طرح تفصیلی پیشنهادی حوزه مرکزی مشهد تصویب شد

شورای اسلامی شهر در یک صد و دوازدهمین جلسه علنی ، طرح تفصیلی پیشنهادی حوزه مرکزی مشهد را تصویب کرد. به گزارش صبح امروز،در این جلسه لایحه اسناد پیشنهادی طرح تفصیلی حوزه مرکزی مشهد در دستور کار قرار گرفت و پس از بررسی به تصویب شورای شهر رسید.
بر این اساس طرح تفصیلی پیشنهادی حوزه مرکزی (در قالب خلاصه گزارش ، دفترچه ضوابط و مقررات و آلبوم نقشه های پیشنهادی) با تأکید بر بند های فایل های پیوست جهت تصویب نهایی به کمیسیون ماده ۵ استان ارسال خواهد شد.
تصویب طرح اصلاح مصوبه معافیت ایثارگران
در ادامه این جلسه طرح اصلاح مصوبه معافیت ایثارگران در دستور کار شورای شهر قرار گرفت و پس از تصویب ، سقف ریالی مندرج در مصوبات مرتبط با ارایه تسهیلات و خدمات به ایثارگران ، از مبلغ ۴۰۰ میلیون ریال به مبلغ ۶۵۰ میلیون ریال اصلاح شد.
تصویب لایحه اجرا و تکمیل پروژه بوم پارک کشف رود
لایحه اجرا و تکمیل پروژه بوم پارک کشف یکی دیگر از دستور های صحن علنی شورای شهر در روز گذشته بود که پس از تصویب ، به شهرداری مشهد اجازه داده شد به‌ منظور اجرا و تکمیل پروژه بوم پارک کشف‌رود (حد فاصل پل شاهنامه تا کمربند شمالی واقع در حریم شهر مشهد)، نسبت به انعقاد قرارداد به مبلغ ۱.۴۳۸.۶۸۰.۳۵۷.۲۲۲ ریال، به صورت ۳۵ درصد نقد و ۶۵ درصد غیر نقد با بنیاد مسکن انقلاب اسلامی مطابق قرارداد اقدام کند.
تصویب طرح انجام مطالعات جامع برقی کردن حمل و نقل شهر مشهد
دستور بعدی جلسه علنی شورای شهر، طرح انجام مطالعات جامع برقی کردن حمل و نقل شهر مشهد بود که پس از تصویب شهرداری مشهد مکلف شد، با توجه به ضرورت کاهش سطح آلایندگی ناشی از حوزه حمل و نقل و بهبود وضعیت زیست‌محیطی شهر مشهد و پیرو مضامین راهبردی برنامه عملیاتی مصوب این شهر و همچنین قرارداد منعقد شده با شرکت دانش‌بنیان “مهندسی و ساخت برق و کنترل مپنا” نسبت به انجام مطالعات طرح جامع برقی‌سازی حمل و نقل شهر مشهد از طریق این شرکت و با لحاظ بندهای زیر اقدام کند.
نام گذاری تعدادی از معابر فرعی به نام شهدا
در ادامه این جلسه لایحه نامگذاری معابر فرعی به نام شهدای گرانقدر در دستور کار قرارگرفت و تصویب شد.
در ادامه یک صد و دوازدهمین جلسه علنی شورای شهر، لایحه خرید و واگذاری ملک اندیشه ۱۹ به سازمان برنامه و بودجه کشور و لایحه قرارداد پروژه مشارکتی آفرینش (بابا نظر) نیز در دستور کارقرار گرفته و تصویب شد.
توجه به نقاط قوت و ضعف بودجه سال های 98 و 99 شهرداری در بودجه سال آینده
نایب رییس شورای اسلامی شهر مشهد با اشاره به لایحه بودجه سال 1400 شهرداری که به زودی در شورای شهر بررسی خواهد شد، گفت: دو نکته در این خصوص باید مدنظر قرار گیرد نخست اینکه نقاط ضعف و قوت بودجه سال های 98 و 99 شناسایی شود و در تدوین بودجه سال آینده مدنظر قرار گیرد.
