تلاشی برای بهبود روابط و توسعه صادرات کمیسیون مشترک (اقتصادی) ایران و تاجیکستان
روز سه شنبه به اتفاق آقایان رسولیان مسئول امور اقتصادی استانداری خراسان رضوی و اقای منوچهری مسئول واحد بین الملل اتاق مشهد در تهران به اعضای ایرانی کمیسیون مشترک اقتصادی کشورمان و تاجیکستان ملحق شدیم، برخلاف انتظار از ۲۷ نفر اعضای کمیسیون اقتصادی فقط دو نفر بنده و اقای منوچهری از بخش خصوصی بودیم و ۲۵ نفر دیگر را بخشهای مختلف دولتی که اکثرا از وزارت نیرو بودند به ریاست اقای اردکانیان وزیر نیرو تشکیل میدادند، حدود ساعت یازده به وقت تاجیکستان در فرودگاه دوشنبه مورد استقبال مقامات تاجیکستان قرارگرفتیم و بلافاصله رهسپار هتل شدیم تاخیر در ورود باعث شد قبل از استقرار در اتاقهای هتل به سالن اجلاس مشترک برویم و اجلاس آغاز شد. آقای عثمان علی عثمان زاده وزیر انرژی که ریاست بخش تاجیکی کمیسیون را به عهده دارد با خوشامدگویی گرم و تجلیل از ایران و ایرانی اجلاس را آغاز و اعضای تاجیکی را معرفی نمود. آقای اردکانیان وزیر نیرو رییس بخش ایرانی کمیسیون نیز ضمن معرفی اعضای ایرانی با سخنان بسیار حساب شده از مردم و دولت تاجیکستان بخوبی یاد کرد ضمن اینکه با ظرافت ویژه گلایههایی از نحوه برخورد طرف تاجیکی در خصوص نپرداختن بدهکاریها و برخورد نامناسب با تجار و کالاهای ایرانی چاشنی کرد، جلسه و مذاکرات و برخورد طرف تاجیک بسیار خوب بود بعد از نهار وزیر نیروی کشورمان همراه با همتای تاجیکی و سفرای دو کشور به ملاقات امام علی رحمان رییس جمهوری تاجیکستان رفتند اعضای کمیسیون نیز در سه کارگروه که نمایندگان اتاق بازرگانی و مسئول امور اقتصادی استانداری خراسان رضوی در کارگروه « اقتصاد تجارت، بانکی، گمرگی » حضور داشتند بررسی مفاد تفاهم نامه را شروع کردند پیشنهادات دو طرف از قبل به یکدیگر داده شده بود از جمله پیشنهاد طرف ایرانی که توسط آقای رسولیان ارائه گردید تعیین کمیتهای برای رسیدگی به مشکلات بازرگانان طرفین بود، این پیشنهاد با اصلاحات به تصویب رسید و در تفاهم نامه قرار گرفت پیشنهاد حمایت از تجار وکالاهای تجاری دو کشور که از طرف اعضای اتاق بازرگانی مطرح شده بود نیز تصویب شد دیگر پیشنهادات ایران نیز با اصلاحات به تصویب رسید.
صبح روز چهارشنبه جلسات کارگروهها مجدد برای جمع بندی و تهیه متن نهایی تفاهم نامه تشکیل شد.
اینجانب به عنوان نماینده اتاق بازرگانی ایران به اتفاق آقای رسولیان مسئول امور اقتصادی استانداری و منوچهری مسئول اموربین المللی اتاق خراسان رضوی بر اساس هماهنگی قبلی در محل اتاق تجارت جلسهای با آقای شریف سعید رییس اتاق تاجیکستان داشتیم مشخص بود، مسئولین کشور تاجیکستان سفارش طرف ایرانی را به بخشهای دولتی و خصوصی آن کشور کرده بودند به آن جهت استقبال و گفتگوها بسیار گرم و برادرانه برگزار شد و طرف تاجیک اصرار به برگزاری سریع نمایشگاه کالاهای ایرانی در دوشنبه و اعزام هیئتهای تجاری دو کشور قبل از پایان سال را مطرح میکرد لذا قرار شد در تفاهم نامه کمیسیون مشترک منعکس شود که با تایید وزرای نیروی ایران و انرژی تاجیکستان در تفاهم نامه گنجانده شد. ضمن اینکه رییس اتاق تجارت تاجیکستان از دعوت اتاق بازرگانی ایران برای حضور در همایش تقدیر از صادرکنندگان خراسان رضوی با گرمی استقبال کرد لذا قرار شد هماهنگیهای لازم انجام شود.
بعدازظهر روز چهارشنبه پس از امضای تفاهم نامه کمیسیون که در محیطی بسیار دوستانه انجام شد با بدرقه گرم مسئولین تاجیک به سمت تهران پرواز کردیم.
آنچه در این سفر و گفتوگوها و ملاقات آقای اردکانیان وزیر نیرو که متعاقب دیدار آقای ظریف وزیر امورخارجه کشورمان با جناب امام علی رحمان شاهد بودیم، گرم شدن مجدد روابط اقتصادی تجاری دو کشور و رفع مشکلات صادرکنندگان ایران را نوید میداد.
