معاون توانبخشی سازمان بهزیستی کشور گفت: با نگاه به نمونه‌های امروز، اثبات توانمندی معلولین در بستر مناسب، قطعی و باعث شادی و امیدواری است. چرا که اگر معلولین از محیط خانه خارج شوند، قطعا راه خود را پیدا می‌کنند.
به گزارش «صبح امروز» حسین نحوی‌نژاد در اختتامیه «اولین جشنواره ملی نمایش رادیویی افراد دارای معلولیت، صدای زندگی، موج مهربانی» افزود: امید است شاکله نظام با در نظر گرفتن نیاز معلولین جامعه، اقدامات موثری در راستای مناسب‌سازی‌ها، دسترسی‌ها و رفاه آن‌ها انجام دهد و به نوعی الحاق اجتماعی صورت گیرد، اما به دلیل مسایل فرهنگی و نه مالی و نه اعتباری تا تحقق آن راه درازی در پیش است.
وی تصریح کرد: علیرغم شرایط بحران اقتصادی و تحریم‌های ظالمانه، با مدیریت مجلس و دولت شاهد بالاترین افزایش در حوزه توانبخشی سازمان بهزیستی هستیم.
معاون توانبخشی سازمان بهزیستی کشورخاطرنشان کرد: به واسطه اجرایی شدن قانون حمایت از افراد دارای معلولیت و توجهی که واقعا در حوزه‌های معیشت، حق پرستاری، مستمری و هنردرمانی وجودداشته، می‌بایست سال آینده را سال بهتری نسبت به سال ۹۷ و ۹۶ رقم زد.
نحوی نژاد بیان کرد: ابتکار استفاده از زبان هنر برای اولین بار در بهزیستی به ودیعه گذاشته شد. در ابتدای کار به دنبال نشان دادن توانمندی افراد دارای معلولیت از محور هنر شعر، ادبیات، موسیقی، نمایش و سینما و … بودیم اما دریافتیم می‌توان با زبان زیبا و موجز و گویای هنر، مطالبات خود را به جامعه گفت و زمینه اشتغال افراد را مهیا کرد.
وی ادامه داد: با تقویت روحیه کار تیمی، زمینه حضور آن‌ها در اجتماع فراهم می‌شود و در کنار آن فواید دیگری خود به خود حاصل می‌شود. در زمینه اشتغال افراد معلول، باید شرایط به گونه ای ایجادشود که مهارت‌های فردی آن‌ها نیز افزایش پیداکند و شغل‌هایی که سرمایه‌گذاری کلان می‌طلبد قطعا مناسب این جمعیت هدف نیست.
معاون توانبخشی سازمان بهزیستی کشور افزود: ضمن همدردی با معلولین عزیز که در شرایط تورم فعلی، دچار مشکلات رفاهی هستند؛ دو محل اعتباربه کمک حوزه توانبخشی می‌آید، یکی هدفمندی یارانه‌ها، که از محل حذف یارانه افراد پردرآمد به کمیته امداد حضرت امام(ره) و بهزیستی مساعدت می‌شود و بخش دیگر اعتبارات جامع است که این دو بخش تا حدی مسایل رفاهی مثل حق پرستاری و مستمری را پوشش می‌دهد و برنامه‌های دیگری در راستای اوقات فراغت، گردشگری، هنردرمانی و… زمینه بروز بیشتری پیدا می‌کند.
وی اذعان داشت: در سال ۹۸ شاهد شکوفایی بیشتری در زمینه جشنواره‌های استانی، منطقه‌ای و بین المللی خواهیم بود. چراکه علیرغم تصویب اعتبارات و به دلیل مسایل روانی ناشی از مشکلات، بسیاری از جشنواره‌ها در مرحله قبل اجرا نشد.
حسین نحوی نژاد خاطرنشان کرد: استان خراسان رضوی به عنوان پایتخت معنوی ایران با ابتکاراتی که داشته، به همت مسئولین و با برنا‌مه‌ریزی صحیح، زمینه میزبانی یک واقعه بین المللی هدفمند درباره هنر معلولین را در سال آینده داراست.
وی در پایان گفت: با حمایت سازمان‌های بهزیستی و صدا و سیما، راه اندازی برنامه‌های رادیویی و تلویزیونی با محوریت معلولین به ویژه استفاده از زبان اشاره می‌توان استفاده کرد.
بازخوردهای مثبتی از جامعه گرفتیم
در ادامه این نشست مدیرکل بهزیستی خراسان رضوی گفت: در دو سه سال اخیر به همت همکاران، برنامه‌ها و فعالیت‌هایی با موضوعات هنری از سوی بهزیستی استان انجام شد و با شروع این جشنواره از خردادماه سال جاری، بازخوردهای بسیارخوبی از جامعه هدف دریافت شد.
