بخش تعاون و سهم یک درصدی از خصوصیسازی
معاون امور تعاون وزارت تعاون، کار و رفاه اجتماعی گفت: تنها یک درصد بنگاههای اقتصادی پس از عملیاتی شدن قانون اجرای سیاستهای کلی اصل 44 به بخش تعاونی واگذار شده است.
سید حمید کلانتری روز چهارشنبه در دوازدهمین جشنواره تعاونیهای برتر سال 1396 استان خراسان رضوی در مشهد افزود: این در حالی است که 83 درصد بنگاههای اقتصادی به بخش عمومی غیردولتی و آنچه در ادبیات اقتصادی ما به «خصولتی» معروف شده و 16 درصد به بخش خصوصی واگذار شده است.
وی ادامه داد: تعاونیها از قانون اجرای سیاستهای کلی اصل 44 به خوبی استفاده نکرده اند. در وقوع این وضعیت هم بخش دولتی مقصر بوده که به دنبال واگذاری بنگاهها به بخش تعاونی نبوده و هم بخش تعاون که به سمت تصدی امور نرفته است.
معاون وزیر تعاون، کار و رفاه اجتماعی گفت: در ماده 25 قانون برنامه ششم توسعه تصریح شده به منظور مردمی شدن و گسترش سهم بخش خصوصی و تعاونی در اقتصاد به تمامی دستگاههای اجرایی که عهده دار وظایف اجتماعی، فرهنگی و خدماتی هستند اجازه داده میشود نسبت به خرید خدمات از بخش خصوصی و تعاونی به جای تولید خدمات اقدام کنند.
وی افزود: در همین راستا تعاونیها میتوانند شهرستان به شهرستان اعلام آمادگی کنند و بطور مثال خرید خدمات را در شرکتهای آب و فاضلاب روستایی یا ورزشگاهها انجام دهند.
کلانتری ادامه داد: دولت باید خود را به نفع بخش تعاون و خصوصی کوچک کند. باید با تشکیل شرکتهای تعاونی تامین نیاز در استانها، مدیریت بهره برداری کشت و صنعتها و پتروشیمیها یا حتی بخشی از آستان قدس رضوی بر عهده تعاونیها باشد.
وی برای تبدیل تعاونیهای تولیدی به تعاونیهای صادراتی اعلام آمادگی و بیان کرد: خوب نیست که زرشک، پسته، زعفران و گیاهان دارویی تعاونیهای تولیدی را بخش خصوصی یا دولتی صادر کنند. این کار باید به دست تعاونیهای صادراتی صورت گیرد. بدین منظور تعاونیها خودشان باید زنجیره ارزش و مجموعه به هم پیوسته شوند تا قدرتشان افزایش یابد زیرا وقتی یک تعاونی بزرگ میشود میتواند در سطوح بالاتر عمل کند.
معاون امور تعاون وزارت تعاون، کار و رفاه اجتماعی گفت: بطور مثال هم اکنون به دنبال ایجاد شهرک بزرگ پوشاک در قالب یک تعاونی بزرگ در مقابل فرودگاه امام خمینی(ره) تهران هستیم یا یک تعاونی تامین نیاز داریم که 80 درصد روغن نباتی کشور را مدیریت میکند. تعاونیها میتوانند کارهایی با بیش از هزار میلیارد تومان اعتبار را هم در دست بگیرند.
وی افزود: تعاونیها برای صادراتی شدن باید هدف مشخص، کیفیت تولید یا خدمت بالا، بسته بندی مناسب، قیمت تمام شده پائین، بازار مناسب و نیازمند و میزان تولید بالا داشته باشند. مثلا نمیتوان به کشوری همچون روسیه کالایی اندک صادر کرد.
کلانتری ادامه داد: در حوزه تعاونیهای صنایع دستی یکی از گلوگاههای قابل توجه فروش و بازارسازی است و ای کاش در شهر مشهد با این همه جاذبه یک فروشگاه عرضه محصولات تعاونی صنایع دستی و خانگی در نزدیکی حرم مطهر امام رضا(ع) برای حمایت از اشتغال تعاونی راه اندازی میشد.
وی گفت: مجامع عمومی تعاونیها نباید سالانه و صوری برگزار شود بلکه باید سه ماهه باشد و گزارش داده شود و اعضا در این نشستها مشارکت کنند زیرا در دنیا از تعاون به عنوان یک نهضت نام برده میشود که با هیجان، تکاپو، تلاش و ننشستن قرین است.
در چارچوب دوازدهمین جشنواره تعاونیهای برتر سال 1396 خراسان رضوی 17 شرکت تعاونی از 10 شهرستان استان که در زمینههای دانش بنیان، مسکن، اعتبار، صادرات، حمل و نقل و مسافربری، آبزی پروری، کشاورزی، خدمات اداری، درودگری، قالیبافی، معدن، مرغداری و هنر فعال هستند مورد تقدیر واقع شدند.
