اینجانب با توجه به حدود سیزده سال کار و فعالیت در حوزههای شهری ستادهای بازسازی مناطق زلزله زده مانند بم، خراسان رضوی و فعالیت در حوزههای مشاور همچون شرکت آب و گاز و .. معتقد هستم در وضعیت کنونی شهر مشهد و فعال شدن گسلهای واقع در نزدیک شهر فریمان و عبور این گسل از نزدیک شهر مشهد بایستی دقت و نگاه ویژه ای به بحث ستاد مدیریت بحران انجام گیرد مدیریت بحران بایستی تحت یک مدیریت واحد که به نظر اینجانب بایستی شهردار شهر باشد انجام گیرد که خدانکرده در زمان وقوع حوادث طبیعی مانند سیل و زلزله ، تمامیدستگاههای اجرائی در بحث مدیریت بحران همچون آتش نشانی ، اورژانس ، شرکت آب ، گاز ، برق و … تحت یک مدیریت یعنی شهردار شهر انجام وظیفه نمایند.
این طرح بایستی توسط شورای شهر تهیه شود البته با هماهنگی وزارت کشور به صورت طرح دولت به مجلس ارسال گردد و در صورت تصویب ستاد مدیریت بحران تحت نظر شهردارها قرار میگیرد .( البته در بحث حوادث طبیعی) از جمله موارد دیگر موضوع رشد پروژههای عمرانی در سطح شهر میباشد نظیر پلها ، تقاطع غیر هم سطح ، زیرگذرها و به ویژه خطوط قطار شهری نظیر خط 2 ،3 ،4 که بهترین روش جهت رشد همه جانبه شهر و اشتغال میباشد.
موضوع حاشیه نشینی در شهر مشهد مقدس با توجه به مشکلات و معضلات این مناطق با توجه به سابقه بنده در شهرداری مشهد و بنیاد مسکن انقلاب اسلامیخراسان رضوی و این که بایستی طرحها براساس مشکلات و کمبودهای این مناطق تهیه و اجرا گردد. که هم کمبودهای این مناطق جبران شود و هم به بهبود وضعیت کار در این مناطق کمک کند .
