صبح امروز گزارش میدهد:
جاده کمربندی گناباد طرحی با ۲۰ سال بلاتکلیفی
ساخت جاده کمربندی در حاشیه شهرها علاوه بر ممانعت از ورود خودروهای عبوری به ویژه وسائل نقلیه سنگین به خیابانهای شهر، با پیشگیری از سوانح رانندگی احتمالی، سبب کاهش آلودگی هوای تنفسی شهروندان میشود.
جاده کمربندی در همه شهرها ابزاری برای ایمنی، سرعت بخشی و سهولت سفر است که نبود آن در گناباد سبب ایجاد سر و صدای فراوان، آلودگی صوتی و تنفسی و نیز خطرات ترافیکی و سوانح ناشی از عبور دائمی خودروهای سنگین از داخل شهر شده و مشکلات بسیاری برای شهروندان و اصناف گنابادی در پی داشته است.
از طرفی گناباد، جنوبیترین شهرستان خراسان رضوی و نقطه ورودی و خروجی این استان به سمت استانهای خراسان جنوبی، سیستان و بلوچستان، کرمان، یزد و مناطق مرکزی کشور است که این موقعیت سبب شده روزانه تعداد زیادی از خودروهای سواری و سنگین از مسیرهای این شهرستان تردد کنند.
نبود کمربندی در گناباد به یکی از مشکلات و دغدغه های مهم شهروندان این شهرستان و از جمله ساکنان بلوارهای معلم، عدالت و بلوار شهدا تبدیل شده و یکی از مشکلات مهم برای توسعه و عمران شهری گناباد محسوب می شود و به همین دلیل کامیونها و وسایل نقلیه سنگین برای تردد به دیگر نقاط و استانهای همجوار به ناچار مجبور به گذر از داخل این شهر هستند.
طرح احداث کمربندی گناباد از بیش از ۲۰ سال پیش مطرح بوده است ولی به دلیل مشکلات مختلف به خصوص کمبود اعتبارات و وجود املاک معارض در مسیر اجرای طرح، علیرغم اهمیت بسیار احداث آن، بلاتکلیف مانده است که می طلبد مسوولان مربوط در سطوح شهرستانی و استانی برای رفع این مشکل شهروندان گنابادی همت کنند.
یک شهروند گنابادی در همین خصوص به خبرنگار ایرنا گفت: عبور کامیون ها و وسایل نقلیه سنگین در همه ساعتهای شبانه روز از بلوارهای عدالت، شهدا و معلم، باعث ایجاد آلودگی صوتی و محیطی و بروز مخاطرات زیادی برای شهروندان می شود.
سمیه کوشافر افزود: با توجه به اینکه خیابان های گناباد عریض نیست، عبور و توقف وسایل نقلیه در این محل بسیار خطرآفرین است و این در حالی است که چند سال است طرح کمربندی گناباد ناتمام و بی نتیجه رها شده است.
یکی از کسبه حاشیه بلوار عدالت گناباد گفت: همیشه پیگیر موضوع کمربندی گناباد بوده ایم زیرا در این مسیر هیچ وسیله نقلیه ای امکان توقف ندارد و در این مسیر شاهد تصادفات متعددی بوده ایم که این وضعیت آرامش همه را برهم زده است.
علیرضا جاویدی اظهار داشت: عبور وسائل نقلیه از جمله از برخی بلوارها و خیابانهای کم عرض، خسارتهای زیادی به معابر و آسفالت شهری و تاسیسات زیربنایی از جمله شبکه های آب وارد کرده است که هر از چند گاهی این مشکلات سر باز می کند.
یک صاحبنظر در مسائل عمرانی و شهری و رییس دوره پیشین شورای اسلامی گناباد گفت: اجرای طرح احداث کمربندی به عنوان ضرورت توسعه و عمران شهری، در سال های گذشته با تنگناهای متعددی دست به گریبان بوده است.
سیدحسین پورهاشمی با اشاره به تهیه طرح کمربندی گناباد در سالهای گذشته افزود: این طرح به طول ۲۲ کیلومتر از زیرگذر امام رضا (ع) آغاز و با عبور از پشت دانشگاه پیام نور به جاده کاخک و کلات می پیوندد که در ادامه به سمت فردوس و استان خراسان جنوبی استمرار می یابد.
وی ادامه داد: طراحی مرحله نخست کمربندی گناباد در حد فاصل میدان امام رضا (ع)، بلوار انقلاب و میدان بجستان صورت گرفته که ۳۰ درصد تملک زمین های مسیر طرح در انتهای محدوده شهری و منتهی به روستای قنبرآباد انجام شده است اما به دلیل وجود معارض برای ۷۰ درصد اراضی از جمله املاک و زمین های کشاورزی خرده مالکی در طول مسیر، اجرای این طرح با کندی مواجه شده است به طوری که در طول سالهای گذشته ارزش این زمین ها افزایش یافته و به تبع آن، اعتبارات بیشتری برای تملک آنها نیاز است.
