حاشیه‌نشینی ریشه در ادوار گذشته دارد
رئیس کمیسیون مناطق پیرامونی و کم‌برخوردار شورای شهر مشهد گفت: حاشیه نشینی یک پدیده اجتماعی است که ریشه در ادوار گذشته دارد.
رمضانعلی فیضید روز گذشته در نطق پیش از دستورجلسه علنی شورای اسلامی شهر مشهد با تبریک فراسیدن ماه مبارک رمضان اظهار داشت: خدمت همکارانم در شورای اسلامی شهر مشهد که با تلاش شبانه روزی سعی در حل معضلات شهر مشهد دارند و نیز به کارمندان خدوم شهرداری مخصوصا پاکبانان این قشر زحمت کش که در ایام نوروز و بارندگی های اخیر شهر را برای میزبانی از زائرین و مجاورین امام رضا(ع) مهیا نمودند، خدا قوت عرض می نمایم.
در ادامه وی با بیان این که حاشیه نشینی یک پدیده اجتماعی است که ریشه در ادوار گذشته دارد در باره نسبت حاشیه نشینی در شهر مشهد اظهار داشت: بیش از 140 هزار هکتار از زمین های شهری ما در بافت های ناکارآمد قرار دارند و حدود 30 درصد جمعیت کشور در این بافت ها زندگی می کنند که 4290 هکتار آن متعلق به شهر مشهد (معادل 3 درصد از کل کشور) است. برای این 140 هزار هکتار چیزی در حدود 500 هزار میلیارد تومان اعتبار لازم است که بدون مشارکت بخش خصوص و شهرداری عملا امکان پذیر نخواهد بود.
رئیس کمیسیون ویژه مناطق کم برخوردار با اشاره به علل گسترش مناطق حاشیه ای گفت: متولیان امر در نظام توزیع اعتبارات و خدمات در سطح کشور دچار بی نظمی هستند و اعتبارات به درستی در کشور هزینه نمی شود در نتیجه موجب کمبود شغل در روستاها و شهرهای کوچک و میانی می شود و این قشر از بیکاران به امید یافتن شغل مناسب و دریافت خدمات بهتر راهی شهرهای بزرگ می شوند( در این میان وضعیت اقلیمی و خشکسالی های اخیر نیز مزید بر علت می شود.)
وی همچنین افزود: متولیان محلی در شهرهای بزرگ به خوبی وضع موجود را درک ننموده و وظایف قانونی خود را با به درستی انجام نمی دهند و یا سهواً موجب اختلال در نظام شهری می شوند. در نتیجه شاهد گسترش روزافزون مناطق حاشیه شهر و تخریب بهترین مزارع و باغات چند هزار ساله ما در آبرفت های حاشیه کشف رود و باغات در ارتفاعات جنوب شهر هستیم.
فیضی با بیان این که مهاجرت فی نفسه مذموم نیست افزود: نحوه مدیریت نادرست این پدیده است که در شهر ها ایجاد مشکل و بحران می نماید، زمانی که ما نتوانیم مهاجر تازه وارد را وارد چرخه اقتصاد نماییم عملاً با نیروهای مازاد روبرو خواهیم شد.
رئیس کمیسیون ویژه مناطق کم برخوردار در خصوص عدم مدیریت یکپارچه و وظایف قانونی هر سازمان اظهار داشت: نهادهای ذیربط را به چند دسته می توان تقسیم کرد. :
1. دستگاهای حاکمیتی که از لحاظ قانونی زمین در اختیار دارند( سازمان آب منطقه ای ، جهاد کشاورزی(جهاد کشاورزی بعنوان دبیر حفظ حقوق بیت المال و متولی حفاظت از زمین های کشاورزی در محدوده و حریم شهر مشهد) و محیط زیست، فرمانداری و ….)
2. سازمان های دولتی و غیر دولتی که اقدام به خرید زمین می کنند و از طریق تعاونی هایشان اقدام به تفکیک زمین برای کارمندانشان در حاشیه شهر می کنند.
3. ارگان های وقفی همچون آستان قدس و اوقاف که دارای زمین هستند.
4. شهرداری که نظارت و کنترل محدوده و حریم را بعهده دارد و همچنین زمین هایی را برای جابه جایی صنوف مزاحم و برخی دیگر از کاربریها در اختیار می گیرد
5. قوه قضاییه به عنوان ضابط قضایی در جلوگیری از ساخت و سازهای غیر محاز و برخورد سریع و قاطع با زمین خواران و دلالان.
