بعد از اتفاقات جنجالی ماه‌های آغازین مجلس یازدهم، بخاطر بعضی از اظهارنظرهای عجیب و حتی انتقادهای برخی از نمایندگان در رای گیری‌ها بود که دو موضوع «شفافیت آرای نمایندگان» و نحوه عملکرد «هیئت نظارت بر رفتار نمایندگان» دوباره بر سر زبان‌ها افتاد. در همین رابطه روز گذشته عضو کمیسیون تدوین آیین نامه داخلی مجلس از تصویب کلیات طرح شفافیت آراء نمایندگان خبر داد.

به گزارش روزنامه «صبح‌امروز» علیرضا سلیمی با اشاره به نشست روزگذشته کمیسیون تدوین آیین نامه داخلی مجلس گفت: ادامه بررسی طرح شفافیت آرای نمایندگان در دستور کار جلسه امروز کمیسیون تدوین آیین نامه داخلی قرار گرفت. پس از بحث و بررسی، کلیات این طرح به تصویب اعضای کمیسیون رسید.

این عضو هیات رئیسه مجلس بیان کرد: ورود به جزییات و بررسی مواد این طرح به نشست بعدی موکول شد.

همچنین روزگذشته رییس هیئت نظارت بر رفتار نمایندگان در مجلس با بیان اینکه مجلس هر گونه گزارش علیه نماینده را حتی بدون داشتن شاکی پیگیری خواهد کرد، گفت: گاه نماینده موضوعاتی را علیه قرارداد‌های بین‌المللی مطرح و تا آنجا پیش می‌رود که امنیت ملی را هم خدشه‌دار می‌کند، هیئت درباره این موارد بی‌تفاوت نخواهد بود.

قاضی‌زاده هاشمی: بیش از ۶۰ پرونده پیش از این در هیئت نظارت تشکیل شده و در دست بررسی است، اما در مجلس یازدهم هم تاکنون چند پرونده تشکیل شده که مربوط به اظهار نظر برخی نمایندگان است

 

میزان نوشت: امیرحسین قاضی‌زاده هاشمی با اشاره به رویکرد مجلس یازدهم درباره قانون «هیئت نظارت بر رفتار نمایندگان»، گفت: کمیته‌ای برای اصلاح قانون نظارت بر رفتار نمایندگان تشکیل شده است تا مشکلات گذشته در این قانون رفع شود.

وی با اشاره به اینکه هر چند قانون نظارت بر رفتار نمایندگان ایراداتی داشت، اما استفاده ناصحیح از آن در دوره دهم مجلس سبب بروز تخلفات فراوانی شد، تصریح کرد: رویه دوستان اینگونه بود که حتماً بایستی از نمایندگان شکایتی می‌شد تا به تخلف رسیدگی شود.

رییس «هیئت نظارت بر رفتار نمایندگان» ادامه داد: در قانون نظارت بر رفتار نمایندگان آمده است که گزارش‌ها درباره نمایندگان لزوماً نیاز به شاکی ندارد و هیئت نظارت مجلس موظف است هرگونه گزارش علیه نماینده را رسیدگی و صحت آن را استخراج کند و در صورت مطابقت با واقعیت بررسی آن را در دستور کار قرار دهد.

قاضی‌زاده هاشمی تأکید کرد: در این راستا سه قسم شکایت علیه نمایندگان صورت می‌گیرد، یا شکایت به مقام قضائی است که هیئت نظارت مورد سؤال قرار می‌گیرد که باید روشن کند رفتار یا گفتار نماینده در حیطه کار نمایندگی بوده یا خیر؛ برخی شکایت‌ها هم مستقیماً به هیئت نظارت می‌آید و دسته سوم نیز درباره گزارش‌هایی علیه نمایندگان است که هیچ شاکی ندارد و متأسفانه پیش از این در هیئت نظارت به این دسته از گزارش‌ها اعتنایی نمی‌شد.

وی با بیان اینکه مجلس یازدهم مطابق قانون هر گونه گزارش علیه نماینده را حتی بدون داشتن شاکی نیز پیگیری خواهد کرد، گفت: گاه نماینده‌ای موضوعاتی را علیه منافع ملی مطرح و تا آنجا پیش می‌رود که قرارداد‌های بین‌المللی را هم خدشه‌دار می‌کند و به آن ضربه می‌زند که نمونه آن را در مورد قرارداد ایران و چین رخ داد لذا هیئت نظارت بر رفتار نمایندگان درباره این موارد بی‌تفاوت نخواهد بود.

وی افزود: هیئت نظارت بر رفتار نمایندگان موظف است چنین موضوعاتی را تبدیل به گزارش کرده و براساس اطلاعات شورای عالی امنیت ملی با مسببان ماجرا برخورد کند.

رییس «هیئت نظارت بر رفتار نمایندگان» با بیان اینکه این هیئت همچنین وظیفه سنگینی در صیانت از جایگاه نمایندگان برعهده دارد، بیان داشت: در صورتی که دستگاه‌های امنیتی و اطلاعاتی و حتی شورای نگهبان گزارشی علیه نماینده‌ای داشتند، هیئت نظارت موظف است نماینده را در جریان قرار دهد تا با اخذ اسناد و توضیحات وی بتواند از جایگاه نمایندگی حفاظت و صیانت کند.

وی افزود: قانون به هیئت نظارت بر رفتار نمایندگان این مجوز را داده تا نام نمایندگان بی‌انضباط را برای قرائت در صحن مجلس و یا تذکر شفاهی درجلسه غیرعلنی به هیئت رئیسه ارائه کند که متأسفانه از این ظرفیت استفاده نمی‌شد، اما در این دوره تلاش می‌کنیم از تمام ظرفیت قانون برای ضابطه‌مند کردن نمایندگان استفاده کنیم.
