"صبح امروز" به بررسی روند چند ساله صدور کارت ملی هوشمند در استان می‌پردازد؛

سقوط کارت ملی در چاله مواد خام

طرح تعویض کارت ملی و تبدیل آن به کارت ملی هوشمند از سال ۹۱ آغاز شد و سازمان ثبت‌احوال متولی صدور آن بود و قرار بر این شد که تا سال ۹۷ تمام افراد واجد شرایط کارت ملی هوشمند داشته باشند.

به گزارش روزنامه “صبح امروز” براساس آنچه مسئولان مطرح کرده بودند پروژه صدور کارت ملی هوشمند می‌بایست تا پایان سال ۹۷ به اتمام برسد، اما با توجه به مطرح شدن بحث تحریم‌ها با مشکل مواجه شد؛ زیرا تولید  بخش‌هایی از این کارت در خارج از کشور انجام می‌شد و تحریم‌ها دسترسی به برخی از لوازمات مورد نیاز آن را با مشکل روبه‌رو کرد.

پس از آن سازمان ثبت‌احوال اعلام کرد که تولید کارت ملی هوشمند در داخل کشور شروع شده است، اما باز هم صدور آن به اتمام نرسید. بعد از آن اعلام شد که از فروردین ماه ۹۸ کارت‌های ملی قدیمی از درجه اعتبار ساقط خواهند شد و این طرح تا پایان سال ۹۸ به پایان خواهد رسید. این درحالی است که مسئولان سازمان ثبت‌احوال اظهار دارند روند صدور کارت ملی از زمان ثبت‌نام تا تحویل به افراد حداکثر دو هفته زمان می‌برد، اما اکنون با گذشت چندین سال هنوز این پروژه به اتمام نرسیده است.

جمعیت واجد شرایط دریافت کارت ملی هوشمند در استان _که افراد بالای ۱۵ سال هستند،_ ۴ میلیون و ۷۷۱ هزار نفر می‌باشند و تاکنون ۴ میلیون و ۴۲۳ هزار نفر درخواست صدور کارت ملی هوشمند داشته‌اند که این عدد نشان دهنده اقدام ۹۲.۷ درصد از جمعیت استان برای دریافت کارت ملی است

 

به سراغ شهروندان رفتیم تا درخصوص این موضوع با آن‌ها نیز به کفتگو بپردازیم که در این گفتگو به نتایج قابل‌تاملی دست‌یافتیم.

علی در گفتگو با ((صبح امروز)) می‌گوید: بنده حدود ۲ سال است که برای ثبت‌نام کارت ملی هوشمند مدارک خود را تکمیل کرده و تحویل داده‌ام، اما هنوز خبری از صدور کارت ملی من نشده است.

وی با گلایه ادامه می‌دهد:  در عصر حاضر برای چاپ یک کارت این مدت صبر کردن بسیار زیاد است، اگر مسئولین از نیروهای جوان، کوشا و انقلابی استفاده کنند این گونه اقدامات به سرعت انجام می شود‌.

شهروند دیگری در گفتگو با ((صبح امروز)) می‌گوید: بنده در تیرماه سال ۹۸ اقدام به درخواست کارت ملی هوشمند نموده ام، ولی هنوز کارت ملی برایم صادر نشده است.

حسین ادامه می‌دهد:  اگر صدور این کارت‌ها برای سازمان مربوطه مشکل دارد پس چرا مکرراً هشدار می‌دهند که مردم جهت ثبت نام کارت ملی هوشمند اقدام کنند و اگر کارت ملی هوشمند نداشته باشند کارهای اداری‌شان انجام نمی‌شود؟

کامران در گفتگو با ((صبح امروز)) اظهار می‌کند: وقتی که مسئولین نمی‌توانند کارت ملی صادر کنند چرا از مردم پول دریافت می کنند؟ بنده حدود ۲ سال است که برای کارت ملی هوشمند ثبت نام کرده و پول آن را نیز کامل پرداخت کرده ام اما هنوز خبری از کارت ملی نیست.

وی ادامه می‌دهد: متاسفانه به دلیل نداشتن کارت ملی جدید در زمان کار‌های اداری با مشکل مواجه می‌شوم و به دلیل قدیمی بودن کارت ملی،  باید وقت زیادی را هنگام انجام کارهای بانکی هدر بدهم.  دلیل این موضوع چیست و چرا مسئولین پاسخ درستی نمی‌دهند؟

شهروند دیگری نیز در گفتگو با ((صبح امروز)) ابراز می‌کند: حدود سه سال و نیم پیش برای کارت هوشمند ملی ثبت نام کرده‌ام اما تاکنون نسبت به صدور آن اقدامی نشده‌است با پیگیری‌هایی که انجام دادم علت را عدم واردات کارت خام عنوان می‌کنند.

