دردهای اجتماعی بیشتر از مشکلات معلولیت
مدیران بهزیستی خراسان رضوی در دیدار با نماینده مردم مشهد در مجلس، مشکلات این نهاد در بخش کارکنان، حقوق و مزایا، مشکلات جامعه هدف، چالشهای اجتماعی استان، مسائل زنان، امور پیشگیری و توانبخشی، مسائل کلان اجتماعی و زیرساختهای توانمندسازی مددجویان را با این نماینده در میان گذاشتند.
مدیر کل بهزیستی خراسان رضوی در این جلسه گفت: در حدود نیم میلیون نفر از جمعیت استان از خدمات مستمر و غیر مستمر بهزیستی استان بهرهمند میشوند.
حمیدرضا پوریوسف با بیان اینکه اشتغال معلولین دغدغه اولویتدار بهزیستی استان است گفت: در این راستا برنامهای در بهزیستی استان تدوین شده که سرلوحه عمل بهزیستی کشور نیز قرار گرفته است.
وی از طرح کاهش طلاق بهزیستی و دادگستری استان به عنوان یک برنامه موفق اجتماعی یاد کرد و گفت: این برنامه هماکنون در 14 استان دیگر کشور در حال اجراست. همچنین در زمینه توانمندسازی معلولین و سایر گروههای هدف به نتایج بسیار خوبی دست یافتهایم که استقلال هزاران نفر از این عزیزان در سالهای گذشته و خروج آنها از حمایت بهزیستی، نشانه این خدمات است.
معاون پیشگیری بهزیستی خراسان رضوی نیز در این جلسه گفت: متأسفانه در سطح کشور آنقدر که به درمان و علاج دردهای اجتماعی و معلولیتها پرداخته شده، برای پیشگیری کاری انجام نشده است. به همین دلیل، هر روز شاهد افزایش آسیبها و معلولیتها در سطح جامعه هستیم.
مسعود هنربخش ارائه 54 هزار جلسه مشاوره ژنتیک به جامعه هدف در خراسان رضوی را یکی از اقدامات پیشیگیرانه موثر در سال گذشته ارزیابی کرد و گفت: برای آزمایشات ژنتیک جامعه هدف، سه میلیارد تومان در قالب کمکهزینه مددجویی پرداخت شده است. در این مدت 220 هزار کودک از نظر اختلالات بینایی و 126 نوزاد از نظر اختلالات شنوایی مورد غربال قرار گرفتهاند که از صدها مورد معلولیت شنوایی و بینایی در آینده پیشگیری شده است.
وی خاطر نشان کرد: واگذاری درمان و توانمندسازی معتادان متجاهر به بهزیستی، اتفاقی است که در سال گذشته افتاده و اعتبارات متناسب با آن، به این نهاد اختصاص نیافته است. در حالیکه اعتبارات تخصیصی تنها برای 400 معتاد کفایت میکند در حال حاضر نزدیک به 1800 نفر در کمپهای ترک اجباری بهزیستی مشغول گذراندن دوران درمان هستند.
وی با بیان اینکه برآورد میشود حدود 5 هزار کارتنخواب در مشهد زندگی کنند، تصریح کرد: ما معتقدیم باید برای پیشگیری سطح یک، اعتبارات بیشتری در نظر بگیریم و امیدواریم نمایندگان مردم مسئله پیشگیری را در مجلس، اهمیت بیشتری بدهند و اعتبارات مناسبتری برای این امر در نظر بگیرند.
مسئول امور بانوان بهزیستی خراسان رضوی نیز در این جلسه با اشاره به اینکه 54 درصد جامعه هدف بهزیستی را زنان تشکیل میدهند گفت: 64 درصد کارکنان بهزیستی خراسان رضوی نیز از زنان تشکیل شده که این امر نیازمند دقت ویژهای از سوی دولت و مجلس است.
زهرا ترحمی تصریح کرد: متأسفانه یکی از آسیبهای جامعه زنان استان، مسئله کودکهمسری است که سال گذشته خراسان رضوی اولین رتبه آن در سطح کشور بوده است. مسائل زنان و مشکلاتی که خانمهای مجرد، متأهل، مطلقه و سرپرست خانوار در استان دارند نیازمند توجه خاص است و باید توجه بیشتری به این امور مبذول شود.
نماینده مشهد در مجلس شورای اسلامی در این نشست بر وجود مشکلات ساختاری در نظام پرداختهای دولت تصریح کرد.
