افزایش مصرف مخدرهای صنعتی؛ مهم‌ترین نگرانی بدنبال ممنوعیت کشت «خشخاش» در افغانستان

رئیس سابق کمیته مستقل مبارزه با مواد مخدر مجمع تشخیص مصلحت نظام با اشاره به ممنوعیت کشت خشخاش در افغانستان توسط طالبان گفت: در صورتی که این تصمیم به درستی اجرا شود می‌تواند مثبت باشد؛ اگرچه در سال ۲۰۰۰ کشت به میزان ۹۰ درصد کاهش یافته بود اما از سال‌های قبل و در همان دوران حکومت طالبان، انبارها پر از تریاک شده بود و آنها را با قیمت بالایی به فروش رساندند.

علی هاشمی در گفت‌وگو با ایسنا، با بیان اینکه براساس آمارها، در حال حاضر ۸۵ تا ۹۰ درصد مواد مخدر سنتی مانند تریاک و مشتقات آن توسط افغانستان تولید می‌شود، اظهار کرد: مواد مخدر سکه دو رویی است که یک روی آن را «جذابیت اقتصادی» و روی دیگر را «جدی بودن تقاضا» تشکیل می‌دهد و این دو باید با هم دیده شود. اگر زمانی فرض  کنیم تقاضایی وجود ندارد که البته فرض محالی هست ، دیگر اقتصاد آن هم جذابیتی ندارد.

تجربه نشان داده «ممنوعیت کشت خشخاش در افغانستان» شدنی نیست

وی با بیان اینکه به دلیل وضعیت اقتصادی افغانستان باید ارزیابی شود که آیا امکان عملی کردن ممنوعیت کشت مواد مخدر در افغانستان وجود دارد یا خیر؟، به سال ۲۰۰۰ میلادی اشاره کرد و گفت: تجربه گذشته نشان داد این اتفاق شدنی نیست؛ جمهوری اسلامی برای کشت جایگزین در افغانستان بسیار هزینه کرده و توسط برخی کشورها نیز کمک‌هایی شد، اما عملا علی رغم کشت جایگزین و امکاناتی که دادیم، مشاهده شد که بسیاری از آن امکانات هم برای کشت مواد  صرف شد و به دلیل وضعیت خاص و بحرانی  حکمرانی در افغانستان نتیجه‌ای حاصل نشد.

هاشمی در ادامه به وضعیت تولید موادمخدر در افغانستان پرداخت و یادآور شد: طی چهار دهه گذشته حدود ۱۲۰ هزار تن تریاک خالص در افغانستان تولید شده است و این درحالیست که حدود ۸۰ درصد کشفیات مواد سنتی همچون تریاک، مورفین و هروئین با صرف هزینه های سنگین مادی و معنوی  توسط ایران انجام می‌شود. حال اگر فرض را بر این قرار دهیم که کشت خشخاش در افغانستان ممنوع شود (البته این فرض سخت است چراکه افغانستان شرایط خاصی دارد و قسمت عمده اقتصاد آنها به کشت خشخاش مربوط می‌شود) قیمت‌ مواد مخدر در ایران گران خواهد شد.

دبیر کل اسبق ستاد مبارزه با مواد مخدر کشور و رئیس سابق کمیته مستقل مبارزه با مواد مخدر مجمع تشخیص مصلحت نظام با بیان اینکه موضوع گرانی قیمت مواد مخدر را در گذشته نیز تجربه کرده‌ایم، در ادامه به موضوع داروهای جایگزین و کشت شقایق اشاره کرد و ادامه داد: درصورتی که این تصمیم اجرایی شود، ایران باید بتواند داروهایی جایگزینی  تولید کند که هم نگه‌دارنده و هم درمان‌کننده باشد.