حمیدرضا پوریوسف افزود: سازمان بهزیستی با شعار شفاف‌سازی و توسعه خدمات الکترونیک اولین گام مهم را در راستای متمرکزسازی فعالیت‌ها به طور الکترونیکی برداشت.
بهره گیری از هنر برای توانمندسازی معلولین
معاون توانبخشی اداره کل بهزیستی خراسان رضوی گفت: استان خراسان در راستای توانمندسازی افراد دارای معلولیت همواره از هنر بهره برده‌است.
به گزارش «صبح امروز» مسعود فیروزی افزود: بدیهی است که انجام کارهای هنری سطح عزت نفس، اعتماد بنفس و جراتمندی برای حضور آن‌ها در رده نخبگان جامعه را ارتقاء می‌دهد و فرصت بی‌نظیر مطالبه‌گری خواسته‌ها، شکایات و … از طریق تریبون آزاد هنر را فراهم‌می‌کند.
رییس «اولین جشنواره ملی نمایش رادیویی افراد دارای معلولیت، صدای زندگی، موج مهربانی» تصریح کرد: معلولین بستر اصلی توانمندی هستند و می‌بایست با پرهیز از بزرگ‌نمایی‌ها و عبور از سطح پذیرش آن‌ها در جامعه، با توجه به مختصات توانمندی‌ها و محدودیت‌‌ها، به جایگاه واقعی آن‌ها در اجتماع نگاه تازه‌ای داشت.
فیروزی خاطرنشان کرد: نگاه توانبخشی به مقوله هنر به عنوان یکی از ابزارهای قطعی توانمندسازی افراد دارای معلولیت اثبات شده‌است.
وی اذعان داشت: در جشنواره استانی گویندگی، اجرا و استندآپ استعدادهای کم‌نظیری در زمینه اجرا از معلولین به نمایش درآمد. بنابراین در شورای معاونین بهزیستی مصوب شد در تمامی برنامه‌ها و جشنواره‌های مربوط به بهزیستی، حتما مجریان برگزیده” جشنواره کلام اول” بکارگرفته‌شوند.
معاون توانبخشی اداره کل بهزیستی خراسان رضوی بیان کرد: از مجموع ۱۳۳ نمایشنامه مربوط به ۲۵ استان، ۵۱ اثرمربوط به ۱۹ استان در داوری اول پذیرفته و از این تعداد ۳۱ نمایش بصورت فیلم به دبیرخانه جشنواره ارسال و داوری شد. در نهایت ۵۰ برگزیده در بخش‌های بازیگری، کارگردانی، تهیه‌کنندگی، نویسندگی، افکت و جلوه‌های ویژه و صدابرداری در رده‌های معلولین جسمی-حرکتی، بینایی، ذهنی، سالمند، اعصاب و روان و اوتیسم مورد تایید قرار گرفت.
مسعود فیروزی افزود: به گفته نیلسون، معاون بان کی مون(دبیرکل سابق سازمان ملل) در مجمع عمومی سازمان ملل، ملاک شعور و فرهنگ هر جامعه‌ای در دنیا با سطح و نوع برخورد با نیازمندترین افراد آن جامعه تعیین می‌شود.
وی تاکید کرد: دافمن نظریه‌پرداز بزرگ می‌گوید:” من قبلا فکر می‌کردم کشورهای توسعه یافته با افراد دارای معلولیت برخورد انسان دوستانه‌ای دارند، اما الان به این نتیجه رسیدم که جوامعی که با افراد دارای معلولیت برخوردی انسان دوستانه دارند، مسیر توسعه را طی می‌کنند.” یکی از پیش‌نیازهای توسعه برخورد صحیح جامعه با این افراد است.
رییس “اولین جشنواره ملی نمایش رادیویی افراد دارای معلولیت، صدای زندگی، موج مهربانی”گفت: سازمان بهزیستی خراسان رضوی مجری سیاست‌های ابلاغی از ستاد بهزیستی کل کشور است و نهایتا با اعمال یکسری ابتکار عمل‌ها و جدیت‌ها در برخی برنامه‌ها پررنگ‌تر حاضرمی‌شود.
فیروزی درپایان بیان کرد: اگرچه سازمان بهزیستی متولی امر ورزش و هنر نیست، اما در سال‌های اخیر سیاست‌های سازمان به‌طور حرفه‌ای به محوریت این دو موضوع مهم پرداخته‌است. نکته قابل‌توجه این‌که ۲۲ مدال از رقابت‌های پاراآسیایی جاکارتا ۲۰۱۸ توسط معلولان خراسان رضوی کسب شد. یکی از ثمرات تلاش سازمان بهزیستی در راستای استقلال و اشتغال افراد دارای معلولیت، جشنواره درخشش آن‌ها از دریچه هنراست.
