عمان بار انداز تولیدات خراسان رضوی می شود
رئیس خانه صنعت، معدن و تجارت خراسان رضوی گفت: چیزی که امروز برای من سوال است و پاسخی نمی توانم برای ان پیدا کنم این است که در شرایط فعلی که وزار و سران قوا هر روز درباره اقتصاد صحبت میکنند و میگویند که در تلاشند تا اقتصاد را سروسامان بدهند اما تاکنون نتیجه و خروجی از آن نداشته اند.
سید حسن حسینی افزود: تنها راه نجات کشور تولید است. فروش نفت و درآمدهای آن راه جل مشکلات اقتصادی کشور نیست. یکی از دلایلی که اقتصاد مقاومتی در کشور توسط رهبر معظم مطرح شده است، توجه به کم کردن اتکای دولت به درآمدهای نفتی است. اگر دولت بخواهد در این راه قدم بردارد و درآمد خود را بر پایه مالیات و تعرفههای وضع شده قرار دهد، باید تولیدی پویا داشته باشیم.
حسینی تصریح کرد: شاید اولین مورد موانعی است که بر سر قطار تولید قرار دارد. نظام بانکی است. هر روز خبری ناخوشایند از سیتم بانکی کشور برای تولید میشنویم. در همین روزهای گذشته یکی از نمایندگان تهران در مجلس لیستی از بدهکاران کلان بانکی منتشر کرد اعداد و ارقام سرسام آوری که می توانست در تولید کشور هزینه شود این گونه در نظام بانکی هزینه می شود پس گرفته نمی شود.
نایب رئیس خانه صنعت، معدن و تجارت ایران اظهار کرد: در همین شرایط بانکها ادعا می کنند که طبق مصوبه شورای پول و اعتبار تسهیلات با نرخ 18 درصد را در اختیار تولید کننده می گذارد. در حالی که در عمل با ترفندهایی که پیاده می شود نرخ تسهیلات بیشتر از این رقم است.
نرخ تسهیلات کشورهای توسعه یافته 1 درصد است
وی در خصوص نرخ تسهیلات کشورهای توسعه یافته گفت:در کشورهای مجاور نرخ تسهیلاتی که به تولید پرداخت می شود 7درصد و در کشورهای توسعه یافته حدود 1درصد است.دولت و نظام باید یک بار سر نرخ تسیلات تصمیم گیری کنند و بعد با تمام ابزارهای نظارتی خود اجرای آن را رقم بزنند.
وی تصریح کرد: دومین مانع بر سر راه تولید مالیات است. کشور در حال حاضر بخشی از درآمدهای خود را از مالیات تامین می کند. اما با توجه به این که در سال های اخیر رکود بر صنعت حاکم بوده است افزایش مالیات منطقی نیست.
حسینی در خصوص تاثیر برجام اظهار کرد: موانع بر سر «برجام» از گسترش روابط اقتصادی در سطح بین الملل کاسته است. مناسبات بانکی بین المللی هنوز روان نیست. رئیس جمهور آمریکا برخلاف دیدگاه اروپا و کشوهای دیگر طرف قرارداد در برجام درصدد است تا شرکت ها، بانک ها و سازمان های بین المللی را از ایجاد ارتباط با طرف های ایرانی بترساند. با این هدف که در سر صادرات و تبادل های مالی مانع ایجاد کند.
بروکراسی مانعی که خودمان ایجاد کردیم
وی افزود: بروکراسی، یکی دیگر از موانعی است که ما خودمان بر سر صادرات ایجاد کرده ایم. بروکراسی و دیوان سالاری ای که در حال حاضر در کشور وجود دارد بعید می دانم که در کمتر کشوری در دنیا وجود داشته باشد. ما واردکنندگان خوبی بوده ام اما با کاغذبازی هایی که در سر راه صادرات درست کرده ایم نفس صادرات را بریده ایم.
حسینی ادامه داد: تامین اجتماعی یکی دیگر از موانعی است که تولید را با مشکل مواجه می کند. مجموع عوارضی که دولت از تولید دریافت می کند باعث شده است عملا توجیه اقتصادی در تولید برخی از محصولات از بین برود و واحدهای تولیدی با مشکل مواجه شوند و رو به تعطیلی پیش بروند.
دولت در تصمیم گیری های کلان ما را به رسمیت نمی شناسد
این عضو اتاق بازرگانی در خصوص روابط خانه های صنعت معدن و تجارت با دولت گفت: خانه های صنعت و معدن در سراسر کشور رسالت خود را حمایت از سیاست های اقتصادی دولت می دانند اما این حق را برای خود هم قائل اند که دولت را در مواقع لزوم مورد نقد قرار دهند. یکی از نقدهایی که به این دولت و همه دولت های قبلی وارد است این است که بخش خصوصی را در موقع تصمیم گیری های کلان به رسمیت نمی شناسند. اگرچه اتفاقات خوبی در این دولت افتاده است و در ستاد تسهیل کرسی هایی را به بخش خصوصی اختصاص داده اند و حق رای داریم ولی هنوز در تصمیم گیری های کلان نظر ما پرسیده و لحاظ نمی شود و هنوز 85 درصد اقتصاد در دست دولت است.
