الیت مشکل شهلاست

یک عضو شورای اسلامی شهر با انتشار نامه‌ای خطاب به شهردار مشهد با انتقاد از وضعیت الیت خواهان اصلاح آن شد.

به گزارش صبح امروز، امیر شهلا با انتشار نامه‌ای سرگشاده خطاب به محمدرضا (عنایت) کلایی، شهردار مشهد، در صفحه شخصی خود در اینستاگرام از وضعیت دریافت عوارض پارک حاشیه‌ای انتقاد کرده و از وی خواسته است پیش از آن‌که دیرشود برای الیت، که به گفته او یکی از اصلی‌ترین عوامل نارضایتی شهروندان است، چاره‌ای بیاندیشد.

متن کامل نامه شهلا به شهردار مشهد به شرح زیر است:

«عنایت خان کلایی، برادر پرانگیزه، مصمم و با اراده‌ام

با سلام و تجدید‌ ارادت

روزی در خانه‌ی کدخدا، برای به دام‌انداختن موش، تله‌ای کار گذاشتند. موش بی‌نوا، نزد مرغ و گوسفند و گاو رفت و از آن‌ها کمک خواست. آن هر سه‌ به او گفتند: مشکل خودت است، به ما ربطی ندارد‌! اتفاقاً چند روز بعد، ماری در تله‌‌موش افتاد و زن کدخدا، به هوای آن‌که مار مرده است، دست‌برد تا آن را بیرونبیاندازد، اما مار زخمی، دست‌اش را گزید. زن در بستر افتاد و سم، درون خون‌اش شد. کدخدا که حال همسرش را زار دید، مرغ را کشت تا به او، آش‌ شفابخشی بخوراند، بلکه صحت یابد، اما افاقه نکرد و بانوی خانه درگذشت. کدخدا مجبور شد برای اطعام مهمانان مجلس ختم، گوسفند را قربانی‌کند و برای چله‌اش، گاو را. و موش در عجب بود که چطور، مشکل او، دامن آن سه دیگر را گرفت!؟

حکایت امروز امیر شهلا، شورای پنجم و الیت، حکایت همینداستان است. گویی آن‌که مشکل الیت، مشکل امیر شهلا است. خودم گفته‌ام، چشمم کور، دنده‌ام نرم. خودم هم باید حل‌اش کنم. امّا یقین بدان آه دامن‌گیر الیت، دیر یا زود، عملکرد شورا و همه‌ی دستاوردهای مثبت مدیریت شهری را به خود مبتلا می‌کند. اگر از هر پنجه‌ی شهرداری، یک خدمت ماندگار و مردم‌شادکن بریزد، همین که کسی برای نارضایی‌ ‌مردم از الیت، تره هم خورد نمی‌کند، همه‌ی آن هنرها را تحت‌الشعاع قرارمی‌دهد.

این سیاهه را برایت می‌نویسم، چراکه تمام راه‌های نرفته را رفته و درهای نزده را زده‌ام، اما آن‌ها که باید کاری بکنند، با زبان بی‌زبانی، مخاطب قرارم دادند و گفتند: مشکل خودت است، به ما ربطی ندارد.

عنایت جان

1- شعار حذف ‌الیت، یکی از اصلی‌ترین شعارهای من در ایام انتخابات بود. افکار عمومی، چه درست، چه غلط، به اینشعار واکنش‌ ‌مثبت نشان داد.

2- احدی از اعضای لیست امید در آن برهه، نسبت به اینشعار واکنش نشان نداد. احتمالاً چون دانسته بودند این شعار، رای‌آور است و خرجی هم ندارد. کس دیگری شعارش را داده و مشکل خودش است.

3- افکار عمومی در ‌آن‌ مقطع، احساس‌شان این بود که اینشعار، شعار کلیت لیست امید است، چراکه لیست، در ردش، نه بیانیه‌ای داد و نه مرزبندی‌اش را مشخص‌ کرد.

4- من البته بعد از انتخابات، موضع‌ام را بنا به دلایلی که در این‌ وجیزه، جای پرداختن‌اش نیست، تعدیل‌کردم و از حذف‌ الیت، به تصحیح رویه‌های غلط‌اش اکتفا کردم و به همینخاطر، از افکارعمومی، چوب‌ها خوردم و متهم به سیاسی‌بازیشدم. باکی نبود. اگر می‌شد، رویه‌های‌ ناصواب الیت را اصلاح‌کرد، آن طعنه‌ها، فدای سر لیست امید.

