افزایش قیمت الیت با عقب گرد به 92
شورای اسلامی شهر مشهد در جلسه علنی روز گذشته افزایش 15 و 25 درصدی تعرفه های پارک در حاشیه خیابان های مشهد(الیت) را تصویب کرد این در حالی است که برخی از اعضای شورای شهر مشهد در زمان انتخابات شورا، شعار حذف الیت از حاشیه معابر را سر می دادند.
هم چنین الزام شهرداری به نامگذاری یک خیابان به نام شاعر مشهدی مهدی اخوان ثالث ، تغییر نام چند مکان و تمدید مدت قرارداد واگذاری چهار ایستگاه آتشنشانی بهبخش خصوصی از مهم ترین مصوبات این جلسه شورای شهر مشهد بود.
به گزارش صبح امروز از مشهد، سیوهفتمین جلسه علنی شورای اسلامی شهر مشهد صبح دیروز با حضور 14 عضو شورای شهر در سالن جلسات علنی تالار شهر مشهد برگزار شد.
رئیس شورای اسلامی شهر مشهد در ابتدای این جلسه با اشاره بهمناسبتهای هفته درخصوص روز دامپزشکی؛ گفت: نقش دامپزشکی در تأمین سلامتی جامعه بهویژه تولیدات دامی و طیور نقش برجستهای است، بحرانهای این حوزه با تلاش شبانهروزی بدون اطلاع و نگرانی مردم در حوزه موارد مورد نیاز مدیریت میشود.
محمدرضا حیدری با اشاره بهروز جهانی کودک افزود: جامعه بهتوسعه نمیرسد، مگر اینکه دنیای کودکی توسعه یافته باشد، کودکان نقش بسزایی در حوزه تربیت اجتماعی و تربیتی جامعه دارند و جدای از کودکان بیسرپرست و کودکان کار با وجود تلاش نهادها و خیریهها، آسیبهایی وجود دارد و نقصانهای جدی در این خصوص داریم.
رئیس شورای اسلامی شهر مشهد با اشاره به بررسی طرح «شهر کودک» در کمیسیون حقوقی شورا گفت: مصمم هستیم از ظرفیت مدیریت شهری برای توجه به مسائل کودکان بهعنوان یک امر جدی در توسعه استفاده کنیم، نقش آموزش و پرورش نیز مهم بوده که متاسفانه در جامعه برعکس شده و در مقاطعی دیگر دارای ارزشگذاری بیشتری بوده است.
حیدری در رابطه با روز جهانی پست اظهارکرد: دادههای تاریخی، ایرانیان را بهوجود آوردنده پست میداند و امروزه نیز همچنان پست نقش برجسته خدماتی دارد.
حیدری با بیان اینکه بیستم مهرماه روز ملی کاهش اثرات بلایای طبیعی بر تامین زیرساخت های شهری برای کاهش اثر بلایای طبیعی تاکید کرد.
وی با اشاره بهمأموریت جدی حوزه مدیریت شهری برای بافتهای فرسوده، تأکید کرد: موضوع بازسازی و احیای بافتهای فزسوده باید جدی گرفته شود و شهرداری از عزم جدی شورای پنجم برای مشارکت و مداخله مردم در اصلاح بافتهای فرسوده استفاده کند.
رئیس شورای اسلامی شهر مشهد افزود: شورای شهر اشرافیت کاملی بر فضای مدیریت شهری دارد و عمکلرد سازمانهای شهرداری را در حوزههای مختلف رصد میکند، دادههای روشنی از عملکرد بخشهای مختلف در اختیار شورا است.
حیدری با بیان اینکه فضای ایجاد شده از قانون بازنشستگان نباید هیچ خللی در ارائه خدمات و پاسخگویی به مردم پیش آورد؛ متذکر شد: مدیران باید با قوت و توان بیشتر پاسخگوی مردم باشند و در این خصوص هیچ دلیلی پذیرفته نیست.
وی گفت: مدیریت شهری تابع قانون است و در زمان شفافیت این قانون همه بهآن عمل میکنیم، بنابراین هیچ دلیلی برای اختلال وجود ندارد.
رئیس شورای اسلامی شهر مشهد با اشاره به اینکه پروژههای عمرانی در حال کار و دنبال شدن است؛ یادآور شد: شورا تسلط کاملی بر فضای شهر داشته و آن را رصد میکند، نگرانی در این زمینه وجود ندارد و آنچه در مسیر قانون اتفاق افتد همه بهآن عمل میکنیم.
بودجه سال 1397 شرکت ترافیک هوشمند الیت
درادامه این جلسه بودجه سال 1397 شرکت ترافیک هوشمند الیت، در دستور کار شورای اسلامی شهر مشهد قرار گرفت، امیر شهلا عضو شورای شهر مشهد بهعنوان تنها مخالفت افزایش تعرفه خدمات شرکت ترافیک هوشمند الیت، گفت: همه شرکتهای شهرداری سودده نیستند، در این خصوص هم از سوبسیدهایی که در اتوبوسرانی و مترو استفاده میشود، استفاده کنید، زیرا افزایش تعرفه آخرین گزینه است.
