ساخت 1570 خانه خسارت دیده از زلزله در خراسان رضوی
معاون امور بازسازی و مسکن روستایی بنیاد مسکن انقلاب اسلامی خراسان رضوی گفت: ساخت یکهزار و 570 واحد مسکونی خسارت دیده از زلزله 16 فروردین ماه امسال در این استان به اتمام رسیده و تحویل متقاضیان شده است.
حسن حسینی افزود: در زلزله مزبور 137 روستا در شهرستان های مشهد، فریمان، سرخس و تربت جام خسارت دید که به منظور استفاده از تسهیلات حمایتی ساخت مسکن از محل طرح ویژه بهسازی و نوسازی مسکن روستایی تاکنون برای یکهزار و 738 واحد روستایی پرونده تشکیل و با بانک قرارداد لازم منعقد شده است.
وی اظهار کرد: اکنون با گذشت 6 ماه از وقوع زلزله، چهره روستاهای خسارت دیده تغییر زیادی کرده و واحدهای مقاوم جایگزین خانه های خشتی و گلی شده و جای بافت فرسوده را گرفته است.
حسینی با بیان اینکه کار آواربرداری در مناطق زلزله زده خراسان رضوی با حجم 364 هزار و 664 مترمکعب توسط بنیاد مسکن انجام گرفته است، گفت: در این مدت 519 هزار تن سیمان، 380 قالب بلوک سقفی و 98 تن میلگرد نیز بین خسارت دیدگان توزیع شده است.
معاون بنیاد مسکن خراسان رضوی اظهار کرد: به منظور شتاب بخشی به روند بازسازی مناطق زلزله زده با توجه به هماهنگی انجام شده توسط دفتر مرکزی بنیاد مسکن و با عنایت مقام معظم رهبری مقرر شد توسط بنیاد مستضعفان انقلاب اسلامی 18 هزار تن سیمان رایگان به مناطق زلزله زده خراسان رضوی تخصیص یابد که تاکنون هفت هزار تن آن تحویل متقاضیان مناطق زلزله زده شده است.
وی خاطرنشان کرد: برای نوسازی این واحدها از تسهیلات 200 میلیون ریالی طرح ویژه بهسازی و نوسازی مسکن روستایی بنیاد مسکن و کمک بلاعوض 50 میلیون ریالی استفاده شد و پیشرفت اجرایی بازسازی واحدهای خسارت دیده به طور متوسط بیش از 87 درصد است.
حسینی افزود: تاکنون 75 میلیارد ریال در قالب کمک بلاعوض و مصالح ساختمانی به متقاضیان خسارت دیده ناشی از زلزله پرداخت شده است.
وی گفت: هم اکنون از مجموع یکهزار و 738 واحد خسارت دیده، دیوارچینی و سفت کاری یکهزار و 570 واحد به اتمام رسیده و آماده استقرار خانواده ها شده است.
وی بیان کرد: علاوه بر تخصیص تسهیلات ارزان قیمت و کمک بلاعوض به واحدهای مسکونی، تسهیلات تامین لوازم خانگی و معیشتی حداکثر 30 میلیون ریال برای هر متقاضی و نیز برای ساخت محل نگهداری دام روستاییان خسارت دیده از زلزله حداکثر 100 میلیون ریال برای هر متقاضی تامین و متقاضیان به بانکهای عامل معرفی شده اند.
وی برخی مشکلات و موانع بازسازی خانه های خسارت دیده از زلزله در خراسان رضوی را پراکندگی واحدهای خسارت دیده در چهار شهرستان، اشتغال و درگیر بودن مردم به شغل دامداری در فصل بهار و عدم مشارکت موثر برخی از آنان، همزمانی آغاز بازسازی واحدهای خسارت دیده با آغاز ماه رمضان و افزایش ناگهانی قیمت آهن آلات برشمرد.
معاون بنیاد مسکن خراسان رضوی گفت: بازسازی به صورت مشارکتی انجام می گیرد و این موضوع در ابتدا به کلیه خسارت دیدگان اعلام شد، لذا افرادی که مشارکت موثری داشته اند ساخت واحدهای آنها از پیشرفت خوبی برخوردار است.
وی ادامه داد: به لحاظ سرمای زودرس مناطق زلزله زده و نیز برنامه های تعیین شده بازسازی، این بنیاد از محل منابع داخلی به منظور سرعت بخشیدن به روند بازسازی واحدهای آسیب دیده، نسبت به تجهیز و راه اندازی کلیه کارگاه های زیر پوشش خود برای تولید انبوه اسکلت پیش ساخته اقدام کرده است.
وی بیان کرد: 83 نفر از اعضای ناظر نظام فنی روستایی علاوه بر ناظران عالیه استان برای نظارت دقیق بر نحوه ساخت و کنترل استفاده از مصالح ساختمانی مرغوب و استاندارد در قالب 6 دفتر نظارت سازماندهی شده اند و اکنون 6 دفتر طراحی نقشه کشی و 15 دفتر مجری ذیصلاح نیز در منطقه فعالیت می کنند.
حسینی گفت: به منظور شتاب بخشی به روند بازسازی مناطق زلزله زده با توجه به هماهنگی به عمل آمده با مدیریت بانکهای عامل خراسان رضوی برای کاهش مراجعه روستاییان به شهر و جلوگیری از تحمیل هزینه های گزاف، پرسنل بنیاد مسکن استان و بانکها برای تشکیل پرونده بانکی متقاضیان به روستاها عزیمت می کنند.
