شهردار مشهد در دومین گفت وگوی زنده اینستاگرامی با شهروندان اعلام کرد؛

اجرای تونل بولوار نماز پس از آماده شدن پیوست زیست محیطی

شهردار مشهد در پاسخ به درخواست شهروندان برای اجرای تونل در انتهای بولوار نماز گفت: برای اجرای این تونل در حال انجام مطالعات زیست محیطی هستیم و در صورت مثبت بودن این مطالعات، عملیات اجرای تونل بولوار نماز را آغاز خواهیم کرد.

به گزارش صبح امروز، محمدرضا کلائی در دومین گفت‌وگوی زنده خود با شهروندان در صفحه شخصی اینستاگرامش افزود: در مطالعات زیست محیطی مشخص شد مسیر تونل بولوار نماز مانند تونل نیایش در تهران به چشمه برخورد می‌کند، بنابراین آغاز عملیات برای تهیه پیوست زیست محیطی به تعویق افتاده است.
وی اضافه کرد: اگر در مطالعات زیست محیطی راهکارهایی برای حفظ چشمه ها پیدا شود این پروژه از موارد مورد علاقه من نیز است و پیگیر هستیم تا درصورت امکان اجرا شود.

5ماه  است که الیت پولی از شهروندان کسر نمی‌کند

کلائی در پاسخ به سوال یکی دیگر از شهروندان درخصوص پارک حاشیه ای الیت نیز اظهارکرد: از ابتدا الیت بنا به ضرورت و ایجاد نظم ترافیکی شکل گرفت تا جای پارک موقت برای شهروندان در کنار خیابان ایجاد شود.
شهردار مشهد با بیان این که در الیت موضوعاتی مانند دریافت پول توسط پارکبان آزار دهنده بود، تصریح کرد: برای جلب رضایت شهروندان و حل آن به سراغ الکترونیکی شدن پرداخت ها رفتیم لذا اکنون در بیشتر موارد شارژ و استفاده از الیت به صورت خوداظهاری توسط شهروندان انجام می شود.
وی با اشاره به این که به دلیل شیوع ویروس کرونا حدود 5 ماهی است که هزینه الیت به استثنا دو معبر پرتردد کسر نمی شود، گفت: در مجموع مسیرهایی که الیت در آن اجرا می شود مسیرهای پر ترددی هستند و تقاضای پارک حاشیه ای برای آن زیاد است.

 راه اندازی بانک ایده

کلائی در ادامه با اشاره به درخواست شهروندی برای راه اندازی بانک ایده گفت: در دوره مهندس پژمان سامانه ایده شهر راه اندازی شد،که شهروندان از این طریق ایده های خود را در اختیار مدیریت شهری قرار می دادند، فرض هم بر این بود که این سامانه همچنان فعال است اما مشخص شد که چند سال پیش غیر فعال شده لذا از حوزه مدیریت و تحول سازمانی خواسته ام تا دوباره این سامانه راه اندازی شود که به زودی این کار انجام خواهد شد.
شهردار مشهد در پاسخ به پیام یکی دیگر از شهروندان در خصوص روشنایی کم معابر نیز تصریح کرد: در مجموع موضوع روشنایی معابر در حیطه وظایف شرکت برق است و شهرداری تنها در برخی از خیابان های پرتردد اقدام به گذاشتن پایه چراغ با کیفیت تر می کند، اما با این حال موضوع روشنایی کم معابر فرعی را از سوی شرکت برق پیگیری می کنیم.

کوه پارک محل جولان خودروها نیست

وی در پاسخ به انتقاد شهروندی در خصوص شکست پروژه کوه پارک و تبدیل شدن این منطقه به محلی برای جولان خودروها خاطرنشان کرد: فکر نمی‌کنم کوه‌پارک به محل جولان خودروها تبدیل شود چون تعداد سرعت گیرهای آن زیاد است.
وی درخصوص اجرای ادامه پارک چهل بازه نیز تصریح کرد: پروژه پارک چهل بازه را قطعا اجرا خواهیم کرد و عملیات اجرایی آن از دو هفته آینده آغاز خواهد شد.
کلائی اضافه کرد: این پارک با توافق ما و مالکین اجرا شد اما به دلیل آنکه بخشی از این مالکین تعاونی هایی با اعضای زیاد هستند، این پروسه زمان بر بود.
کلائی در خصوص تغییر وضعیت و استخدام در شهرداری نیزگفت: همانطور که هفته پیش اعلام کردم از بهمن ماه تغییر وضعیت تا تعیین تکلیف قانون ممنوع شده است و هیچگونه آزمون استخدامی نیز از سوی وزارت کشور برگزار نشده است.

