بافت های ناکارآمد شهری از ایمنی لازم برخوردار نیستند
نود و هفتمین اجلاس شهرداران کلانشهرهای کشور شامل تهران، مشهد، شیراز، قم، اصفهان، اهواز، تبریز و کرج مدت یک روز در مشهد برگزار شد
افشانی ، شهردار تهران در این نشست گفت: مساله لایحه درآمد پایدار شهرداری ها، برای پیشگیری از شهرفروشی و برای پیشگیری از تخریب شهر ها بخاطر درآمدی که عمدتا با عوارض پروانه ساخت عاید می گردد؛ حاکم است . خوشبختانه دولت لایحه درامد پایدار شهرداری هارا تصویب کرده که امیدوارم مجلس هم این لایحه را تصویب کند چراکه با تصویب این لایحه در مجلس درامد پایدار شهرداری ها افزایش پیدا خواهد کرد ودر آینده نگران این نیستیم که بخواهیم با فروختن شهر درامدی بدست آوریم تا خدماتی را به مردم عزیز شهرها داشته باشیم
وی در ادامه در رابطه با مساله باز آفرینی بافت های ناکارآمد شهری اظهار کرد: امروز یکی از مهمترین شاخصه های زیست پذیری شهرها، موضوع ایمنی شهر است وایمنی هم به لحاظ ساختمانی که مردم در ان زندگی می کنند وهم به لحاظ فضای شهری که وجود دارد و یا به عبارتی امنیت عبارت از ایمنی فیزیکی و اجتماعی است ویکی از مهمترین شاخصه های زیست پذیری موضوع ایمنی در شهر ها است. بافت های ناکارآمد شهری متاسفانه از ایمنی لازم برخوردار نیستند. بطوریکه اگر یک تکانه یا زلزله ای بالاتر از شش ریشتر، خسارت جبران ناپذیری به بافت های ناکار آمد وارد می سازد. به همین دلیل این جزء یکی از دغدغه های اصلی شهرداران به خصوص شهرداران کلانشهر هاست.
افشانی افزود:یکی از مهمترین برنامه های آقای رییس جمهور در سال نود وهفت بحث باز آفرینی بافت های ناکارامد شهری است که در حوزه ساختمان ونوسازی ساختمان تحت عنوان مسکن امید نامگذاری شد اما درکنار ان توسعه پایدار محلات دستور کار بود که علاوه برنوسازی ساختمان ها بایستی خدمات عمومی در بافت هاب ناکارامد شهری ایجاد شود. خدماتی ازقبیل حمل ونقل عمومی، ایجاد فضای سبز، مراکز تفریحی، ویا احداث کتابخانه ها که اهمیت ویژه ای دارند.
نوسازی ناوگان حمل ونقل در دستور کار دولت
شهردار تهران در رابطه با نوسازی ناوگان حمل ونقل عمومی عنوان کرد: مصوبه دولت این است که 50 درصد هزینه این ناوگان را دولت پرداخت کند.20 درصد را مالکان و 30 درصد هم وامی است که به مالکان این خودروها بخصوص اتوبوس ها ومینی بوس های شهری واگذار می شود. علیرغم شرایط نسبتا دشواری که درحوزه اقتصادی مواجه هستیم اما این برنامه خیلی خوبی که یک ضرورت هست بخصوص برای کلانشهر ها وشهرهای بزرگی که آلودگی هوا چالش جدی آنهاست.
وی درادامه خاطرنشان کرد: باید از دولت بابت لایحه درآمد پایدار شهرداری ها، صمیمانه تشکر کنم واین لایحه متفاوت از لایحه مالیات بر ارزش افزوده است که امروز در کمیسیون اقتصاد مجلس مراحل نهایی خود را طی می کند. ودولت در این لایحه با نگاه مثبت سهم شهرداری ها را افزایش داد و هیچ دلیلی هم نمی بینیم که مجلس بخواهد آن را کاهش دهد. دولت چون نگرانی های شهرداری هارا می داند برای تصویب این لایحه پیش قدم شد.
