6 آذر ماه سال جاری بود که استاندار خوزستان از آغاز بارش‌های شدید در خوزستان خبر داد و تاکید کرد که استان در آماده باش کامل و جای هیچ نگرانی وجود ندارد.

غلامرضا شریعتی استاندار پرحاشیه خوزستان در نشست فوق‌العاده ستاد پیشگیری، هماهنگی و فرماندهی عملیات پاسخ به بحران خوزستان اظهار کرد: طبق پیش‌بینی هواشناسی، سامانه بارشی از نوع سودانی از شنبه وارد استان می‌شود که بارش‌های قابل‌ملاحظه‌ای برای شهرهای مختلف چه در نائین دست و چه در بالادست سدها به همراه دارد. در شهرهایی مثل اندیکا، مسجدسلیمان، لابی و گتوند بارش‌ها نسبت به جاهای دیگر بسیار قابل ملاحظه خواهد بود.

وی افزود: البته خوشبختانه ظرفیت سدهای خوزستان برای این بارش‌ها مناسبت است به‌گونه‌ای که هم اینک ۹.۹ میلیارد مترمکعب ظرفیت خالی دارند و به همین دلیل مشکل چندانی در این خصوص نداریم.

هواشناسی درست پیش‌بینی کرده‌بود، باران از راه رسید؛ اما مدیریت بحران چه کرد؟

اتفاقات سال گذشته درست مانند سریالی تکراری اتفاق افتاد و زخم خوزستان دوباره تازه شد. تصاویر ارسالی از خوزستان دوباره شهرهای آب گرفته را نشان می‌داد. مردمانخانه به دوش، خانه‌هایی که در آب و فاضلاب غرق گشتند و …

انگار قرار نیست مردمان این دیار روزهای بدون بحران را سپری کنند هنوز زمان زیادی از بی‌آبی و تیترهای هر روزه هوای غبار آلود رسانه ازاین استان تشنه در روزهای گرمتابستان نگذشته که حالا باید هر روز تیترهای آبگرفتی شهرهای خوزستان را شاهد باشیم.

اما چرا این بحران‌های سریالی برای این استان کماکان ادامه دار است؟

نماینده مردم اهواز در مجلس شورای اسلامی تاکید دارد که بدعهدی و سوءمدیریت دستگاه های مسئول در سطح استان خوزستان منجر به تکرار بحرانهایی نظیر آبگرفتگی در سطح استان و فشار بر مردم می شود.

سوءمدیریت منجر به بحران در سطح استان خوزستان شده است

مجتبی یوسفی درباره آخرین وضعیت آبگرفتگی در اهواز و سایر شهرهای خوزستان بیان کرد: بعد از گذشت یک هفته شاهد برطرف شدن این بحران هستیم. اما متاسفانه با توجه به امکانات و ظرفیت های استان خوزستان هر از چندگاهی شاهد بحران هایی هستیم که پذیرش آن برای مردم سخت شده است. در فصل تابستان ما با مشکل تامین آب شرب در ۷۲ روستا روبرو بودیم در حالی که استان دارای ۵ رودخانه بزرگ است.

وی در ادامه اظهار کرد: در فصل بارشها نیز به دلیل نبود زیرساختهای شبکه فاضلاب و آبهای سطحی شاهد بحران سیل در شهرها هستیم. با توجه به تغییرات اقلیمی و افزایش بارندگی ها در سالهای اخیر و نبود زیرساختهای مناسب در سطح استان شاهد بحرانی شدن شرایط زندگی مردم هستیم.

نماینده مردم اهواز در مجلس شورای اسلامی تصریح کرد: متاسفانه دولت نیز به تعهدات خود عمل نکرده است. از ۱۰۰ میلیون یورویی که مقام معظم رهبری با عنایت به استان خوزستان سال گذشته تخصیص دادند با پیگیریهای بنده تنها مبلغ اندکی یک ماه پیش تخصیص یافت. با ادامه این روند مردم با کمترین بارندگی نیز دچار بحران خواهند شد.

یوسفی در پایان تاکید کرد: ستاد مدیریت بحران و وزارت کشور باید پاسخگو باشند چرا که ما هر روز در استان با یک بحران رو برو هستیم. با توجه به تجربه سال گذشته ۵۷ نقطه بحرانی در سطح استان شناسایی و قرار شد نیمی از آنها از سوی شهرداری و نیمی دیگر از سوی آب و فاضلاب استان رسیدگی شود. اما هر کدام از بخشها به تعهدات خود عمل نکردند. ادامه سوءمدیریتها و عدم اولویت بندی منجر به تکرار بحران در سطح استان شده است.

این سطح از فقر باید مایه خجالت مسئولین باشد

البته این موضوع اینبار پای رئیس سازمان بازرسی کل کشور را نیز به خوزستان باز کرد. او با اشاره به فقر بخشی از مردم استان خوزستان گفت: امروز در منطقه کمپ بی (شهرک صباغان بندر امام خمینی) صحنه‌هایی را از زندگی مردم شاهد بودیم که بسیار تأسف‌برانگیز بود. نمی‌دانم آیا فرماندار یا استاندار این مناطق را دیده‌اند!؟ اینکه کنار این‌همه ثروت ملی شاهد این سطح از فقر باشیم باید مایه خجالت مسئولین باشد.

حجت الاسلام و المسلمین درویشیان در ادامه سفر به استان خوزستان به شهرستان ماهشهر و بندر امام خمینی(ره) رفته است بعد از بازدید میدانی از مناطق مختلف، طی نشستی با مدیران این شهرستان و تعدادی از مدیران استان خوزستان در جلسه اداری شهرستان ماهشهر تصریح کرد: مشکلات اساسی استان خوزستان را می‌توان در سه مسئله و موضوع خلاصه کرد که یکی بحث آب و فاضلاب است. علاوه بر شبکه فاضلاب، خود آب شرب هم یکی از مشکلات استان است. برخی مناطق استان و حتی بخش‌هایی از شهر اهواز دارای آب شرب آلوده است که باعث تأسف است. تأمین آب شرب سالم از اولیات حقوق عامه مردم است.

