تیشه برریشه درختان هزار ساله در خراسان شمالی

این روزها درختان بخش مرزی جرگلان خراسان شمالی از طمع سودجویان در امان نمانده و دستان بی رحم آن ها این میراث طبیعی هزارساله منطقه را در معرض نابودی قرار داده است.
انگار این روزها باید غمنامه ای در وصف درختان راز و جرگلان سرود و گویا قطع درختان منطقه مرزی جرگلان خراسان شمالی که قدمت برخی از آنها به هزاران سال نیز می رسد، تمامی ندارد، گاهی ابرهای آسمان با این زندگان بی زبان قهرند، گاهی آتش سهل انگاری و یا آفت ها بلای جانشان می شود اما آنچه بیش از همه تیشه به ریشه درختان می زند دستان بی مهر آدمیانی است که می خواهند بایگانی بلایای طبیعی و انسانی را برای نابودی این درختان، تکمیل کنند.
گرچه این درختان صبور، مقاوم و همیشه سبز با تشنگی و خساست آسمان کنار آمده بودند ولی به نظر نمی آید این زندگان بی زبان تاب توان در برابر تیغ سودجویان را داشته باشند.
براساس بررسی میدانی خبرنگار ایرنا از منطقه عده‌ای روزگار سخت معیشتی و بدست آوردن پولی برای تامین علوفه دام ها را دلیل تیشه زدن به ریشه این درختان می دانند اما شمار افراد سودجویی که برای مشتی اسکناس نفس گونه های درخت عرعر، بید و ارس را به شماره انداخته بسیار بیشتر است و متاسفانه این روند به نمایشی تکراری اما تلخ تبدیل شده و هر روز شاهد بروز واکنش منفی تعدادی زیادی از علاقه مندان به محیط زیست در فضای مجازی نسبت به قطع این درختان کهنسال در شهرستان مرزی راز و جرگلان هستیم آن هم در شرایطی که این شهرستان مرزی خراسان شمالی حدود دو دهه خشکسالی را پشت سر می گذارد.
میراث کهن منطقه در حال نابودی است
شهردار یکه سعود بخش مرزی جرگلان در خراسان شمالی با تایید قطع درختان کهنسال، گفت: براساس بررسی های صورت گرفته و براساس مشاهدات کارشناسان درختان عرعر، بید و اٌرس که میراث کهن منطقه به شمار می رود در معرض نابودی قرار گرفته است.
جابر خالدی افزود: بسیاری از درختان این منطقه در سایه بی توجهی‌ها در حال نابودی است و کارشناسان بر این باورند که اگر این شرایط ادامه پیدا کند تا سه دهه آینده بسیاری از این ذخایر باارزش را از دست خواهیم داد.

وی ادامه داد: اگر بدون تعارف بخواهم بگویم هم اکنون یک سوم درختان این منطقه نابوده شده اند و ما متاسفانه روزانه شاهد تردد چندین ماشین باری از درختان قطع شده در جاده ها به سمت استان های تهران و گلستان هستیم.
خالدی یادآور شد: اگرچه سعی کرده ایم در منطقه تحت پوشش شهرداری یکه سعود این اقدامات را به حداقل برسانیم ولی در روستاهای دیگر جرگلان یک عده ای برای منفعت شخصی نه تنها درختان کهنسال بلکه درختان مثمر و جوان را نیز را قطع و به چوب بری ها می برند.
وی عدم پلاک کوبی درختان را از موانع قانونی برای برخورد با قطع درختان کهنسال اعلام کرد و اظهارداشت : متاسفانه در این میان قانون بازدارنده ای برای ممنوعیت قطع درختان” عرعر” و” بید” که سابقه ای طولانی در این منطقه دارند، وجود ندارد.
وی با بیان اینکه هم اکنون درخت “عرعر ” درمعرض نابودی است، اظهار داشت: در سال ۹۹ بیش از ۳ هزار انواع نهال عرعر و بید در شهر یکه سعود کاشته شد تا شاید بتوانیم مشکل نابودی این گونه را جبران کنیم.
قطع درختان بدون مجوز جهادکشاورزی ممنوع است
مدیر جهادکشاورزی رازوجرگلان هم با بیان اینکه قطع درختان باغی بدون مجوز جهادکشاورزی ممنوع است، اظهار داشت: برای حفظ و گسترش فضای سبز و جلوگیری از قطع بی رویه درختان، قطع هر نوع درخت و یا نابود کردن آن به هر طریق در باغات و اراضی شخصی ممنوع است.

