ضرورت حضور شهردار مشهد در دولت امید
قدر مسلم، پایتخت فرهنگی بودن مشهد در جهان اسلام بر شهر و شهروندانش و همچنین بخش بزرگی از سفرهای درون‌شهری مشهد و خدمات ارائه‌شده برای مجاورین و زائرین از سراسر کشور به مکان های مختلف شهر، هزینه‌هایی بر مجموعه شهرداری تحمیل می‌کند. از طرفی، باید اذعان کرد که اثر تصمیمات مدیریتی برای اداره مشهد، شعاعی ملی دارد. چنان‌که کوچکترین تصمیمات بر پیکره اقتصاد شهر تأثیر می گذارد و در نتیجه، در معادله و رابطه تنگاتنگ دوطرفه و درهم‌تنیده مشهد با دولت، ضرورت تغییر نگاه دولت برای کمک به توسعه متوازن مشهد انکارناپذیر است. مطالعات تطبیقی نیز نشان می‌دهد در مدرن‌ترین و توسعه‌یافته‌ترین کشورهای جهان، کمک و مساعدت مالی به شهرهای مهم و حیاتی در دستور کار دولتمردان است؛ زیرا اولا مفهوم منابع مالی و درآمدی پایدار برای اداره شهرها، یک رؤیا و فرض اتوپیایی است؛ در نتیجه همواره دولت‌های مرکزی خود را موظف به تأمین منابع مالی برای اداره شهرهایی می‌دانند که فرا ملی هستند. دو روز پیش هم امیر شهلا، عضو شورای شهر مشهد با انتشار متنی از ضرورت حضور شهردار مشهد در جلسات هیات دولت گفت که چه تاثیر بسزایی بر تمامی ساحت های مشهدالرضا(ع) دارد و بنظر می رسد با پذیرش حضور شهردار مشهد در جلسات هیات دولت، امروز انجام این کار، مطالبه شهروندان مشهدی به‌عنوان حامیان دولت امید و لیست امید شورای شهر مشهد است.
تا در کنار این اقدام امیدبخش، این شکاف چندساله ترمیم شود و با حضور شهردار شهر فراملی مشهد در جلسات دولت، بستر تحقق امید، نشاط، هم‌افزایی و مشارکت برای توسعه متوازن مشهد مجددا فراهم شود. این اتفاق از چند منظر دیگر نیز بااهمیت و مبارک است.
۱- مهندس قاسم تقی زاده خامسی خود یک فرد باسابقه کار اجرایی در دولت و شهرداری است و ارتباط خوبی با دولتمردان دارد. حضور ایشان در جلسات دولت، قطعا علاوه بر ایجاد هماهنگی و انسجام در دولت، برای حل بحران‌های پیش‌رو مشهد قطعا وجود ایشان در جلسات دولت بر توان کارشناسی، علمی و اجرائی دولت نیز خواهد افزود.
۲- بسیاری از مشکلات مشهد، ازجمله موضوع مغفول‌مانده مدیریت واحد و یکپارچه شهری، آلودگی هوا، ترافیک، توسعه مترو و ناوگان حمل‌ونقل عمومی، بافت فرسوده، بحران آب و ارتقای کیفیت زندگی در این شهر، در دستور کار دولت و دولتمردان قرار خواهد گرفت.
۳- بسیاری از مشکلات بین دولت، وزارتخانه‌ها و سازمان‌های دولتی با شهرداری مشهد، ازجمله مشکلات بدهی‌ها، با هزینه کمتر و زمان سریع‌تری حل خواهد شد؛ به‌طور مثال:
– به گفته معاون اقتصادی شهرداری مشهد حدود 3700 میلیارد تومان تا امروز دولت به شهرداری مشهد بدهکار است.
– پروژه های سنگینی مانند مترو و قطارشهری مشهد، قطع یقین نیاز به حمایت های مالی دولت دارد.
– از سویی دولت مکلف است یک سوم از هزینه‌های تمام شده قیمت بلیت اتوبوس و مترو را در کلانشهرهای کشور پرداخت کند و مابقی نیز توسط شهروند و شهرداری‌ها پرداخت شود اما ظاهرا در سال گذشته دولت به کلانشهر مشهد یارانه‌ای بابت بلیت پرداخت نکرده است.
– و ده‌ها موضوع کوچک و بزرگ دیگر.
خلاصه اینکه حضور شهردار در جلسات دولت، می‌تواند منجر به درک صحیح دولت از مشکلات مشهد و اتخاذ تصمیمات اثرگذار برای حل مشکلات شهر شود. بنابراین شهروندان مشهدی این همفکری بین دولت و رئیس‌جمهور با مدیریت شهری جدید مشهد را به فال نیک می‌گیرند و منتظر دعوت شهردار شهر مشهد به جلسات دولت امید هستند.
