انقلاب از نگاه نزدیک
شاه نمی‌خواست امینی در شورا سهم داشته باشد
احمد امینی برای این موضوع شخص خودش ،دکتر کریم سنجابی ،محسن پزشک پور و دکتر غلامحسین صدیق را برای حضور در شورا مناسب میدانست .کریم سنجابی رئیس جبهه ملی بود و از کسانی که در واقع طرفدار و فدایی مصدق بود .از طرف دیگر محسن پزشک پور هم رئیس حزب پان ایرانیست بود .و کسی که در مجلس سخنرانی‌های آتشین علیه حاکمیت نخست وزیران و نه خود شاه ایراد می‌کرد .اما شاه علیرغم ابراز تمایل اولیه با پیشنهاد امینی پس از مشورت با افرادی مانند اردشیر زاهدی و غلامعلی اویسی و سپهبد رحیمی حرف خود راپس گرفت. چرا که می‌خواست علی امینی در شورای سلطنتی سهمی نداشته باشد . شاه او را کنار میگذارد ودلیل اصلی این تصمیم هم این بود که آمریکایی‌ها روی علی امینی خیلی خوش بین بودند در حدی که شاه ،علی امینی. را رغیبی برای خود میدانست که مبادا نظر آمریکائی‌ها بر آن قرار بگیرد که علی امینی را جایگزین شاه کند. لذا شاه با توجه به این ذهنیت از نظرات علی امینی با احتیاط استفاده می‌کند و او را در جا‌های حساس به کار نمی‌گیرد . با این حال در پی گسترش انقلاب به ویژه بعد از تظاهرات بزرگ تاسوعا و عاشورای سال 1357 شاه به دنبال اجرایی کردن این نظر امنیتی رفت و البته ظاهر امر اینگونه نشان می‌داد که شاه برای اداره کشور در غیاب خود این شورا را تشکیل داده است.
وظایف خطیر شورای سلطنت
برخی شواهد نشان می‌داد که این شورا وظیفه‌ای به مراتب مهمتر بر عهده داشت. آن چنان که به همه گفته شد این شورا موظف است تا با امام خمینی تماس بگیرد و در صورت امکان با دادن امتیازاتی با ایشان به توافق برسد . شاه نیز به عملکرد این شورا بسیار امیدوار بود چرا که بعضی ازافرادی که روی کار امده بودند با امام خمینی روابط بسیار دوستانه‌ای داشتند. در اولین گام قرار شد گروهی از چهره‌های سیاسی مذهبی شاخص در میان انقلابیون و برخی افراد خوش نام دیگر را برای بر عهده گرفتن این وظیفه معرفی و در واقع رضایت آنان را برای پذیرش این مسئولیت جلب کنند. اول شاه به سراغ انقلابیون می‌رود وبا اینها وارد مذاکره می‌شود .حتی وقتی که با کریم سنجابی وارد مذاکره می‌شود ،نه تنها انقلابیون طرفدار امام خمینی که حتی گروه‌هایی مثل جبهه ملی که طرفدار انقلاب بودند ولی خود را تابع امام نمی‌دانستند از اینکه شورای سلطنت بیاید و در امور دخالت کند ابراز نارضایتی کرده و ان را به رسمیت نمی‌شناسند.
انتخاب افراد از سر ناچاری
لذا شاه اگر این افراد را روی کار می‌آورد کاملا از سر نا چاریست و راه دیگری ندارد چرا که به سراغ انقلابین رفته و با انها صحبت کرده حتی با افراد خوش نام سیاسی نیز صحبت کرده و آن‌ها قبول نکرده اند. در نهایت افرادی که در 23 دی ماه 1357 برای عضویت شورای سلطنت انتخاب شدند عبارت بودند از شاپور بختیار به عنوان نخست وزیر ، محمد سجادی رئیس مجلس سنا، جواد سعید رئیس مجلس شورای ملی ، علیقلی اردلان وزیر دربار ، عبدالله انتظام ، ارتشبد قره باغی فرمانده ارتش ، دکتر عبدالحسین علی ابادی، محمد علی وارسته و سید جلال الدین تهرانی که از میان این افراد دکتر علی ابادی، از همان ابتدا استعفای خود را نوشته و تحویل آیت الله مطهری داد. چون آیت الله مطهری رئیس شورای انقلاب بود. درباره شورای انقلاب در شماره‌های بعدی خواهیم گفت که قبل از شورای سلطنت تشکیل شده بود.