حمید رضا موحدی‌زاده در نطق پیش از دستور این جلسه افزود: نکته دیگری که باید به آن توجه شود، میزان تحقق برنامه عملیاتی چهارساله 1400-97 شهرداری مشهد است.
وی اضافه کرد: بر این اساس باید میزان پیشرفت پروژه‌ها و افزایش سرانه‌ها در حوزه های مختلف بررسی و نسبت به حوزه ‌هایی که کمتر تحقق یافته، توجه بیشتری شود.
موحدی زاده با تقدیر از حوزه مالی شهرداری مشهد برای عملکرد قوی تر این حوزه از شهرداری های تهران و اصفهان در بحث تهاتر بدهی‌ها و بهره‌گیری از بند «و» تبصره 5، اظهارکرد: بیش از 4200 میلیارد تومان از بدهی‌های شهرداری مشهد به بانک‌ها که روزانه حدود 800 میلیون سود به شهرداری تحمیل می‌کرد، تسویه شد و این منابع در اختیار پروژه‌های زیربنایی و اساسی قرار گرفت.
نایب رییس شورای شهر مشهد تصریح کرد: همچنین برای سال 99 نیز تهاتر 3 هزار میلیارد تومان از این مطالبات هدف گذاری شده است.
وی ادامه داد: گسترش فضای سبز اطراف کشف‌رود، کمربندی‌های شمالی و جنوبی، ساخت پارکینگ آزادی که با قوت ادامه دارد و پروژه احداث پارکینگ‌های مجد و میدان شهدا بخشی از اقدامات شاخص انجام شده توسط شهرداری مشهد در دوره شورای پنجم است.
موحدی زاده به اجرای تقاطع های غیر همسطح در این دوره اشاره و خاطرنشان کرد: تقاطع 4 سطحی آزادگان با اعتبار بالغ بر 300 میلیاردتومان، تقاطع غیرهمسطح مصلی و ابوطالب که تا پایان سال امسال به بهره‌برداری خواهند رسید، دوربرگردان زیر گذر شهید برونسی و همچنین تقاطع غیر همسطح خلیج فارس که با اعتبار 79 میلیاردتومان به زودی آغاز خواهد شد از جمله این پروژه ها هستند.
نایب رییس شورای شهر مشهد گفت: از دولت می خواهیم تا نهادهای بالا دستی نسبت به شوراها و اختیارات شوراها کوتاهی نکنند و به ضرر خود گام برندارند. زیرا شوراها هیچ بدیلی در کشور ندارند و اگر آنها را از کارکرد بیاندازیم، رای و مشارکت مردمی معنای خود را از دست خواهد داد.
«شهر من» بیش از 76 هزار کاربر فعال دارد
مدیر پروژه ساماندهی شبکه یکپارچه خدمات و کسب و کارهای شهری شهرداری مشهد گفت: به طور کلی و در یک نگاه تاکنون 153 هزار و 398 کاربر اپلیکیشن شهرمن را نصب کرده‌اند و این نرم‌افزار 76 هزار و 245 کاربر فعال دارد که 12 سرویس در آن فعال است و تا اوایل آذر ماه چندین سرویس دیگر نیز به آن افزوده خواهد شد.
محمد عین‌القضات در آغاز این جلسه شورا به ارائه گزارشی از عملکرد حوزه خود پرداخت و اظهارکرد: در ادوار مختلف شهرداری مشهد همواره به دنبال ایده ای برای ارائه زیرساختی های خود به شهروندان مخصوصا هوشمندسازی بوده است و ایجاد درگاه واحد همیشه به عنوان مدینه فاضله برای شهرداری ها مطرح بوده است.
وی افزود: خوشبختانه در دوره فعلی با روی کار آمدن آقای کلایی و آل شیخ این ایده با تشکیل مدیریت یکپارچه خدمات و کسب و کار شهری عملیاتی و در بهمن ماه 1398 از اپلیکیشن “شهرمن” رونمایی شد.