رییس سازمان بازرسی کل کشور با اشاره به مشکلات فاضلاب شهرهای استان گفت: مشکل فاضلاب مختص به اهواز نیست و شهرهای دیگر استان هم با این مشکل مواجه هستند. امروز از شهرهای آبادان و خرمشهر نیز خواسته شده که مشکلات فاضلاب این شهرها را نیز بررسی کنیم. بنابراین باید فکر جدی برای آب آشامیدنی و فاضلاب این استان شود.

وی با بیان اینکه «مشکل اصلی دیگر استان خوزستان بحث اشتغال است» خاطرنشان کرد: دیروز و امروز هر جا برای بازدید رفتیم، اشتغال مطالبه عمومی بود. درحالی‌که مأموریت ما راجع به بحث آب‌گرفتگی است. اشتغال هم از حقوق عامه است. باید زمینه اشتغال برای شهروندان فراهم شود. مخصوصاً در منطقه‌ای که ۲۳ واحد پتروشیمی فعال است که خودش زمینه اشتغال است. ما به بازرسی کل استان گفته‌ایم تا میزان اشتغال بومیان استان در پتروشیمی‌های منطقه را بررسی کنند. به‌کارگیری نیروهای بومی و محلی حتماً باید در اولویت شرکت‌های نفتی و پتروشیمی قرار بگیرند. باید راجع به این مشکل فکر شود. چراکه معنی ندارد در این منطقه شاهد این حجم از بیکاری باشیم.

درویشیان گفت: وظیفه قوه قضائیه و سازمان بازرسی کل کشور بررسی کوتاهی‌ها و قصورها و برخورد قانونی با عاملان این کوتاهی‌ها است ولو آنکه ۱۰ سال از آن گذشته باشد. به‌هرحال آنچه مشخص است اینجا حقوق مردم تضییع‌شده است و عامل این تضییع باید پاسخگوی عملکرد خود باشد.

رییس سازمان بازرسی کل کشور در خصوص راه‌حل رفع این مشکلات هم گفت: راهکار اول این است که باید یک بررسی فوری در مناطقی که یک نمونه‌اش را امروز در بندر امام خمینی(ره) بازدید کرده‌ایم، صورت بگیرد و با کمک منطقه ویژه، بنیاد مسکن، ستاد اجرایی فرمان امام و … با فوریت مشکلات این مناطق حل شود. سازمان بازرسی هم از مرکز اعتبارات استان نظیر عوارض آلایندگی و اختصاص ۳ درصد درآمد نفت را پیگیری می‌کند.

وی ادامه داد: موضوع دیگری که سازمان پیگیری می‌کند، تسریع در پرداخت علی‌الحساب خسارت به خسارت دیدگان سیل با اولویت کسانی که بیشترین خسارت را دیده‌اند، است. قرار شده است بنیاد مسکن این موضوع را دنبال کند و دولت هم امروز مبلغی را پیشنهاد داده که قرار است فردا بررسی شود. البته آن مبلغ دردی از مردم این منطقه دوا نمی‌کند و باید از تمام ظرفیت منطقه هم استفاده شود.

حجت‌الاسلام‌والمسلمین درویشیان همچنین درباره رفع مشکل فاضلاب استان گفت: با توجه به افزایش تورم و گرانی‌های سالانه، مبالغ در نظر گرفته بسیار کم است. باید هم استاندار و هم نمایندگان محترم این استان به‌صورت واحد پیگیری نمایند تا حداقل یک مشکل در یک منطقه برای همیشه برطرف شود. در خصوص آب‌های سطحی هم باید راهکاری اندیشیده شود. در این حوزه حتماً عوارض آلایندگی استان که درصدی از آن باید به شهرداری‌ها اختصاص یابد را از دولت مطالبه می‌کنیم که چرا تاکنون پرداخت‌نشده است.

وی با اشاره به میزان بدهی دولت در خصوص اختصاص ۳ درصد از درآمد نفتی به استان گفت: طبق آماری که به ما اعلام‌شده دولت در سال ۹۷، حدود۴۰ درصد و در سال ۹۸، ۲۰ درصد و امسال تاکنون حدود ۱۲ درصد از آن ۳ درصد درآمد نفتی را به استان پرداخت کرده است. اگر این قانون است و حق مردم است، نمایندگان باید از وزارتخانه ذی‌ربط مطالبه کنند.

درویشیان تأکید کرد که باید مشکلات سکونتگاه‌هایی مانند کمپ بی و چمران حل شود. استاندار و فرماندار باید پیگیری کنند تا مشکلات این مناطق را برطرف کنند. اگر نیاز به اصلاح قانون و مصوبه دولت دارد، باید پیگیری شود. نمی‌شود ۳۰ سال این مردم با این حجم از مشکلات در این مناطق زندگی کنند.

وی در پایان گفت: هدف از این سفر صرفاً بازدید، شنیدن درد و دل مردم و ارائه گزارش نیست بلکه حتماً این موارد مستندسازی شده و همراه با پیشنهادهای اجرایی به مسئولان منعکس می‌شود و حتماً دنبال خواهیم کرد تا این پیشنهادهای اجرایی شوند.

حال باید دید این زخم کهنه خوزستان که هر بار با باران یا خشکسالی دوباره تازه می‌شود یکبار برای همیشه درمان خواهد شد یا نه؟