نگرانی از ورود مافیای موادمخدر صنعتی به بازار مصرف‌کنندگان سنتی

به گفته وی، براساس آمارهای ۴ سال گذشته، میانگین مصرف مواد مخدر سنتی حدود ۶۵ درصد بوده است. این ۶۵ درصد که نیازمند تریاک و مشتقات هستند باید چه چیزی مصرف کنند؟ این افراد که بدون مواد نمی‌مانند اما مافیای مواد مخدر صنعتی که بسیار خطرناک‌تر است وارد میدان خواهد شد. دو دهه گذشته از یکی از زندان‌های شرقی کشور بازدیدی داشتیم و دیدیم هر بار که از زندان بازدید می‌کنند مواد مخدر وجود دارد؛ یک هفته مواد را جمع کردند اما در بازدید بعدی دیده شد که موکت‌های کف سلولهای زندان را سهمیه‌بندی کرده و به معتادان می‌دهند و آنها با آتش زدن موکتها نشئه می‌شوند، چراکه موکت‌ها دارای چسب هستند و این چسب‌ها نیز حاوی تینر و لذا نشئه‌آور است؛ در همان جا به این نتیجه رسیدم چنانچه مواد مخدر در افغانستان متوقف شود اما برای مصرف معتادان جایگزین (داروهای ارزان قیمت و نشئه کننده) نداشته باشیم، آنها توسط همان مافیا به سمت مواد مخدر صنعتی کشیده می‌شوند.

اگر جایگزین مناسبی برای تقاضاها نداشته باشیم …

وی در بخش دیگری از سخنان خود افزود: اگر در پشتوانه این مبارزه، جایگزینی‌های مناسبی برای تقاضا نداشته باشیم، عملا مبارزه ما منجر به کمبود مواد خواهد شد که در این حالت قیمت مواد حداقلی بسیار افزایش یافته و به تبع آن قیمت برای مصرف‌کننده افزایش خواهد داشت، به دنبال آن نیز سرقت‌ها و انواع جرائم  افزایش خواهد یافت و عملا به صورت مسلسل‌وار و تصاعدی آسیب ها  برای ما بیشتر خواهد شد.

رئیس سابق کمیته مستقل مبارزه با مواد مخدر مجمع تشخیص مصلحت نظام در بخش دیگری از سخنان خود، با بیان اینکه در دورانی که در مجمع تشخیص مصلحت نظام بودم، با کمک دستگاه‌ها، سازمان‌ها و نهادهای مدنی سعی شد تا مدیریت مصرف، به قانون تبدیل شود افزود: مدیریت مصرف به این معنی نیست که خودمان مواد تولید کنیم. کشت شقایق مصوب سال ۱۳۸۳ که به عنوان الحاقیه ماده ۴۱ به قانون اضافه شده است، درباره کشت شقایق برای موضوع درمان بود اما این اتفاق رخ نداد. معتقدم همان مافیای مواد مخدر که با نفوذ  خود در شهریور سال ۵۹ تلاش کرد ۳۵ هزار هکتار کشت را که از قدیم داشتیم، نابود کنیم، همان مافیا و عوامل فاسد با مکانیزم نفوذ و اعمال قدرت اجازه ندادند مصوبه کشت خشخاش پیاده شود.

۷۰۰ تا ۸۰۰ هزار معتاد در سیکل “درمان”

هاشمی با اشاره به بند ۵۷ سیاست‌های کلی قانون برنامه ششم توسعه مبنی بر «مبارزه‌ همه‌جانبه با مواد مخدر و روان‌گردان‌ها در چارچوب سیاست‌های کلی ابلاغی و مدیریت مصرف با هدف کاهش ۲۵ درصدی اعتیاد تا پایان برنامه» اظهار کرد: در بند ۵۷ علاوه بر اینکه به مبارزه همه‌جانبه فراگیر باندهای مبارزه با مواد مخدر اشاره شده، به مدیریت مصرف نیز اشاره کرده که مصرف را از طریق تولید گسترده داروهای نگهدارنده و درمان‌کننده بکشیم. البته بخشی از این کار انجام و اعلام شده به طوریکه در حال حاضر حدود ۷۰۰ تا ۸۰۰ هزار نفر در سیکل درمان قرار دارند.

رئیس سابق کمیته مستقل مبارزه با مواد مخدر مجمع تشخیص مصلحت نظام یکی دیگر از تاثیرات ممنوعیت کشت خشخاش در افغانستان را افزایش ناخالصی مواد مخدر دانست و اظهار کرد: به دنبال این موضوع مرگ و میر نیز افزایش می یابد.

