تلگرام جیب اپراتورها را پر پول کرد
در شرایطی که هر روز واکنش جدید درباره فیلتر شدن یا نشدن پرمخاطب ترین پیام رسان فضای مجازی مطرح است، روز جمعه نماینده فریمان، سرخس و رضویه از سود بردن اپراتورهای داخلی و حمایت آنها از «تلگرام» خبر داد.
سید احسان قاضی زاده هاشمی افزود: مسئولان مرتبط حوزه زیرساخت در وزارت ارتباطات در چند سال گذشته بعلاوه مدیران عامل و مسئولان اپراتورهای تلفن‌های همراه به خاطر منافع مالی‌شان، تلگرام را در داخل کشور تبلیغ و برای آن انحصار عملی به وجود آوردند.
انحصار برای تلگرام
وی اضافه کرد: آنچه در اینجا باید به آن اشاره کرد این است که چه شد تلگرام به یک پیام‌رسان و اپلیکیشن با بیش از 40 میلیون مخاطب تبدیل شد و علت آن این است که انحصار عملی برای تلگرام در کشور ما به وجود آمد.
قاضی زاده هاشمی تصریح کرد: پیام‌رسان‌های قبلی مثل وی‌چت و وایبر عملاً بدون اینکه بعضاً فیلتر قانونی شوند، پهنای باند کمتری در اختیارشان قرار داده شده بود و یک پهنای باند و خدمات وسیعی برای تلگرام به وجود آمد و عملاً تلگرام در کشور تبلیغ شد و با اینکه دیگر پیام‌رسان‌ها حتی به‌‌روزرسانی هم شدند اما درنهایت این تلگرام بود که موقعیتش را در کشور ما تثبیت کرد.
عضو کمیسیون فرهنگی مجلس اظهار کرد: نکته دیگری که در اینجا باید به آن اشاره کرد این است که اپراتورهای تلفن همراه در کشور به علت نگاه اقتصادی و پولی و درآمد هنگفت و سرشاری که از بابت خرید ترافیک تلگرام نصیبشان می‌شد، بیش از دو سال تلاش کردند تا سرورهای تلگرام را از هلند به ایران منتقل کنند که قریب به بیش از یک سال است که موفق به انجام این کار شده‌اند.
60درصد اینترنت صرف تلگرام می‌شود
قاضی‌زاده خاطرنشان کرد: الان 60 درصد هزینه اینترنت مردم ایران بابت استفاده از تلگرام به جیب اپراتورها می‌رود و این درحالی است که تا دو سال پیش بابت خرید ترافیک اینترنت، این پول به دلیل عدم وجود سرورهای تلگرام در داخل کشور به خارج منتقل می‌شد و حدود 500 میلیارد تومان به عنوان هزینه ترافیک به خارج از کشور می‌رفت و این در حالی است که در آن زمان تلگرام تا به این حد در کشور ما فضا پیدا نکرده بود.
وی ادامه داد: اپراتورهای تلفن همراه برای اینکه این میزان پول به جیب خودشان برود، با پیگیری بسیار زیاد سرورهای تلگرام را به داخل کشور منتقل کردند و وقتی سرورها به داخل کشور منتقل شد، نه‌تنها تلگرام گسترش بیشتری پیدا کرد، بلکه پهنای باند و امکانات بیشتر نیز در اختیارش قرار گرفت و به نفع تلگرام همه چیز همانند فیس‌بوک و توئیتر فیلتر شد و وایبر و وی‌چت از بین رفت.

عضو کمیسیون فرهنگی مجلس اظهار کرد: تا حدود دو سال پیش تلگرام در رتبه‌بندی پیام‌رسان‌های جهان حتی رتبه 20 و 30 را هم نداشت و امروز هم که به پیام‌رسان اول کشور ما تبدیل شده، جزو 10 پیام‌رسان اول جهان نیست.
قاضی‌زاده خاطرنشان کرد: به دلیل اینکه سرورهای پیام‌رسان‌های دیگر در آمریکاست و اپراتورهای تلفن همراه ما برای انتقال این سرورها به داخل کشور دسترسی نداشتند، ولی سرور تلگرام در هلند بود و اپراتورهای تلفن همراه کشورمان با انجام مذاکرات آن را به داخل کشور وارد کردند.
وی افزود: مسئولان مرتبط حوزه زیرساخت در وزارت ارتباطات در چند سال گذشته بعلاوه مدیران عامل و مسئولان اپراتورهای تلفن‌های همراه به خاطر منافع مالی‌شان، تلگرام را در داخل کشور تبلیغ و برای آن انحصار عملی به وجود آوردند، امروز هم اگر قرار باشد جابجایی در بحث پیام‌رسان‌ها ایجاد شود، صرفاً با فیلتر قانونی انجام نمی‌شود، بلکه در ارتباط با پهنای باند، سرعت و نوع تسهیلات و خدمات نیز باید تغییرات انجام شود و آنچه که در مورد وایبر، وی‌چت، فیس‌بوک و توئیتر انجام شد، در مورد تلگرام نیز باید اجرایی شود.

عضو کمیسیون فرهنگی مجلس اظهار کرد: امیدوارم در ارتباط با بحث پیام‌رسان‌ها، اپراتورها منافع مالی خود را به دیگر موضوعات ترجیح ندهند و شرایط برای پیام‌رسان‌ها رقابتی شود و مسئولان ذی‌ربط در حوزه ارتباطات و همچنین اپراتورهای ما باید دست به دست هم دهند که کوچ و جابجایی از پیام‌رسانی همچون تلگرام به دیگر پیام‌رسان‌ها، یک کوچ واقعی باشد و انحصار عملی به وجود نیاید و این انحصار عملی در اختیار هیچ پیام‌رسان دیگری هم نباید قرار گیرد.
قاضی‌زاده خاطرنشان کرد: متأسفانه ما در کشور عادت داریم که یک چیز را خیلی بزرگ می‌کنیم و بعد می‌گوییم این چیزی که بزرگ شده تنظیم و متعادل شود.
وی با بیان اینکه مردم باید انتخاب کنند که از چه پیام‌رسانی استفاده کنند، تاکید کرد: باید یک رقابت بین تمام پیام‌رسان‌ها شکل بگیرد و از یک سطح برابر زیرساخت و امکانات برخوردار شوند تا هریک از پیام‌رسان‌ها که توانست تسهیلات بیشتر و کیفیت بهتر برنامه را ارائه دهند، سهم بیشتری از بازار را به خودشان اختصاص دهند.
عضو کمیسیون فرهنگی مجلس با اشاره به مسائل مربوط به امنیت تلگرام افزود: وقتی برنامه‌نویسان و هدایتگران اصلی به تمام اصلی مردم دسترسی دارند و از سوی دیگر هیچ تعلق‌خاطری به هیچ‌یک از مردم ما ندارند، امنیت و زیرساخت آن شبکه را به‌طور کامل زیر سؤال می‌برد.