5- اما در عمل، اتفاق خاصی نیفتاد. حتی کسی پیدا نشد که به این چند سوال واضح، جواب‌ قانع‌کننده بدهد:

الف: قانون گفته، پول الیت، باید صرف ساخت پارکینگ شود. چرا نمی‌شود؟

ب: قانون گفته، فقط در خیابان‌های پرترافیک باشد. چرا هر روز یک خیابان فرعی جدید را پلاک‌گذاری می‌کنید؟

ج: چه اصراری به نگه‌داشتن یک شرکت زیان‌ده دارید و چرا مثل حمل زباله و آبیاری پارک‌ها، الیت را به مزایدهنمی‌گذارید تا با ایجاد رقابت در بخش خصوصی، از توان و تکنولوژی به‌روز او، برای ارتقای سیستم‌اش استفاده نمایید؟

د: چرا هر سال، بدون آن‌که در کیفیت‌ و کمیت خدمات الیتتفاوتی ایجاد شود، تعرفه‌اش را بالا می‌برید. آیا غیر ایناست که هزینه‌ی سوء‌مدیریت‌ و کسری بودجه‌‌تان را از جیبمردم در می‌آورید؟

6- دوستان به جای پاسخ به این چند سوال ‌‌روشن، مدام خیابانسعدی را مثل ‌گرز بر سر منتقدان‌شان کوبیدند و الیت را تنها راه استقرار عدالت ترافیکی، بهبود وضعیت هوای شهر و اجبار شهروندان به استفاده از حمل‌ونقل عمومی ذکر کردند.

7- حافظان‌ وضع ‌موجود الیت می‌گویند الیت، برای اصلاح رفتار ‌ترافیکی مردم واجب است. آیا فقط پول ستاندن از مردم، آن هم بدون ارایه‌ی هیچ‌نوع‌ خدمتی، به اصلاح رفتار ترافیکیایشان می‌انجامد؟ مثلاً آیا ارزان‌کردن بهای استفاده از خدمات اتوبوس و مترو و حتی، در بعضی مسیرها، رایگان نمودن آن، نمی‌تواند به اصلاح فرهنگ ترافیکی منجر شود.

8- آیا نمی‌شود درآمد سالانه‌ی الیت را، به صورت یارانه‌یحمل‌ونقل، در اختیار اتوبوسرانی قرار داد و آن را، از قیمتبلیطی که به مردم می‌فروشیم کم کرد و با این عمل، به آن‌ها که از ناوگان حمل‌ونقل عمومی، استفاده می‌کنند، جایزه داد؟

9- آیا چنین اقداماتی، برادری ما را بیش‌تر ثابت نمی‌کند؟ و به آن‌ها نمی‌گوید پولی ‌که از الیت در می‌آوریم، نه ‌آن‌که صرف پرداخت حقوق ۵۰۰ نیروی پارکبان نمی‌کنیم، بلکه عین آن را به اتوبوسرانی و مترو می‌دهیم تا از هزینه‌ی مسافرت ‌درون‌شهری‌شان کم‌ کنیم؟ آیا این پیام، برای ترغیب مردم، به بیرون نیاوردن خودروی شخصی‌شان، موثرتر نیست؟

10- دانشجوی دانشگاه آزاد، از کجا بیاورد که روزی ۵۰۰۰تومان برای پارک ماشین‌اش در راسته‌ی استاد یوسفی، که نه معبر اصلی است و نه پرترافیک، بپردازد؟ آیا الیت، در شعاع چند کیلومتری دانشگاه ‌آزاد، پارکینگی ساخته که حالا از دانشجویان توقع دارد، کنار خیابان پارک نکنند؟ چند خیابانغیر اصلی، برایت نام ببرم که با همین بی‌منطقی و زورگوییروبروست؟

11- اگر الیت در بولوار سجاد، احمدآباد، عدل خمینی،خواجه‌ربیع و… مشغول ساخت پارکینگ می‌شد و بعد به مردم می‌گفت: ایها الناس! پولی‌که برای پارک در حاشیه این‌خیابان، دارید می‌پردازید، ریال‌به‌ریال‌اش را چند متر بالاتر، داریم خرج ساخت پارکینگ می‌کنیم، آیا باز هم این همه مخالفت و امتناع در پرداخت هزینه پارک حاشیه پیش می‌آمد؟

12- این‌که الیت، بالغ بر ۱۸میلیارد تومان از مردم طلب دارد و برای نقدکردن‌اش، هیچ چاره‌ای جز راه‌ندادن ماشین‌های‌شان،به‌داخل پارکینگ‌های غیرحاشیه ندارد، نشان از معیوب‌بودنسیستمی‌است که به دستگاه تولید نارضایتی در شهر تبدیلشده‌ است.

