مشکل شهرک مهرگان، کمبود فضاهای عمومی و خدماتی است
عضو شورای اسلامی شهر مشهد مقدس کمبود فضاهای عمومی و خدماتی را یکی از عمدهترین مشکل شهرک مهرگان دانست.
امیر شهلا در بازدید از با فاز یک و 2 شهرک مهرگان، با بیان اینکه فاز 2 این شهرک هنوز به طور کامل به شهرداری واگذار نشده است، گفت: وزارت راه و شهرسازی شهر را ساخته و به شهرداریها تحویل میدهد، اما شهرک مهرگان فقط روی کاغذ به شهرداری واگذار شده نه در واقعیت، با این وجود شهرداری به وظایف خود در قبال شهروندان عمل کرده و نسبت به جمع آوری زباله و صدور مجوز تجاری موقت در چارچوب قانون اقدام خواهد کرد.
وی تصریح کرد: سازمان راه شهرسازی نسبت به پرداخت مبلغ یک میلیارد تومان به شهرداری منطقه 3 قول مساعد داده که با توجه به کمبود سرانه فضای سبز در فاز 2 شهرک مهرگان، این مهم جزو الویتهای اول تخصیص بودجه قرار دارد.
عضو شورای اسلامی شهرمشهد مقدس افزود: بناهای ساخته شده در شهرک مهرگان جزو مسکن مهر هستند و نبود بخشهای عمومی و خدماتدهی عمدهترین مشکلات آن است.
شهلا ادامه داد: حدود 45 هزار میلیارد تومان در طرح مسکن مهر هزینه شده اما متاسفانه فضاهای خدماتی و عمومی مثل فضاهای آموزشی، تفریحی و بهداشتی در آن پیشبینی نشده است و حدود 80 درصد این مشکلات خارج از وظایف شهرداری است.
وی با تاکید بر اینکه مسئولین نظام جمهوری اسلامی که در میان مردم حضور پیدا میکنند نباید جوابهای بیاساس به درخواستهای مردم بدهند، تصریح کرد: از اهالی شهرک مهرگان میخواهم تا محدودیتها و شرایط شهرداری را در ارائه خدمات درک کنند زیرا شهرک مهرگان توسط راه و شهرسازی ساخته شده و با تمامی کمبودهای موجود به شهرداری مشهد تحویل داده شده است.
عضو شورای اسلامی شهر مشهد با بیان اینکه بیشتر این درخواستها درحیطه وظایف شهرداری مشهد نیست، افزود: هزینههایی که شهرداری برای ارائه خدمات مصرف میکند از جیب مردم و برای مردم است و حتی یک ریال از درآمد ملی نافع نیست.
شهلا تاکید کرد: شهرداریها و دهیاریها بودجه ملی و چاه نفت ندارند لذا بایستی بین مطالبات و درآمدها تعادل برقرار کنیم.
وی با اشاره به درآمدهای قانونی شهرداری افزود: مطابق با قانون 50 درصد از مالیات بر ارزش افزوده دریافت شده در شهر مشهد متعلق به شهرداری است اما متاسفانه فقط 20 درصد آن را به شهرداری پرداخت کردهاند و میزان مطلبات شهرداری از دولت بالغ بر 3 هزار میلیارد تومان است.
عضو شورای اسلامی شهر مشهد با اشاره به صدور پروانههای شناور در سال گذشته تصریح کرد: یک هزار و 500 میلیارد تومان پروانه شناور صادر شده و این بدان معناست که درآمدهای شهر جلوتر از زمان فعلی مصرف شده است.
شهلا در توضیح جبران کمبود نقدینگی توسط شهرداری گفت: شهروندان حقوق موظفه خود را پرداخت نمیکنند لذا شهرداری مجبور به جبران کمبود نقدینگی از طریق بانکهاست و در حال حاضرنیز 7 هزار میلیارد تومان به بانک ها بدهکار است.
وی با اشاره به بیانات مقام معظم رهبری مبنی بر دریافت عوارض از شمال شهر و هزینه آن در جنوب شهر اظهار کرد: متاسفانه زیرساختهای شهری در شمال شهر نیز مناسب نیست، اهالی مناطق برخودار شهر، عوارض و هزینه زندگی در این مناطق را پرداخت میکنند ولی با توجه به نامناسب بودن زیرساختها بازهم خدماتدهی شهرداری با استاندارهای آن مناطق نیز هماهنگ نبوده است.
عضو شورای اسلامی شهر مشهد با اشاره به اینکه مشکل شهرک مهرگان کمبود نقدینگی است، اظهار کرد: شهرداری منطقه مهرگان درآمدهای دریافتی از این منطقه را باید برای خدماترسانی به این محل هزینه کند و برای هر ریال دریافتی آن بایستی پاسخگو باشد؛ اما میزان دریافتی از این محل با میزان مطالبات مردم در تعادل نیست.
شهلا خاطر نشان کرد: عدم توازن بین درآمدهای شهرداری منطقه 3 و مطالبات مردم باعث بروز مشکلات بسیاری شده است.