عضو شورای اسلامی شهر گناباد هم گفت: طرح کاهش عرض کمربندی هنوز در کمیسیون ماده پنج استان خراسان رضوی در دست بررسی است و آغاز اجرای عملیات اجرایی این طرح منوط به گرفتن مصوبه کمیسیون مربوطه است.
مهران حسین زاده گفت: بر اساس طرح تفضیلی، بخش ناچیزی از طرح احداث کمربندی گناباد اجرا شده ولی به دلیل بروز مشکلات متعدد و از جمله وجود معارضانی در طول مسیر، متوقف شده است که توجه بیشتر مسوولان نسبت به سرعت بخشی در تصویب این طرح در کمیسیون ماده پنج استان خراسان رضوی ضروری است.
شهردار گناباد هم به خبرنگار ایرنا گفت: ساخت جاده کمربندی به عنوان یکی از مطالبات مهم شهروندان گنابادی مورد توجه خاص شهرداری قرار دارد.
حمید زارع حسینی یکی از مشکلات مهم در اجرای طرح کمربندی را تملک اراضی مسیر اجرای طرح ذکر کرد و گفت: با توجه به شرایط کمبود منابع مالی و اعتباری، تملک کردن املاک و اراضی سخت است و تعدادی از املاک دولتی، عمومی و شخصی و زراعی در طول مسیر باید تملک شود.
زارع حسینی گفت: کاهش عرض کمربندی به عنوان یکی از مصوبات سفر استاندار وقت خراسان رضوی در تیرماه امسال مورد توجه قرار گرفت که برای بررسی بیشتر به کمیسیون ماده پنج استان خراسان رضوی ارجاع شده است.
وی گفت: کاهش عرض کمربندی از ۱۳۵ متر به ۶۵ متر از میدان امام رضا (ع) تا ابتدای جاده بجستان امتداد خواهد یافت.
رییس پلیس راهنمایی و رانندگی گناباد به خبرنگار ایرنا گفت: با توجه به قرار گرفتن محورهای مواصلاتی گناباد به بجستان در مسیر ترانزیتی، روزانه ماشینهای سنگین زیادی برای عزیمت از سایر نقاط استان خراسان رضوی و خراسان جنوبی و معادن سنگ آهن سنگان به سمت تهران و محدوده های مرکزی و جنوبی کشور مجبور به عبور از داخل شهر گناباد هستند.
سرهنگ رضا محمدی گفت: بلوارهای عدالت و معلم، گذرگاه این ماشین های سنگین هستند که تردد آنها خطرات زیادی برای ماشین های سواری در حال عبور و مرور و نیز عابران پیاده به دنبال دارد و منجر به بروز نارضایتی هایی برای شهروندان گنابادی شده است.
وی تصریح کرد: خودروهای بسیار زیادی روزانه از این مسیر رفت و آمد می کنند و حتی در برخی از موارد، رانندگان خودروهای سنگین به دلیل ناآشنایی با مسیرها، وارد محدوده مرکزی شهر می شوند که این بر دامنه مشکلات می افزاید.
سرهنگ محمدی گفت: حتی استفاده از نرم افزار مسیریاب مشکل این رانندگان را رفع نمی کند چون این نرم افزار برای خودروهای سبک طراحی شده است.
معاون برنامه ریزی و هماهنگی امور عمرانی فرماندار گناباد هم احداث کمربندی را از مطالبات مهم شهروندان گنابادی و از نیازهای مهم عمران شهری این شهرستان دانست و گفت: با توجه به مشکل تملک اراضی و املاک در محدوده اجرای طرح کمربندی، کاهش عرض آن از ۱۳۵ به ۶۵ متر در شورای همتای استان خراسان رضوی بررسی و تایید و به کمیته فنی کمیسیون ماده پنج استان ارجاع شده است.
احمد سفری گفت: در ابتدا عرض ۱۳۵ متری برای احداث کمربندی گناباد در نظر گرفته شده بود و با توجه به اینکه تملک زمین ها و املاک واقع در محدوده اجرای آن در توان شهرداری نیست و از طرفی احداث کمربندی با این عرض چندان نیاز نبوده و می تواند کاهش یابد، کاهش عرض آن در کمیسیون ماده پنج استان خراسان رضوی در دست بررسی قرار دارد.
وی تصریح کرد: تاکنون کد خاصی برای طرح احداث کمربندی گناباد تعریف نشده است و اجرا و تامین اعتبار آن بر عهده شهرداری و شورای اسلامی این شهر است که باید به صورت جدی پیگیر اجرای آن باشند و فرمانداری در سالهای گذشته اقدامات و پیگیریهایی بدین منظور انجام داده است.
مرکز شهرستان ۹۳ هزار نفری گناباد در ۲۸۷ کیلومتری جنوب مشهد واقع است.