موسی آهنگری افزود: در مکان هایی هم که درخت ها به تعبیر برخی شهروندان خشک و فرسوده شده است باید پس از بازدید کارشناسان این نهاد به شرط جایگزین شدن درختان، اقدام لازم برای قطع درخت انجام شود.
وی با اشاره به قطع برخی درختان باغی در شهرستان، گفت: برای جلوگیری از قطع بی رویه درختان باغی و اراضی شخصی با فرمانداری شهرستان مکاتبه و به تمامی دهیاری های روستا اعلام شده است که قطع هرگونه درخت باید با هماهنگی جهادکشاورزی و دیگر دستگاه های مربوطه انجام شود.
آهنگری افزود: همچنین جدای از اظهار نظر و کارشناسی های شهرستان باید استعلامات لازم از استان هم دریافت شود.
وی یادآور شد: هم اینک نیز بر اساس قانون با قطع درختان باغی که بدون نظارت های جهاد کشاورزی باشد، برخورد می شود.
وی خاطرنشان کرد: خشکسالی ها در برخی مکان ها بویژه در باغ های دیم، سبب خشک شدن درختان شده است و اگر کسی درخواست قطع درختان باغ را داشته باشند باید با نظارت جهاد کشاورزی نسبت به حذف درختان اقدام کند.

فرمانده یگان حفاظت اداره کل منابع طبیعی خراسان شمالی نیز گفت: نظارت بر قطع درختان دست کاشت در باغات و اراضی شخصی بر عهده جهاد کشاورزی است.
سرهنگ موسی الرضا حیاتی با بیان اینکه درخت گونه اٌرس از گونه های مورد حمایت منابع طبیعی است، افزود: تاکنون تخلفی از قطع و حمل درخت گونه اٌرس در این شهرستان مرزی گزارش نشده است.
وی یادآور شد: با این وجود متاسفانه در خراسان شمالی با قطع چوب درختان باغی مواجه هستیم که در سال جاری یک هزار و ۳۴۵ فقره مجوز از سوی این اداره کل برای حمل چوب های این درختان صادر شده است.

حیاتی افزود: فرمانده یگان حفاظت اداره کل منابع طبیعی خراسان شمالی خاطرنشان کرد: با توجه به افزایش قیمت چوب، درختانی همچون درخت های چنار، توت، گردو، عرعر و بید در باغات استان در حال قطع شدن هستند که چوب آن ها به خارج استان حمل می شود.
وی با اشاره به اینکه مجازات های بازدارنده برای جلوگیری از قطع درختان جنگلی وجود ندارد، تصریح کرد: در حال حاضر مجازاتی که برای قطع درختان وجود دارد، مجازات بهره مالکانه است که بار توقیف شده به نفع دولت ضبط می شود.
حیاتی افزود: از سوی دیگر برای اینکه بار توقیف شده به نفع دولت ضبط شود، باید اثبات شود باری که توقیف شده متعلق به آن فرد بوده است.
خراسان شمالی دارای ۳۰۱ کیلومتر مرز مشترک با کشور ترکمنستان است که بیشتر این مساحت در شهرستان راز و جرگلان واقع است.
این شهرستان سه بخش و ۶ دهستان دارد و ۹۵ درصد جمعیت این منطقه روستایی هستند.
استان خراسان شمالی افزون بر ۲ میلیون هکتار عرصه طبیعی و جنگلی دارد.