بلند مرتبه سازی تابع طرح های تفصیلی است

کلائی در پاسخ به این موضوع که روند دریافت پروانه ساختمانی زمانبر است نیز تصریح کرد: با برنامه ریزی هایی که انجام شده از هفته آینده وحدت رویه حاکم می‌شود که این موضوع بروکراسی را در بین مناطق کمتر می کند.
شهردارمشهد، اضافه کرد: از همکاران شهرسازی قول گرفتیم 15 آبان ماه سیستم ثبت به صورت آنلاین فعالیت کند که انقلابی در این حوزه خواهد بود.
وی ادامه داد: در بلند مرتبه سازی تابع طرح تفصیلی هستیم و هرجا که طرح ها اجازه بلند مرتبه سازی را داده باشند نسبت به ارائه مجوز اقدام خواهیم کرد لذا برای این موضوع باید منتظر تصویب طرح های تفصیلی باشیم.
وی در پاسخ به شهروند دیگری درخصوص افزایش اکران های شهری جهت اطلاع رسانی به مردم برای پیشگیری از شیوع کرونا نیز گفت:طی نظرسنجی‌ها مشخص شد بیلبوردهای مرتبط با کرونا بر روی مردم تاثیرگذار نبوده است بنابراین تصمیم گرفتیم هزینه شهر را هدر ندهیم.
وی افزود: در بحث اطلاع رسانی دانشگاه علوم پزشکی پیشنهاداتی را داده است که در حال طراحی و کار روی آن هستیم.

اجرای 13 کیلومتر مسیر دوچرخه در بولوار نماز

کلائی در پاسخ به یکی دیگر از شهروندان که خواستار ایجاد مسیر دوچرخه در بولوار نماز بود اظهارکرد: بولوار نماز، بولوار بسیار خوبی است و در بلند مدت بسیار بهتر از این خواهد شد، معتقدم برای دوچرخه سواری نیز بسیار مناسب است.
شهردار مشهد با بیان این که 13 کیلومتر مسیردوچرخه سواری از بولوار نماز تا ملک‌آباد اجرا خواهد شد تصریح کرد: این مسیر از تقاطع هاشمیه به شهید ناصری خواهد رفت و بعد به میدان کاوه و دور باغ ملک آباد متصل می شود که طبق زمانبندی این طرح تا عید به اتمام خواهد رسید.
وی اضافه کرد: نکته قابل توجه این است که مجموع خطوط دوچرخه سواری اجرا شده در سال 98 به اندازه تمام سال های قبل بوده است.
وی در پاسخ به سوال دیگری از سوی شهروندان در خصوص تعیین تکلیف اراضی فرهنگیان در بولوار شاهنامه نیز خاطرنشان کرد: اراضی تعاونی فرهنگیان در محدوده بولوار شاهنامه در حریم میراث فرهنگی است و تصویب طرح راهبردی توس نیز امکان ساخت وساز را در این اراضی امکان پذیر نخواهد کرد.
کلائی در خصوص انتقاد یک شهروند برای وضعیت رسالت و جاده سیمان نیز گفت: این موضوع را قبول دارم که جاده سیمان وضعیت مناسبی ندارد و برای بهبود وضعیت آن تلاش می‌کنیم.
شهردار مشهد افزود: قرار است که از خیابان رسالت به بولوار طبرسی شمالی بولواری احداث شود که این موضوع مربوط به چند سال قبل است ما برای اجرای این بولوار با بزرگ مالکان به توافق رسیده ایم اما 289 پلاک باید در مسیر تملک شود که متاسفانه حاضر به فروش به قیمت کارشناسی نیستند و ما نیز در حال حاضر علاقه ای نداریم که از ماده 9 برای تملک این اراضی اقدام کنیم.

شهردار مشهد درخصوص وضعیت بدهی به پیمانکاران نیز تاکید کرد: خوشبختانه در وضعیت اقتصادی فعلی بدهکاری ما به پیمانکاران زیاد نیست و مانند گذشته مطالبات چندین ساله نداریم.
شهردارمشهد در پاسخ به پیام دیگری درخصوص افزایش دسترسی‌های کوه‌پارک اظهارکرد: افزایش مسیرهای دسترسی به کوه پارک در حال مطالعه است و به زودی دسترسی‌های آن زیاد می شود.
وی در خصوص اراضی چراغچی۱۳، و احداث تقاطع غیر همسطح ابوطالب نیز گفت: اراضی رها شده در این محل تبدیل به فضای سبز می شود و اکنون نیز پروژه احداث پل غیر همسطح در این محل در حال اجرا است که پلاک های معارضی در مسیر آن قراردارند ما به دنبال توافق با مالکان هستیم اما اگر رضایت ندهند برای حفظ حقوق مردم از ماده ۹ استفاده می کنیم و از دادستان هم می‌خواهم در این زمینه با ما همکاری کنند.
