مجلس حتی نمی‌تواند یک وزیر استیضاح کند

مجلس یازدهم در نیمه راه قرار دارد و تنها 2 سال از عمر آن باقی مانده است. با وجودی که این مجلس یک سال با دولت حسن روحانی و یک سال با دولت سیدابراهیم رئیسی همزمان بود تاکنون نتوانسته حتی استیضاح یک وزیر را در صحن علنی مطرح کند.
هدایت الله خادمی در گفتگو با نامه نیوز درباره عملکرد مجلس یازدهم گفت: وظیفه مجلس نظارت بر حسن اجرای امور و قانون‌گذاری است بنابراین هر یک از کمیسیون های تخصصی مجلس باید بتوانند مکانیزمی را برای نظارت مناسب بر وزارتخانه مربوط به آن حوزه تعریف و برنامه های وزرا را به طور مسمتر رصد کنند. همچنین انتظار می رود هر نماینده در حوزه انتخابیه خود نیز از دستگاه های اجرایی مختلف مسائل مربوط به امور توسعه ای آنجا را پیگیری کند.

فعال سیاسی اصولگرا گفت: خدا کند هر چه زودتر 2 سال دیگر عمر این مجلس تمام شود چون بر این باورم که مجلس یازدهم در 2 سال آینده نیز کاری نخواهد کرد

وی افزود: در دو سال اخیر قانونی که به نفع کشور و مردم باشد در مجلس تصویب نشد، حتی نمایندگان به ویژه کمیسیون های تخصصی با توجه به شعارهای انتخاباتی شان در حوزه اقتصادی نتوانستند نظارت موثری بر دولت انجام دهند تا حداقل مانع بدتر شدن وضع اقتصاد مملکت شوند.
این فعال سیاسی اصولگرا با بیان اینکه مجلس حتی توان نظارت بر دولت را ندارد، اظهار کرد: نمایندگان مجلس گویا شأن نظارتی را برای خود درنظر نگرفتند؛ اگر آنها توان نظارت داشتند خیلی می توانستند به آقای رئیسی کمک کنند چون الان آقای رئیسی فقط خودش می دود و یک تنه کارها را پیگیری می کند.
وی افزود: مجلس وزرای پیشنهادی آقای رئیسی را تأیید کرد و باید بعد از رأی اعتماد به وزرا، بر اجرای برنامه های آنها نظارت می کرد و با سئوال و جواب و حتی استیضاح، جلوی انحرافات از برنامه ها را می گرفت اما امروز مجلس هیچ نظارت موثری بر وزرا ندارد، به همین خاطر آقای رئیس جمهور تنها مانده است. در واقع مجلس نتوانست با به الان از ابزار نظارتی خود آن طور که باید استفاده کند چون حتی نتواست یک وزیر را استیضاح کند.
خادمی با اشاره به عملکرد مجلس دهم توضیح داد: در آن مجلس که نیمی از نمایندگان اصلاح طلب بودند، به محض نوسان قیمت ارز وزیر اقتصاد و وزیر کار استیضاح شدند و آقای شریعتمداری وزیر صمت نیز در آستانه استیضاح بود که خودش استعفا کرد و بعد آقای روحانی او را به عنوان وزیر پیشنهادی کار به مجلس معرفی کرد. ضمن آنکه با فشارهای مجلس رئیس بانک مرکزی تغییر کرد. همچین نمایندگان از شخص آقای روحانی 5 سئوال کردند و در یک روز به او 4 کارت زرد دادند که در تاریخ جمهوری اسلامی چنین اتفاقی سابقه نداشت.
وی ادامه داد: آقای رئیسی صادقانه می خواهد کار کند اما گرفتار تیمی شده که آنها کار نمی کنند، مجلس باید این مشکل را حل کند. مجلس مگر نمی داند اقتصاد کشور در چه وضعیتی است؟ مجلس مگر نمی داند تیم اقتصادی دولت کاری نمی کند؟ مجلس مگر اوضاع کشاورزی چه طور است؟ چرا مجلس کاری نمی کند؟ حتی این نمایندگان مجلس برای حوزه های انتخابیه شان هم کاری نکردند.
خادمی گفت: متأسفانه یکسری نمایندگان نیز که قبلا پیگیر و پرتلاش بودند الان همرنگ اکثریت شدند و معلوم نیست کجا هستند. یادمان نمی رود که این نمایندگان زمان انتخابات چه شعارهایی دادند و می گفتند «ما جوان و انقلابی هستیم» اما با این عملکرد ضعیف به آن کلمات ارزشی آسیب زدند.
وی افزود: از ابتدای انقلاب تا به حال با ضعیف ترین مجلس مواجهیم که 2 سال از عمر آن گذشت هم حتی یک دستاورد نداشت که بتوان آن را اعلام کرد. خدا کند هر چه زودتر 2 سال دیگر عمر این مجلس تمام شود چون بر این باورم که مجلس یازدهم در 2 سال آینده نیز کاری نخواهد کرد چون اگر می خواست کاری کند نشانه هایش را در این سال مشاهده می کردیم.