عنایت جان! مردم از دادن پول زور ناراضی‌اند وگرنه اگر ببینند آن پول، خرج خودشان می‌شود، با طیب خاطر، پرداخت می‌کنند.

13- کمک به تیم‌های ورزشی و مسافرت‌های دانشجویی و جشنواره‌های رنگ‌ وارنگ نه آن‌که بد نیست، بلکه برای شادی و فرحی شهر، واجب هم هست، به ‌شرط آن‌که نخست، هزینه‌یوظایف ذاتی‌مان را کنار گذاشته باشیم، آن وقت به اموریبپردازیم که چند دستگاه ‌دولتی، برای همان وظایف تشکیلشده‌ و ردیف بودجه‌ دارند.

14- از یک طرف، تعرفه‌ی الیت را بالا می‌بریم، برای به صرفه نبودن استفاده ‌از خودروی شخصی. امّا از طرف دیگر، بلیتمترو و اتوبوس را هم گران می‌کنیم و انگیزه‌ها برای روی‌آوردنبه سیستم حمل‌ونقل عمومی را کاهش می‌دهیم. آن‌ وقت از مردم انتظار داریم حرف ما را باورکنند که نگران خودشانیم!؟

15- از ما که گذشت، امّا دوستانه‌ بشنو، الیت، مشکل شورای‌پنجم و مدیریت‌شهری است و اگر نتوانی برایشتدبیری عامه‌پسند و منطقی بیابی، پاشنه آشیل همه توفیقات و موفقیت‌های دیگرت خواهد شد. دوره‌ی آژان‌کشی و تهدید به جریمه کردن مردم برای شارژ الیت گذشته است. دوره سماجت‌ و پاپیچ مردم شدن، برای فروختن چند هزار تومان شارژ بیش‌تر، سپری شده. دوره‌ی فروختن جای پارک‌۲۰ساله‌ی کسبه‌یبولوار قرنی به بیمارستانی که در هنگام ساخت، حتی یکجای پارک، برای خودروی پرسنل و اطباء و بیمارانشپیش‌بینی نکرده، تمام شده ‌است. مردم یا دست به مقاومت منفی می‌زنند و از پرداخت هزینه ‌الیت، تا جایی که بتوانند، استنکاف می‌ورزند، یا دو سال دیگر، جواب اینسوء‌مدیریت‌ها و خلف وعده‌ها را، روی کاغذ رای‌شانمی‌نویسند.

16- دستور بده به نمونه‌‌ تهران نگاه کنند. هزینه‌ی پارک حاشیهرا به داخل محاضر و در زمان نقل و انتقال خودرو موکول کرده‌اند تا شهروند تهرانی مجبور نباشد، هر روز، قیافه‌ی طلبکار پارکبان محترمی را ببیند که هنوز ماشین‌ را خاموش نکرده، بالای سرش ظاهر شده و برای آن‌که حقوق و کارانه ‌و مزایای آخر‌ ماه‌اش، کامل پرداخت‌شود، پول ‌شارژ طلب می‌کند.

17- قرار بود خیابان‌ها سنسورگذاری شود که نشد. قرار بود الیت، هوشمندسازی شود که نشد. از الیت، فقط پول‌دادن و گران‌‌شدن‌اش، نصیب مردم مشهد شده!

18- به دوستان دانشگاهی‌مان، سفارش یک پژوهش میدانی را بده تا اهم دلایل نارضایتی مردم، از عملکرد شهرداری را پرسان ‌شوند. اگر الیت، جزء اولین عوامل نارضایتی و عصبیت مردم نبود، بنده، همه‌ی حرف‌هایم را پس می‌گیرم و از مردم، عذرخواهی می‌کنم. اما اگر بود، شرعاً، منطقاً، وجداناً، عقلاً، اخلاقاً و انصافاً واجب‌است همه عقول ‌شهر را دور هم جمع کنیو با قید فوریت، برای پدیده‌‌ای که مردم مشهد را عصبانی‌تر،پرخاشگرتر، ناراحت‌تر، ناراضی‌تر، گلایه‌مندتر، سرخورده‌تر، بی‌رمق‌تر، ناامیدتر و غمگین‌تر کرده‌است، چاره‌ایبیاندیشی.

برادر عنایت! من آن‌چه شرط بلاغ بود، برایت نوشتم، تو خواه از سخن‌ام پند گیر، خواه ملال.

ایّامِ خادمی‌ات در پناه مضجع ملائک‌پاسبانِ حضرت‌ثامن(ع) مستدام‌.

همچنان‌ به‌پایت ایستاده‌ام.