رضا شیران خراسانی گفت: هزینههای جاری دولت سرسامآور است و در این میان، توزیع ناعادلانه این هزینهها نیز مشکل مضاعفی است. در بین کارکنان دولت، کارمندان بهزیستی هستند که از حداقلها بهرهمند میشوند و کارکنان برخی سازمانها مثل وزارت نفت را داریم که رقمهای بسیار بالا میگیرند.
وی گفت: مسئله پاداش و سنوات، مسئلهی صندوق بازنشستگی نیست و خود سازمانها آن را پرداخت میکنند. چرا یک معلم باید زیر 60 میلیون پاداش بازنشستگی و سنوات بگیرد و یک نفر در یک شرکت دولتی یک میلیارد و 200 میلیون پاداش پایان خدمت دریافت کند.
شیران تلاشهای مجلس در بودجه سال جاری در این زمینه را یادآور شد و گفت: اضافه حقوق و مالیات بر حقوق کارمندان دولت را پلکانی کردیم تا به عدالت توزیعی منابع نزدیکتر شویم. همین تلاشها با مخالفتهای بسیاری رو به رو شد اما با وجود مخالفتها، حاصل کوشش نمایندگان در بودجه منعکس شده است. فاصله درآمدی دهکهای پایین و بالای جامعه 17 برابر است که این مسئله، آسیبزا است.
وی با بیان اینکه بهزیستی تولیدکننده آسیب نیست بلکه جمعآوری کننده این مشکلات است گفت: آسیبها در همین مشکلات ناعادلانه بودن درآمدها و مسائل اقتصادی ایجاد میشود.
نماینده مردم مشهد در مجلس اضافه کرد: تا وقتی این مشکلات در کشور حل نشود دادن 150 هزار تومان مستمری به مددجو، مفهوم و معنایی ندارد و مشکلی حل نمیکند. وقتی بحث حقوق و دستمزد حتی برای نمایندگان مجلس پیش آمد، سر و صدای زیادی در مخالفت با این بحثها در بین همکاران من ایجاد شد.
وی گفت: در حال حاضر 210 هزار میلیارد تومان برای پرداخت حقوق و مزایای کارکنان دولت مصرف میشود که این رقم نسبت به کل بودجه خیلی بالاست. در مقابل، کل بودجه بهزیستی 7 هزار میلیارد تومان استکه 4 هزار میلیاردش به مددجویان و سه هزار میلیاردش به مسائل پرسنلی و هزینههای جاری میرسد. قرار بود که دریافتی مدیران اجرایی اضافه نشود ولی گویا اجرا نمیشود، آسیبها به پشت درهای دفتر مدیران و خود ما رسیده و باید در این زمینه جدی باشیم.
نماینده مردم مشهد در مجلس ضمن تأکید بر واسپاری وظایف به بخش خصوصی گفت: تولیگری و نظارت بر مراکز خصوصی، باید همیشگی و جدی باشد تا مشکلی در اجرای برنامههای دولت پیش نیاید.
وی توجه به سنتهای اجتماعی و راه و رسم زندگی خانوادگی در گذشته نظر کرد و گفت: نباید کل سیستم اجتماعی را بر پایه رهآوردهای فرهنگ غربی بنا کنیم چون بسیاری از سنتهای اجتماعی ما مثبت است و به ماندگاری زندگی اجتماعی میانجامد.
شیران یادآور شد: در اصلاح آیین دادرسی کیفری مشکلی که توسط ما رصد شد این بود که قرار بود تشکلهای مردمنهاد بتوانند شاکی خانواده قرار گیرند و در مقام مدعی العموم شاکی خشونت علیه زنان بشوند. اگر این طور میشد خیلی از خانوادهها وضعیتشان از این که هست بدتر میشد چون بسیاری از خانوادههای ما بر اساس نظام سنتی فرهنگی اداره میشوند و زندگی هم پایداری دارد.
وی وجود چالشهای خانوادگی را طبیعی ارزیابی کرد و گفت: اگر قرار باشد اولین دعوا و بگومگوی خانوادگی به دادگاه بیاید، کار طلاق بدتر از شرایط فعلی میشود.
شیران افزود: مطمئن هستیم که خدمات صادقانه شما در این سازمان، برکات و نعمات زیادی برای شما دارد و تأثیرات آن در زندگی شما قابل مشاهده است.