علت تاخیر در صدور تعدادی از کارت‌ها عدم تامین کارت خام است؛ زیرا این کارت از ویژگی‌های بسیار خاصی برخورداراست که در خارج از کشور تولید می‌شد و به دلیل مسائل مربوط به بحث تحریم و همچنین هزینه‌های سرسام‌آور با چالش روبرو شد

 

مهشید ابراز می‌کند: سوال من این‌جاست که مگر خودمان در این زمینه خودکفا نیستیم و کارت بانکی را خودمان تولید نمی‌کنیم پس چرا برای صدور کارت ملی هوشمند مشکل داریم و باید ۳ سال در انتظار صدور یک کارت باشیم؟

امیر در گفتگو با ((صبح امروز)) می‌گوید: بنده بعد از حدود۲ ماه از تاریخ ثبت‌نام، کارت ملی خود را دریافت کردم و مشکلی برایم به‌وجود نیامده‌است اما به نظرم هزینه آن کمی بالا است و شاید دلیل اینکه  گروهی  تا کنون برای ثبت‌نام اقدام نکرده‌اند  هزینه‌های آن باشد.

 

به دلیل درخواست شهروندان وبا توجه به گفتگویی که با آنان داشتیم برای پیگیری وضعیت صدور کارت ملی در استان به سراغ معاون فناوری، اطلاعات و آمار جمعیتی سازمان ثبت‌احوال استان رفتیم تا جزئیات روند این طرح را از زبان وی بشنویم.

اقدام ۹۲.۷ درصد جمعیت استان برای دریافت کارت ملی هوشمند

محمد‌رضا محسنی در گفت‌وگو با “صبح امروز” می‌گوید: جمعیت واجد شرایط دریافت کارت ملی هوشمند در استان_ که افراد بالای ۱۵ سال هستند_، ۴ میلیون و ۷۷۱هزار نفر می‌باشند و تاکنون ۴ میلیون و ۴۲۳ هزار نفر درخواست صدور کارت ملی هوشمند داده‌اند. چنین عددی نشان‌دهنده این است که ۹۲.۷ درصد از جمعیت استان اقدام به دریافت کارت ملی هوشمند کرده‌اند. براساس بررسی‌ها ۳۴۸ هزار نفر هیچ اقدامی برای دریافت کارت ملی هوشمند خود نکرده‌اند.

دلایل تاخیر در صدور کارت ملی هوشمند چیست؟

وی در خصوص چرایی عدم صدور کارت ملی برخی از افراد پس از گذشت چند سال توضیح می‌دهد: از مجموع ۴ میلیون و ۴۲۳ هزار نفری که تا کنون برای دریافت کارت ملی هوشمند خود اقدام کرده‌اند، ۳ میلیون و ۱۰۳ هزار کارت صادر و به افراد تحویل داده شده‌ است. علت تاخیر در صدور تعدادی از کارت‌ها عدم تامین کارت خام است؛ زیرا این کارت از ویژگی‌های بسیار خاصی برخوردار است که در خارج از کشور تولید می‌شد و به دلیل مسائل مربوط به بحث تحریم و همچنین هزینه‌های سرسام‌آور با چالش روبرو شد.

محسنی ادامه می‌دهد: پس از به وجود آمدن این مشکلات، سازمان ثبت احوال اقدام به بومی‌سازی این کارت‌ها کرد و یکی از دلایل تاخیر در صدور کارت‌ها نیز همین موضوع قطع واردات کارت‌ خام بود. از آنجایی که بومی‌سازی این محصول زمان‌بر بود، کمی به طول انجامید. خوشبختانه اکنون کارت ملی بومی شده‌ است و شرکت‌های داخلی در حال تولید آن هستند، اما به دلیل اینکه برای تهیه مواد خام آن به خارج وابسته هستیم، همچنان نتوانسته‌ایم ظرفیت تولید را به میزان مورد نیاز برسانیم تا بتواند به سرعت پاسخگوی نیاز افراد باشد. جای امیدواری است که با تامین هزینه‌ها، تولید کارت در سال جاری آغاز شده و پس از صدور به مردم تحویل داده خواهد شد.

۴۸ هزار کارت ملی در انتظار صاحبان خود

وی با بیان اینکه “حدود ۴۸ هزار کارت در دفاتر پیشخوان و ادارات ثبت‌احوال آماده تحویل دادن است” تشریح می‌کند: با وجود اینکه به شماره‌های تلفن همراه این افراد پیغام فرستاده شده‌، اما هنوز جهت دریافت کارت خود اقدام نکرده‌اند. باید توجه داشت این کارت‌ها پس از مدت‌ زمان ۶ ماه ابطال می‌شود و اقدام برای دریافت مجدد آن موجب اتلاف زمان و هزینه خواهد شد.

