مردم توانایی برای پرداخت اقساط وام را ندارند
مدیر بنیاد مسکن انقلاب اسلامی شهرستان کلات گفت: مردم برای واحدهای فرسوده خود باید وام دریافت کنند که اهالی شهرستان، برای پرداخت اقساط آن با مشکل مواجه هستند.
یدالله افروزی درباره مسکن بخش زاوین شهرستان کلات افزود: تعداد واحدهای با دوام این بخش 1058 واحد، 873 واحد نیمه بادوام و همچنین 1106 واحد کم دوام و مخروبه است و از این تعداد واحدی که عنوان شد توانستیم در دهستان زاوین و دهستان بسا کوه که جزء حوزه بخشداری زاوین است در 25 روستا با جمعیت 3068 خانوار تعداد تسهیلاتی که میان مردم توزیع شد، 823 واحد است.
وی ادامه داد: مابقی واحدهایی که تاکنون به صورت فرسوده باقی مانده به چند دلیل عمده است که یکی از آنها تعداد بسیار کم و محدود بانکهای عامل در شهرستان است و مردم برای دریافت وام بایستی به بانکهای عامل شهر مشهد رجوع کنند، دوری راه با بُعد مسافت 160 کیلومتر از کلات به مشهد و نیز بنیه ضعیف مالی مردم است که میگویند «اگر ما این وام را دریافت کنیم برای پرداخت اقساط با مشکل مواجه میشویم.»
مدیر بنیاد مسکن انقلاب اسلامی شهرستان کلات با بیان اینکه بالا بودن هزینههای پروانه، حق نظارت و هزینههای دفترخانه که مردم به جهت دریافت وام به آن محل معرفی میشوند و عامل بسیار مهم دیگر، نبود مصالح بومی و غیر بومی از مشکلات موجود است، عنوان کرد: کلات از جمله شهرستانهایی است که حتی یک کوره آجر پزی ندارد و عامل کوهستانی بودن و عدم سرمایه گذاری مردم در روستا نقش بسیار زیادی در بحث عدم مقاوم سازی واحدهای مسکونی دارد.
وی در پاسخ به سوالی مبنی بر اینکه چه تعداد واحد مقاوم سازی نشدند، تصریح کرد: از 1183 واحد، 823 واحد مقاومسازی شده و مابقی واحدها باقی مانده و برنامه ما برای تعداد واحد باقی مانده به این صورت است که سالانه در سطح شهرستان 300 واحد سهمیه وجود دارد که اگر بانکها بتوانند در بعضی مسائل پرداخت تسهیلات به صورت زنجیرهای که تاکید دولت است را انجام دهند، مشکلات تا حدودی مرتفع میشود اما متاسفانه این اقدام از سوی تعدادی از بانکها بسیار کم و نادر اتفاق میافتد.
افروزی خاطرنشان کرد: با پیگیریهایی که در سال جاری صورت گرفت توانستیم تعداد بسیار زیادی از وامها را به صورت زنجیرهای انجام دهیم چراکه اگر وامها به صورت زنجیرهای باشد مردم بیشتر به سمت ساخت و ساز روی میآورند زیرا به لحاظ ضمانت با مشکلاتی مواجه هستند و سطح شهرستان چند نفر کارمند وجود دارد که بخواهند ضامن تمامی مردم شوند، به همین دلیل اگر ضمانتها زنجیرهای باشد پرداخت وام و دریافت آن برای مردم راحتتر خواهد بود.
وی در خصوص بحث تجمیع روستاهای این شهرستان، اظهار کرد: بحث تجمیع روستاها در کلات زیاد موفق نبوده چراکه اگر زیر ساختهایی مانند آب، برق، گاز و طرحهادی را اجرا نکنیم مطمئن باشید این اقدام موفقیتآمیز نخواهد بود بنابراین برای این که این موضوع اتفاق بیافتد بایستی زیر ساختها آماده شود.
مدیر بنیاد مسکن انقلاب اسلامی شهرستان کلات عنوان کرد: روستا ژرف بخش زاوین شهرستان کلات یکی از روستاهایی است که قرار بود جا به جا شود اما با توجه به اینکه جایی برای آن منطقه پیدا نشد و از طرفی هم مردم سرمایه و باغاتشان در این روستا است و این مسئله تاثیرگذار خواهد بود و باعث میشود که مردم ترجیح دهند در آن روستا سکونت داشته باشند .
