رئیس کمیسیون شهرسازی و معماری شورای شهر مشهد گفت: در طرح تفصیلی جنوب‌غرب، کاربری تعریف شده برای بخش هایی از پارک خورشید که در نه‌دره واقع است ، فضای سبز حفاظتی تعیین شده و رویکرد مدیریت شهری برای بهبود شرایط این محله، بهسازی با جلب مشارکت مردمی و رفع تصرف اراضی ملی است.
به گزارش صبح امروز، محمدهادی مهدی‌نیا، با بیان اینکه متاسفانه در تمامی کلانشهرهای کشور شاهد شکل‌گیری بافت‌های خودرو و غیررسمی هستیم و مشهد نیز از این قاعده مستثنی نبوده است، اظهارکرد: غالب این بافت‌ها در مناطق کم‌برخوردار اتفاق میفتد که به علت ناکارامدی طرح های تفصیلی و عدم نظارت کافی مدیریت‌های شهری شکل گرفته است.
وی در ادامه افزود: برخی از بافت‌ها، هسته‌های جمعیتی روستایی بوده که در شهر بلعیده شده‌اند؛ همچون قلعه وکیل‌آباد، آبکوه، چهارچشمه. برخی دیگر نیز در اثر نبود نظارت ، بافتی خودرو شکل گرفته که از جمله آنها میتوان به محله صابر و نه‌دره اشاره داشت و امروز به معضلی شهری تبدیل شده‌اند.
مهدی‌نیا با بیان اینکه این هسته‌های جمعیتی که پیشتر به آن اشاره شد در محدوده جنوب‌غرب شهر قرار دارند، گفت: در طرح تفصیلی برای نه‌دره چندین رویکرد مختلف درنظر گرفته‌ایم؛ نخست اینکه تنظیم مجدد زمین و نوسازی و بهسازی بافت باید با مشارکت مردمی باشد که برهمین اساس دفتر تسهیلگری در این محله مستقر شده تا با جلب مشارکت ساکنان بتوان راه برونرفت از معضلات و حل‌وفصل آنها را پیش گرفت.
رئیس کمیسیون شهرسازی و معماری شورای شهر مشهد تصریح کرد: محله نودره در مجاورت پارک و ارتفاعات جنوب قرار گرفته و بخش زیادی از این محله خودروی در اراضی ملی شکل گرفته که جزو پارک خورشید است؛ در طرح تفصیلی برای بخشی از این محدوده کاربری سبز حفاظتی درنظر گرفته شده که اراضی باید از مجاری قانونی آزادسازی و رفع تصرف شوند.
مهدی‌نیا با بیان اینکه از این طریق اراضی تصرف شده در قالب پارک به جمعیت 3.3 میلیون نفری مشهد خدمات‌رسانی می‌کنند، افزود: تحقق این امر، فرآیندی زمان‌بر است ولی در طرح تفصیلی و کمیسیون‌های شورا تاکید کردیم تا نسبت به ادامه این روند، ساخت‌وسازهای غیرمجاز و تصرف اراضی، حساسیت‌ها بیش از پیش شود.
وی گفت: امیدواریم با تقویت بعد نظارتی و حساسیت‌ها، در سال‌های آینده معضلات این‌چنینی نداشته باشیم و مانع از رشد بافت‌های غیراستاندارد و نا‌ایمن در اراضی شهری شویم.