بتول گندمی، رئیس کمیسیون برنامه و بودجه شورای اسلامی شهر مشهد نیز گفت: در واقع افزایش تعرفهای صورت نمیگیرد، بلکه تعرفهها بهمیزان تعیینشده در مصوبه سال 92 بازمیگردد.
براساس رای شورای شهر مشهد، تعرفههای الیت در معابر گروه «الف» 25 درصد و برای توقفهای بیشتر از یکساعت 15 درصد افزایش یافت و بهتعرفه سال 92 بازگشت.
نامگذاری و تغییر نام چند مکان
در ادامه الزام شهرداری به نامگذاری یکی از خیابانهای شهر به نام شاعر مشهدی«مهدی اخوان ثالث» با 14 رأی موافق تصویب شد.
دستورکار بعدی به نامگذاری سالن ورزشی واقع در امامت 49 بهنام «نشاط»، تغییر نام فرهنگسرای سلامت بهنام «نصرت» با توجه بهدرخواست وارث و حذف عبارتهای شمالی، جنوبی، شرقی و غربی از بلوارهای منطقه 10 شهرداری اختصاص یافت و بهتصویب اعضای شورای اسلامی شهر مشهد رسید.
هادی بختیاری، معاون فرهنگی شهردار مشهد در این خصوص گفت: نیاز بهنامگذاری تعداد بیشتری از مفاخر در شهر وجود دارد.
محمدرضا حیدری، رئیس شورای اسلامی شهر مشهد نیز گفت: نیاز است که لایحهای برای این امر ارائه شود و این موضوع نیز تعیین تکلیف میشود.
در ادامه، شهرداری مشهد از شورای اسلامی شهر مجوز نامگذاری یک سالن ورزشی واقع در بلوار شهید آوینی منطقه 5 را بهنام «رستم دستان» دریافت کرد.
تفریغ بودجه سال 1396 سازمانهای شهرداری مشهد
در این جلسه شورای شهر، نحوه محاسبات شهرسازی و درآمد پروژههای مشارکتی خیابان صاحبالزمان(عج) تعیین تکلیف شد، همچنین تفریغ بودجه سال 1396 سازمان اتوبوسرانی مشهد، سازمان مدیریت و نظارت بر تاکسیرانی، سازان مدیریت پسماند، سازمان فردوسها و شرکت بهرهبرداری قطار شهری مشهد بهتصویب رسید.
تمدید مدت قرارداد واگذاری چهار ایستگاه آتشنشانی بهبخش خصوصی
شورای اسلامی شهر مشهد با تمدید مدت قرارداد واگذاری چهار ایستگاه آتشنشانی بهبخش خصوصی موافقت کرد، همچنین درخصوص استفاده از ظرفیت بخش خصوصی در فعالیتهای عملیاتی آتشنشانی اعضای شورای شهر بهبحث و تبادل نظر پرداختند.
رئیس کمیسیون برنامه و بودجه شورای شهر مشهد با اشاره بهاینکه با برونسپاری موافق هستم،گفت: در حساسترین نقاط کشور بخشی از خدمات خصوصیسازی شده و ما نیز اکنون میگوییم، مسئولیت در اختیار سازمان باقی بماند و فرماندهی در نهایت با سازمان است، هماکنون در همین خصوص قویترین شرکتهای بخش خصوصی آتشنشانی در حال فعالیت هستند و مسئولیت پذیرفته اند.
بتول گندمی ادامه داد: برای توسعه ایستگاههای آتش نشانی اعضای شورای شهر باید این امر را بپذیرند و نمیشود ادعا داشته باشیم، اما باید بدانیم براساس چه پشتوانه مالی میخواهیم ایستگاه ایجاد کنیم، بنابراین از اعضای شورای شهر درخواست دارم از بخشهای حوزههای مهم واگذارشده بهبخش خصوصی بازدید انجام دهند تا بهجمعبندی برسیم و ببینیم موافق یا مخالف برونسپاری هستیم.
محمدرضا حیدری، رئیس شورای اسلامی شهر مشهد با بیان اینکه پیشنهاد برگشت این موضوع بهکمیسیون برای دو هفته توسط پنج نفر از اعضای شورای شهر امضا شده است، افزود: کمیسیونهای برنامه و بودجه، حقوقی و خدمات شهری با برررسی بیشتر آن موافقت کردند، اعضای شورای اسلامی شهر نیز با برگشت این موضوع بهکمیسیون موافقت کردند.
هم چنین در این جلسه شورای شهر مشهد فرمانده انتظامی مشهد که به مناسبت هفته نیروی انتظامی در صحن علنی حضور یافته بود سخنرانی کرد و از زحمات او و همکاران اش در نیروی انتظامی تقدیر شد.