هاشمی در ادامه به ارزیابی خبر ممنوعیت کشت خشخاش در افغانستان پرداخت و با طرح این پرسش که چرا طالبان اقدام به ممنوعیت کشت خشخاش در افغانستان کرده است؟، گفت: به دلیل اینکه موضوع مواد مخدر، موضوعی جهانی است. به نظر طالبان به دنبال مشروعیت‌طلبی برای  حاکمیت است، البته اگر بتوانند ممنوعیت کشت خشخاش را اجرایی کنند، کاری ارزشمند است اما اتفاق بسیار خطرناکی که برای ایران و افغانستان به دنبال دارد این است که مصرف به سمت مواد مخدر صنعتی کشیده خواهد شد.

رئیس سابق کمیته مستقل مبارزه با مواد مخدر مجمع تشخیص مصلحت نظام در بخش دیگری از سخنان خود بیان کرد: در هر صورت اصل بحث، خوب است و اگر طالبان این عرضه را داشته باشد که بتواند ممنوعیت کشت مواد مخدر را اجرا کند کار بسیار خوبی است. اما به دلیل اینکه ذینفعان این بازار بسیار گسترده هستند و اقتصاد بازار مواد مخدر بسیار جذاب است، از سوی دیگر افغانستان جایگزین مناسبی برای کشت ندارد، همچنین اکنون هم حاکمیت مستقر در افغانستان چندان مشروعیت منطقه‌ای و بین‌المللی هم ندارد، اینطور برآورد می‌شود که این کار با شکست مواجه شود. حکومت توانمندی امنیتی ندارد که بخواهد جلوی این کار را بگیرد، اما فعلا این شعار داده شده است که طالبان از نظر شعاری و تبلیغاتی وجه‌ای برای خود پیدا کند که در این راستا طالبان دو هدف دارد؛ «کسب مشروعیت سیاسی» و «جذب کمک اقتصادی از طریق مجامع بین‌المللی».

 

هاشمی در بخش دیگری از سخنان خود گفت: در صورتی که این تصمیم به درستی اجرا شود، می‌تواند مثبت باشد. اگرچه در سال ۲۰۰۰ کشت به میزان ۹۰ درصد کاهش یافته بود اما از سال‌های قبل و در همان دوران حکومت طالبان، انبارها پر از تریاک شده بود و آنها را با قیمت بالایی به فروش رساندند.

وی یادآور شد: فعلا در ظاهر طالبان کشت مواد مخدر را ممنوع کرده است و به شدت قصد مقابله با آن و ارزیابی مثبت دارد؛ اما مشروط بر یکسری موارد از جمله مدیریت مصرف است به طوریکه بتوانیم داروهایی تولید کنیم که هم نگه‌دارنده و هم درمان‌کننده باشد. یکی از نگرانی‌های اساسی که وجود دارد این است که الگوی مصرف مواد مخدر از طبیعی به سمت مواد مخدر صنعتی تغییر و توسعه  پیدا نکند.

رئیس سابق کمیته مستقل مبارزه با مواد مخدر مجمع تشخیص مصلحت نظام گفت: مهم‌ترین مقدمات این موضوع استراتژی و راهبرد مدیریت مصرف بوده که مقام معظم رهبری در سیاست‌های کلی ششم توسعه ابلاغ کردند. ما نتوانستیم مدیریت مصرف را از طریق تولید و توزیع داروهای جایگزین مناسب به دست بگیریم، بنابراین مدیریت مصرف مستلزم این است که مجوز بین‌المللی کشت خشخاش را بگیریم. مجوز کشت خشخاش که از رژیم قبل در داخل داشتیم برای ما مهم بود زیرا درگیر این معضل  هستیم.

هاشمی یادآور شد: اقتصاد و پول در حوزه مواد مخدر بسیار جذاب است؛ اگر بخواهیم جذابیت اقتصاد را بگیریم باید کاهش تقاضا را محوریت قرار دهیم. در کاهش تقاضا نیز سیاست کاهش آسیب را محوریت قرار دادیم اما حقیقتا در این دو حوزه کم کاری وجود دارد. لازم است نهادهای مدنی با امنیت کامل به میدان بیایند و در این حوزه کار کنند تا تقاضا نیز کاهش یابد. در هرحال نگرانی اصلی، توسعه تولید و مصرف مواد صنعتی است.
