بخش خصوصی آتشنشانی در انتظار تصمیم شورای شهر
مدیرعامل سازمان آتش نشانی و خدمات ایمنی شهرداری مشهد با اشاره به تجمع تعدادی از آتش نشانان بخش خصوصی در عرصه میدان شهدا گفت: لایحه تعیین تکلیف فعالیت بخش خصوصی در حوزه عملیاتی آتش نشانی در کمیسیونهای شورای شهر در حال بررسی است و شورای شهر این موضوع را تعیین تکلیف خواهد کرد.
آتشپاد دوم حسن جعفری افزود: ورود بخش خصوصی به حوزه عملیاتی آتش نشانی از سال 90 آغاز و در سه دوره شورای شهر ادامه داشته است و اکنون نیز تصمیمگیری در این خصوص که قرارداد ادامه فعالیت بخش خصوصی در حوزه عملیاتی تمدید شود یا نشود؟ در حیطه وظایف شورای اسلامی شهر مشهد است.
وی تصریح کرد: فرآیند واگذاری حوزه عملیاتی آتش نشانی به بخش خصوصی بر اساس سیاست کلی واگذاری و برون سپاری خدمات شهرداری در سراسر کشور بود که آتشنشانی نیز جزو این موارد بود که در همین راستا ابتدا فراخوان عام کشوری برای جذب پیمانکار منتشر شد و به دنبال آن نیز مناقصه عام برگزار و به تصویب هیئت مدیره نیز رسید.
جعفری با بیان این که همان زمان بودجه خدمات آتشنشانی به تصویب فرمانداری مشهد رسید، اظهارکرد: بعد از آن نیز درخواست مصوبه مستقل شد که هم در شورای سوم و هم در شورای چهارم این موضوع دارای مصوبه بوده و اکنون نیز در شورای پنجم در حال بررسی و تعیین تکلیف است.
وی اضافه کرد: قرارداد بخش خصوصی آتش نشانی چندی پیش به پایان رسیده و اکنون نیز تا تعیین تکلیف حضور بخش خصوصی در حوزه عملیاتی آتش نشانی توسط شورای شهر، قرارداد آنها 4 ماهه تمدید شده است که مسئولان بخش خصوصی نیز قرارداد نیروهای خود را بر همین اساس تمدید میکنند که در این دوره بخش خصوصی قرارداد یکی از نیروهایش را تمدید نکرده است.
جعفری تصریح کرد: طی 7 سال گذشته تنها 4 نفر از نیروهای بخش خصوصی آتشنشانی بنا به دلایل مختلف تعدیل شدهاند و30 نفر دیگر نیز به دلیل قبول شدن در آزمونهای سازمانهای مختلف به درخواست خود از مجموعه بخش خصوصی جدا شدهاند.
وی با بیان این که اعتراض نسبت به حق و حقوق اشکالی ندارد، اظهار کرد: اما این اعتراضات باید از راه قانونی انجام شود، اگر این افراد نسبت به حق و حقوق خود اعتراض دارند باید به اداره کار مراجعه کنند، اما این که لباس سازمانی خود را بپوشند و تجمع کنند و آبروی یک سازمان را ببرند پذیرفته نیست.
جعفری اضافه کرد: شهرداری مشهد حدود 500 پیمانکار دارد که حدود 35 هزار نفر نیرو طرف قرارداد آنها هستند و به طور طبیعی برخی اوقات این شرکتها تعدادی نیرو را تعدیل و یا جذب میکنند اما مشکلی پیش نمیآید اما اکنون که یک نیرو توسط بخش خصوصی آتش نشانی تعدیل شده اینگونه حرکتها صورت میگیرد. سوال اینجاست اگر یک پیمانکار نتواند برای نیروهایش تصمیمگیری کند چگونه سازمان را اداره کند؟.
مدیر عامل سازمان آتشنشانی و خدمات ایمنی شهرداری مشهد مقدس با بیان اینکه از ابتدا نیز قرار نبوده که نیروهای عملیاتی آتشنشانی بخش خصوصی بعد از پایان قرارداد، جذب این سازمان شوند، اظهارکرد: سال 90 ، سازمان آتشنشانی و خدمات ایمنی شهرداری مشهد برای جذب نیرو آزمون برگزار کرد که در آن حدود 6 هزار نفر متقاضی شرکت کردند و از این میان 200 نیرو جذب شد.
وی با بیان اینکه در آن زمان امکانات، تجهیزات و نیروی انسانی ما پاسخگوی یک سوم شهر بود، افزود: به دلیل نداشتن امکانات کافی مقرر شد که بخشی از کمبودها توسط بخش خصوصی انجام شود، در آن زمان وزارت کشور مجوز جذب همین 200 نفر نیرو را هم صادر نکرد و ما از مجوز استانی استفاده کردیم و گرنه به جای 200 نفر، 500 نیرو جذب میکردیم، لذا مجبور بودیم بخشی از نیرو مورد نیاز را بخش خصوصی تامین کند.
وی گفت: بعد از این آزمون آتشنشانی، بخش خصوصی نیز برای بکارگیری 110نیرو قصد برگزاری آزمونی جداگانه داشت که به آنها گفتیم میتوانید از نفراتی که بعد از این 200 نفر در لیست قرار گرفتهاند استفاده کنند تا هم از هزینه اضافه جلوگیری شود و هم تعداد بیشتری از افرادی که در آزمون شرکت کردهاند مشغول کار شوند که بر همین اساس، بخش خصوصی با 110 نفر از این افراد قرارداد بست و اصلا قرار نبود که پس از اتمام قرارداد بخش خصوصی، این افراد جزو نیروهای سازمانی شهرداری شوند.
وی افزود: با این وجود حق و حقوق نیروهای بخش خصوصی برابر نیروهای سازمانی پرداخت میشود و رفاهیات نیز به آنها تعلق میگیرد.
جعفری ادامه داد: اکنون نیز ما با اعتراض کردن مخالفتی نداریم ولی معتقدیم که این اعتراضات باید از طریق قانونی انجام شود و اگر این افراد نسبت به حق و حقوق خود شکایتی دارند با مراجعه به اداره کار آن را پیگیری کنند.
