم برای رفع مشکل ترافیک، کوه‌ها را تخریب کنیم. نظر شخصی من این است که استفاده از پل‌ها و جاده‌های طبقاتی و تبادلی یا حتی خرید بافت مسکونی، بهتر از این است که کوه‌ها و ارتفاعات را برای احداث جاده تخریب کنیم، زیرا احداث این جاده‌ها موجب توسعه و گسترش تخریب کوه‌ها می‌شود.