فیضی با اشاره به مشکل اساسی ارگان های دخیل در حاشیه شهر که دارای زمین نیز هستند گفت:عدم توانایی نظارت صحیح و کارآمد به صورت هماهنگ و یکپارچه که از ساخت و ساز غیر قانونی در زمین های خود جلوگیری نمایند و فقدان برنامه اقدام مشترک از مشکلات عمده در مدیریت شهری محسوب می شوند.
فیضی افزود: به منظور حاشیه شهر مشهد بیش از 32 ارگان دولتی و غیر دولتی، مستقیم و غیر مستقیم درگیر هو فعالیت می کنند. که البته از سال 1393 در قالب ستاد های بازآفرینی پایدار شهری جلساتی برگزار می شود ولی خروجی مشخص و اقدام مشترکی تاکنون دیده نشده است.
رئیس کمیسیون ویژه مناطق کم برخودار در خصوص اقدامات انجام گرفته در شورای پنجم اظهار داشت: ما در این دوره و در این 20 ماه از عمر شورا سعی کردیم با در نظر گرفتن چهار محور کلیدی فرایند بازآفرینی در محلات کم برخوردار(ارتقای تاب آوری شهری، کاهش فقر شهری، ارتقای هویت و منزلت مکانی، تحقق حکمروایی شهری) در دو حوزه فعالیت های خودمان را در مناطق پیرامونی و کم برخوردار پیگیری نمودیم:1- پیش گییری از طریق نظارت و کنترل 2- برنامه ریزی و مدیریت
فیضی درباره نحوه پیش گیری از طریق نظارت و کنترل گفت: صویب لایحه ساماندهی اراضی بزرگ مقیاس( یکی از علل عمده ایجاد سکونتگاه های غیر رسمی تفکیک غیر مجاز زمین های بزرگ توسط بزرگ مالکان و دلال ها و زمین خواران می باشد که ما با این مصوبه شهرداری را موظف نمودیم تا با توافق با بزرگ مالکین که (حدود 4.6 هزار هکتار) از ریز دانه شدن اراضی بزرگ دیگر جلوگیری نماید.) در این میان توافقاتی با بزرگ مالکین از جمله اوقاف با 49 درصد(2253 هکتار) از اراضی بزرگ مناطق پیرامون شهر و آستان قدس با 43 درصد(1977 هکتار) از از اراضی بزرگ مناطق پیرامون شهر داشته ایم و در حال پیگیری و تبدیل به احسن نمودن و تعدیل کاربریهای خدمایت در این مناطق هستیم.
وی در ادامه با بیان این که ما در سال 1397 نزدیک به 21.4 میلیارد تومان برای کمربند سبز هزینه نمودیم بر بهره گیری از ظرفیت کشف رود اظهار داشت: به عنوان اکو پارک طبیعی جهت جوگیری از ساخت و ساز و ایجاد فضایی فره بخش برای این بخش از شهر با توجه به اینکه کمربند شمالی منطبق بر کشف رود است ما شهرداری را مکلف نمودیم تا با بهره گیری از ظرفیت قانونی دیگر سازمان ها در قالب طرح نجات کشف رود و با رعایت مسائل زیست محیطی اقدام به تهیه اکو پارک کشف همچون کال چهل بازه نماید.
رئیس کمیسیون ویژه مناطق کم برخوردار در ادامه بر توانمند سازی و هویت سازی و افزایش کرامت در این مناطق جهت جلوگیری از گسترش دایره فقر تاکید کرد و با مخاطب قرار دادن اعضا ی شورای شهر گفت فراموشمان نشود که ما وکیل مدافع بیش از 3 میلیون نفر از مردم شریف مشهد و 80 میلیون زائر امام رضا هستیم و ما نباید خود را محدود به نظارت بر شهرداری بنمائیم. طبق اصل 100 تا 106 قانون اساسی و بند 32 شرح وظایف شورا تمامی سازمان های شهرستانی می بایست گزارش عملکرد خود را به نماینده های مردم در شورا گزارش دهند. این نقش خطیر ماست که جلوی موازی کاری ها و ناهماهنگی های شهر مشهد مقدس را بگیریم و از گران اداره شدن و تحمیل هزینه ها بر مردم مشهد جلوگیری بعمل آوریم. در این راستا اگر شورا با ایجاد کمیته ای این مهم را پیگیری نماید بی شک یکی از افتخارات مهم این دوره از شورا خواهد بود.