وی در خصوص بحث اقتصاد مقاومتی تصریح کرد: در بحث اقتصاد مقاومتی مقام معظم رهبری تاکید کردند که باید از بخش خصوصی حمایت و فعال شود، اما این امر هیچ گاه محقق نشده است . در اجرای اصل 44 قانون اساسی تنها نهادهای شبه خصوصی و شبه دولتی فعال شده اند و بخش خصوصی واقعی فعال نشده اند و واحدهایی نیز که به بخش خصوصی واگذار می شود با قیمت هایی است که بخش خصوصی توان پرداخت آن را ندارد.
رشد 13درصدی صادرات خراسان رضوی
نایب رئیس خانه صنعت معدن و تجارت ایران ادامه داد: علی رغم رشد منفی 3 درصد در کشور در هفته های گذشته 13 درصد رشد در صادرات داشته ایم .دولت در برنامه ششم توسعه 30هزار میلیارد تومان تسهیلات برای رونق تولید در کشور اختصاص داده است.استاندار خراسان رضوی 24میلیارد تومان برای کمک به یارانه تسهیلات در نظر گرفتهاند که در اختیار سازمان صنعت،معدن و تجارت قرار گرفته است.سود سرمایه در گردش این تسهیلات 13 درصد و سود سرمایه ثابت 15 درصد در نظر گرفته شده است.این تسهیلات در سال 90 تنها 5 میلیارد تومان بوده است.
وی تصریح کرد: در برنامه های توسعه قبل جوایز صادراتی کنسل شده بود و پرداخت نمیشد ولی 120 میلیارد تومان در برنامه ششم توسعه در نظر گرفته شده است.
معرفی به کار 320 نفر توسط بانک فارغ التحصیلان
حسینی در خصوص ایجاد بانک تخصصی فارغ التحصیلان اظهار کرد: بانک تخصصی فارغ التحصیلان نیازمندکار تشکیل شده است که در حال تکمیل اطلاعات اولیه آن هستیم و توانسته ایم در 6 ماه اول امسال320 نفر از فارغ التحصیلان را به واحدهای صنعتی معرفی کنیم
وی با بیان اینکه دولت در ماه های جاری بودجه 97 را تقدیم مجلس می کند، گفت:اگر پرداخت یارانه ها بر همین روال ادامه پیدا کند یک بحث پوپولیستی و ضد توسعه است.من امیدوارم دولت به جد نسبت به تغییر روال گرداخت یارانه ها اقدام کند چرا که مشکلاتی جدی را در آینده دور و نزدیک ایجاد می کند.دولت سوییس پرداخت بیش از 2هزار دلار یارانه را به رای گذاشت ولی مردم این کشور مخالفت کردند.دولت باید به جد پیگیر حذف شیوه پرداخت یارانه ها باشد و در عوض ترتیبی اتخاذ شود که از خانواده های ضعیف حمایت شود.
تنهاراه نجات صنعت توجه به صادرات است
دبیرکل خانه صنعت، معدن و تجارت خراسان رضوی در این نشست گفت: تنهاراه نجات صنعت توجه به صادرات محصولات است. خوشبختانه طی ۱۰سال گذشته در تولید به ظرفیت های بالایی رسیده ایم.
فیروز ابراهیمی افزود: در یکی از استان ها، بالغ بر ۹ هزار و ۵۰۰ کارخانه فعالیت می کرده که اخیرا تنها ۳ هزار و ۵۰۰ کارخانه آن فعال است که این موضوع زنگ خطر و نرخ بالای مرگ و میر صنعت را نشان می دهد. راه نجات از این مشکل صادرات است.
وی تصریح کرد: بازارهای سنتی مانند افغانستان و اسپانیا را در خدمت داریم اما برای حفظ تداوم و روند افزایش حوزه صادرات باید به فکر بازارهای جدید باشیم که بر چهار بازار قطر، عراق، عمان و روسیه تمرکز کرده ایم ولی اولین و بزرگترین مرکز تجارت و عرضه کالاهای ایرانی در عمان و بعد از آن در قطر و دو کشور دیگر ایجاد شده است.
در ادامه جلسه نائب رئیس خانه صنعت، معدن و تجارت خراسان رضوی با تاکید بر توجه به بخش تولید گفت: بخش خصوصی اولین راه حل رفع مشکلات تولیدی است. در سال حدود ۲۰ درصد واحدهای تولیدی تعطیل می شوند.
