احداث جاده کمربند جنوبی برای آینده مشهد ضروری است
احداث جاده کمربند جنوبی یکی از پرحاشیه ترین پروژه های شهری مشهد است که اگر چه تا سال 1396 و قبل ار شروع به کار شورای اسلامی شهر مشهد حاشیه چندانی نداشت و فعال بود اما آن طور که برخی اعضای شورا مطرح کرده اند با شروع به کار شورای اسلامی شهر مشهد حاشیه سازی های برخی افراد آغاز شد اما مخالفان اجرای کمربند جنوبی این مسئله را قبول ندارند.
هفته گذشته در زمان تصویب طرح تفصیلی جنوب شرق مشهد که در شورای شهر تصویب می شد از فاز سوم تا انتهای پروژه که در نزدیکی شهرک ابوذر و ورودی مشهد است قرار بود بررسی شود، اعتراض های طرفداران محیط زیست باعث شد تا کمیسیون شهرسازی و معماری شورای شهر اجرای ادامه جاده کمربند جنوبی را به نتیجه مطالعات زیست محیطی موکول کند. پیشنهاد محمدهادی مهدی نیا تصویب نشد و شورا اجرای جاده کمربند جنوبی را تصویب کرد.
امکان مداخله شورا در اراضی زکریا وجود ندارد
مهدی‌نیا با اشاره به اینکه ارتفاعات جنوبی جزو حریم محسوب می‌شود و باید جزو کمربند سبز باشد، گفته بود: مصوبه اراضی آبشار به تازگی ابلاغ شده اما اسناد آن هنوز ابلاغ نشده است. باتوجه به اینکه این مصوبه جدیدالتصویب است، این امکان وجود ندارد که در طرح تفصیلی جنوب شرق دوباره روی آن تغییرات ایجاد کرد و به نوعی شورای عالی شهرسازی ما را از تغییر منع کرده است. پروژه آبشار در مجاورت زمین‌های ارتش و پادگان است. پروژه آبشار نیز با این اراضی گره خورده که متاسفانه شورا نمی‌تواند در آن مداخله کند. همچنین در اراضی زکریا با توجه به وجود شرکت توس گستر، واگذاری‌هایی که در آن‌جا صورت گرفته، اراضی مربوط به وزارت راه و شهرسازی، اراضی دولتی و… امکان مداخله شورا وجود ندارد.
رئیس کمیسیون شهرسازی و معماری شورای اسلامی شهر مشهد تاکید کرده است: تنها کاری که ما می‌توانستیم انجام دهیم، تغییر عرض بود تا یک پوسته سبز در آن‌جا شکل بگیرد. پیشنهاد دادیم اگر قرار است کمربند اجرایی شود، کمربند سبز آن از هر طرف ۱۰۰ متر باشد تا این کمربند سبز بتواند آلودگی صوتی و دودی آن‌جا را کنترل کند. این حداقل مداخله ما در آن‌جاست که توانستیم آن را پیشنهاد بدهیم. با توجه به اینکه اراضی زکریا طرح مصوب از شورای عالی معماری و شهرسازی داشته، ما نتوانستیم برای کاربرهای آن‌جا مداخله‌ای داشته باشیم.

مجتبی بهاروند در حاشیه بازدید از پروژه کمربند جنوبی واقع در حوزه جنوب‌شرق مشهد با بیان اینکه بخش عمده از کوه‌بری‌ها و خاکبرداری‌ها در مسیرهای اصلی و اساسی انجام شده است، اظهارکرد: براساس گزارش‌ها، بیش از 3 میلیون مترمکعب حجم کوه‌بری شده و ادامه مسیر هم سطح همواری است که برای احداث و تکمیل آن حداکثر یک میلیون مترمکعب کوه‌بری خواهیم داشت.
بهاروند در ادامه گفت: با توجه به الزامات ترافیکی آینده شهر و همچنین افزایش روزافزون تعداد خودروها بویژه در ورودی های مشهد اعم از باری، سنگین و شخصی، احداث این کمربند و تکمیل آن جزو واجبات و ضروریات است؛ بویژه اینکه دو بزرگراه مشهد-باغچه را به مشهد-چناران متصل می‌کند.

بهاروند با تاکید بر لزوم توجه به بحث‌های زیست محیطی، تصریح کرد: امیدواریم مدیران آینده استان و مشهد بر سر احداث این بزرگراه به جمع‌بندی برسند چراکه تکمیل آن به نفع مردم مشهد و زائران خواهد شد.