حدود ۴۸ هزار کارت آماده تحویل در دفاتر پیشخوان و ادارات ثبت‌احوال موجود است و با وجود اینکه به گوشی تلفن همراه این افراد پیغام فرستاده شده‌است، اما هنوز جهت دریافت آن اقدام نکرده‌اند

 

معاون فناوری، اطلاعات و آمار جمعیتی سازمان ثبت‌احوال استان توضیح می‌دهد: سازمان ثبت‌احوال برای جلوگیری از ایجاد مشکل برای افرادی که فاقد کارت ملی هوشمند هستند در زمان ثبت‌نام رسید‌ی به آن‌ها ارائه داده است. گفتنی است در ابلاغیه سازمان ثبت‌احوال این رسیدها به منزله کارت‌ ملی هوشمند هستند و در تمام سازمان‌های دولتی و غیر‌دولتی قابل‌ استفاده‌اند. همچنین شماره رهگیری درج شده بر‌ روی رسید، نقش شماره‌ سریال کارت هوشمند را ایفا می‌کند؛ بنابراین با درنظر گرفتن چنین تمهیداتی مردم نباید برای انجام کار‌های اداری خود با مشکل مواجه شوند.

ثبت‌احوال هیچ اختیاری در هزینه صدور کارت‌ها ندارد

وی در خصوص گلایه برخی از افراد در مورد هزینه صدور این کارت، ابراز می‌کند: هزینه‌های صدور کارت ملی هوشمند، قانونی و مصوب مجلس شورای اسلامی‌ است و هر ساله در قانون بودجه مصوب شده و به حساب خزانه کشور واریز می‌شود؛ بنابراین سازمان ثبت‌احوال هیچ اختیاری در تعیین این قیمت‌ها ندارد. با این وجود با نهاد‌های مردمی مانند کمیته امداد و بهزیستی هماهنگی‌هایی صورت گرفته تا هزینه صدور‌ کارت ملی افراد تحت پوشش سازمان خود را تقبل کنند. درواقع مدیرکل کمیته امداد استان هزینه صدور کارت ملی هوشمند تمام این افراد را پرداخت می‌کند.

کاربرد‌های کارت ملی هوشمند

محسنی با بیان اینکه “کارت ملی هوشمند با ارائه سه کاربرد اصلی “شناسایی، تصدیق هویت و امضای دیجیتال” این امکان را فراهم می‌کند تا بتوان از کارت به عنوان یک ابزار چندکاره استفاده کرد” می‌افزاید:  به کمک کارت ملی هوشمند این امکان فراهم می‌شود تا کاربردهای مختلف در کنار هم و روی یک کارت قرار گیرند. این کاربردها را می‌توان در زمان صدور یا بعد از صدور روی کارت قرار داد و دارنده کارت فقط امکان دسترسی به اطلاعات مربوط به خودش را دارد.

نمی‌توان کارت ملی هوشمند را جعل کرد

وی ادامه می‌دهد: این کارت از هفت لایه تشکیل شده‌ که تمام آن لایه‌ها، امنیتی است و با کارت‌های بانکی، کارت پایان‌خدمت و گواهینامه رانندگی بسیار متفاوت است. تنها شباهت این کارت با سایر کارت‌ها بدنه آن است. این کارت جزو پنج کارت اول دنیا است که غیر قابل جعل بوده و تاکنون هیچ جعلی در خصوص این کارت صورت نگرفته‌ است‌.

معاون فناوری، اطلاعات و آمارجمعیتی سازمان ثبت‌احوال خراسان رضوی یادآور می‌شود: این کارت قابلیت ذخیره اطلاعات و ارتباط با سامانه‌های ثبت‌احوال را دارد و در مکان‌هایی که به سامانه ثبت‌احوال متصل بوده و کارت‌خوان داشته‌باشند، می‌توانند ارتباط آنلاین و مستقیم با سامانه ثبت‌احوال برقرار کنند و می‌تواند جایگزین بسیاری از کارت‌های موجود در کشور باشد. همچنین  ۲۱ اپلیکیشن بر‌ روی این کارت طراحی شده‌ و بعد از اینکه کارت‌ها فعال و کاربردی شوند قابلیت استفاده از تمام موارد فوق وجود‌ خواهد داشت.

Eyebrow Tint Tattoo Brow Maybelline I have tried this product and I don’t think you get the full effect if you are washing it off. I had no trouble peeling it off. I did have it on a bit thicker than you, though. What I found is it doesn’t tint your hairs, it dyes the skin where there is no hair and this is what I needed as my brows are very patchy (almost non existent). My only complaint is that it was a bit orangey red after the first day. I bought the dark brown. I have also had the micro blading done about three years ago. It cost AUD900 and didn’t last as long as I thought it should for the money, but they did look good.