شهردار تهران در ادامه عنوان کرد: امسال خوشبختانه در کانون بودجه یکصدهزار میلیارد تومان برای دیونی که دستگاه مختلف دارند، پیش بینی شد که اگر دستگاهی اعم از شهرداری یا غیر شهرداری ویا حتی بخش خصوصی از دولت طلبکار باشد و از طرفی هم به سیستم بانکی بدهکار باشد، این را بانک مرکزی می پذیرد که بدهی دولت به شهرداری را تقبل بکند.اما اختلاف نظری که وجود داردی این است که بخشی از مقادیری که شهرداری ها بعنوان طلب خود از دولت به حساب می آورند. از طرف دولت به دلیل عدم تطابق با مستندات کانونی که مدنظرش است، نمی پذیرد.
دیون در حال بررسی
افشانی گفت: جلسه ای بین ما ودکتر نوبخت به همراه معاونین دوطرف برگزار شد. و اکنون دو نفر از ما، یک نفر از سازمان برنامه بودجه ویک نفر هم از خزانه در حال بررسی هستند وفقط مقادیری که ما به لحاظ قانونی طلبکار هستیم را تایید می کنند واتفاقا دولت با نگاه مثبت به این مساله می نگرد واینطور نیست که بخواهد مقابله کند منتها بایستی این مبالغ به لحاظ قانونی اثبات شود. وهمه این ها اکنون در حال بررسی حقوقی وکانونی است.
او درادامه در مجموع نگاه مثبتی در نهاد های تصمیم گیری راجع به کلانشهر ها وجود دارد با توجه به اینکه بخش قابل ملاحظه ای از جمعیت کشور در کلانشهر هاست ومعضلات خاص وچالش های خاص خود را دارد.در شرایط کنونی که وضعیت منابع شهرداری ها با محدودیت های فراوانی روبروست واکثر شهرداری ها هم بدهی بالایی دارند تنها راهی که ما بتوانیم به خوبی از این مشکلات وچالش ها عبور کنیم حضور مردم استف یعنی همه مردم بایستی به مجموعه خانواده بزرگ شهرداری ها اعتماد کرده و در امر توسعه عمران شهر برای بهبود وضعیت کنونی، مشارکت کنند. واین یک رابطه دوطرفه است بین مردم وشهرداری ها کهمشارکت هردو وضعیت می تواند بهتر از گذشته سامان یابد.
در زمینه بدهی دولت ناشی از انتشار اوراق مشارکت مشکلی وجود ندارد
قاسم تقی زاده خامسی شهردار مشهد هم در این نشست خبری بیان کرد: اختلاف شهرداری ها با دولت در موضوع تسویه بدهی هایی است که از سوی دولت پذیرفته نشده و در حد ادعا از سوی شهرداری ها است به عنوان نمونه دستگاه های اجرایی ساختمان هایی در شهر ساخته اند اما هنوز پایان کار دریافت نکرده اند لذا بدهی این موارد از سوی دولت تا ارائه اسناد مورد قبول پذیرفتنی نیست که بدهکاری ناشی از این موارد باید توسط شهرداری ثابت شود و به تایید ذی حساب دستگاه های اجرایی مربوطه برسد. وی در ادامه گفت: این امر توسط شهرداری ها در حال پیگیری و رسیدگی است و در زمینه بدهی دولت ناشی از انتشار اوراق مشارکت مشکلی وجود ندارد و دولت در تسویه این بدهی ها همکاری لازم را دارد و سهم 50 درصدی خود را پرداخت می کندوشهرداری مشهد سال گذشته پنج هزار میلیارد ریال بابت انتشار اوراق مشارکت از دولت دریافت کرد.وی در باره ساخت زائرسراهای ارزان قیمت نیز اظهار داشت: ساخت این زائرسراها در مشهد چند سالی است که دنبال می شود و برای استانهایی که زمین از شهرداری تحویل گرفته اما اقدام به ساخت نکرده اند اخطار صادر می شود.خامسی با بیان اینکه کلانشهر مشهد سالانه پذیرای بیش از بیست وهفت میلیون زائر است اظهار کرد: کلانشهر ها با مشکلات گوناگون نظیر ترافیک، مشکلات زیست محیطی و کمبود منابع و درآمدهای پایدار مواجهند که باید از طریق تبادل تجربیات و هم اندیشی برای رفع آنها راهکار ارائه کرد.شهردار مشهد در باره مصوبه منع بکارگیری بازنشستگان نیز افزود: این مصوبه هنوز به تصویب شورای نگهبان نرسیده و ما قانونمند هستیم و به قانون تن می دهیم.
