کاهش 40 درصدی ترانزیت کشور در عرض سه سال

مسئول بخش امور حقوقی انجمن شرکت‌های حمل ونقل بین‌المللی ایران با بیان اینکه بحث نوسازی حداقل به نفع شرکت‌هاست، گفت: ترانزیت ما در سال 95 نسبت به سال 92 حدود 40 درصد کاهش داشته است.همچنین آمار سال 96 نیز تقریبا نسبت به 10 سال گذشته حاکی از این کاهش است.

یونس آقاسی جاوید روز پنج شنبه در اولین نشست مشترک انجمن‌های استانی حمل و نقل بین‌المللی کشور به میزبانی خراسان در انجمن صنفی شرکت‌های حمل و نقل خراسان رضوی برگزار شد، افزود: بانک مرکزی مکلف است تا از بخش ما با تسهیلات خود حمایت کند اما بانک مرکزی تصور می‌کند که حمایت یعنی وام کم‌بهره پرداخت کردن.

وی گفت: سیستم ما در حوزه تصمیم‌گیری در خلا تصمیم می‌گیرد.حتی اگر بانک مرکزی وام رایگان جهت خرید کامیون دهد، مجددا سازمان حمل و نقل تغییر نخواهد کرد زیرا حمل و نقل عمومی دارای ساختاری است که با سایر اجزای مالی، بانکی، دولتی و سیاستی ارتباط دارد.

وی بیان کرد: متاسفانه با شرایط و معضلات موجود ترانزیت که باید تبدیل به فرایند بسیار خوبی جهت منبع درآمدی می‌شد، از بین رفته است.

عضو هیات مدیره شرکت ترمینال شرکت‌های حمل و نقل بین‌المللی تصریح کرد: این عوامل تاثیر منفی بر کل پروسه‌های اقتصادی دارد و اقتصاد کشور را تحت‌الشعاع قرار داده است.ما بخش خصوصی هستیم که همیشه با مدیران دولتی در جلسات شرکت می‌کنیم و مطالبات خود را همواره احیا می‌کنیم.متاسفانه در دولت ما هماهنگی که باید خروجی آن به صورت سیستماتیک تبدیل به یک صنعت یا خروجی خاصی شود، دیده نمی‌شود و همین امر سبب می‌شود تا در امور ترانزیت توسعه و رونقی را شاهد نباشیم.

وی تاکید کرد: مقررات در چارچوب توسعه ترانزیت نیست و بازدارنده است.همچنین تصمیماتی که در دولت گرفته می‌شود، به صورت جزیره‌ای است اما به صورت سیستماتیک با یکدیگر هم‌سو نیستند.

مسئول بخش امور حقوقی انجمن شرکت‌های حمل ونقل بین‌المللی ایران اضافه کرد: در خصوص موضوع ترانزیت مرکز تحقیات و توسعه‌ وجود ندارد تا سایر اجزای تشکیل دهنده سیستم اقتصادی کشور با یکدیگر در تناسب باشند و فرایندهای مدیریت نیروهای مختلف ترانزیت را توسعه دهند.

آقاسی جاوید گفت: انجمن‌های صنفی شرکت‌های حمل و نقل تمام تلاش خود را برای گسترش ترانزیت انجام داده‌اند و تنها مانع آن‌ها برخی از دیدگاه‌های محدود‌کننده ترانزیت در بدنه دولت است.

عضو هیات مدیره شرکت ترمینال شرکت‌های حمل و نقل بین‌المللی تصریح کرد: به عنوان مثال در اجرای قوانین و مقررات مربوط به ترانزیت در کشور به صورت تنگ نظرانه عمل می‌شود و ترانزیت برخی کالاها مانند مشروبات الکلی و گوشت خوک و…از کشور ممنوع بوده و کالاهایی که ممنوعیت شرعی به کشور دارند.

آقاسی جاوید عنوان کرد: این عوامل در حوزه اختیارات شورای امنیت ملی کشور است اما گاها دیده می‌شود بخشی از دولت مانند سازمان استاندارد و گمرک با بخش‌نامه‌های خلق‌الساعه ترانزیت کالایی خاص را ممنوع می‌کنند؛ در حالی که به موجب مقررات باید مجوز ممنوع‌کننده برای کالا داشته باشند.

مسئول بخش امور حقوقی انجمن شرکت‌های حمل و نقل بین‌المللی ایران ادامه داد: بخش دیگر موانع ما به محدودکننده‌های زمانی بازمی‌گردد.زمانی که شرکتی از مسیرهای بسیار دور دنیا مبادرت به گرفتن یک محموله‌ای در ایران می‌کند، این محموله وارد یک گلوگاه می‌شود و به عبارت دیگر در چاله‌ای می‌افتد که خروج از این چاله بسیار شدید و سنگین است.

آقاسی جاوید در خصوص حقوق ورودی بسیار بالا ترانزیت در کشور اظهار کرد: در کشور حقوق ورودی حداقل 25 درصدی بر کالاها دارد و بالاترین رنج حقوق ورودی کالاهای وارداتی جهان است.

مسئول بخش امور حقوقی انجمن شرکت‌های حمل و نقل بین المللی ایران گفت: دولت به حقوق ورودی کالاهای وارداتی به عنوان منبع درآمد نگاه می‌کند در حالی که در دنیا حقوق ورودی برای حمایت از صنایع داخلی به صورت موقت وضع می‌گردد.

همچنین در پایان این نشست بیانیه‌ای تحت عنوان همبستگی و اتحاد صنفی صنعت حمل و نقل بین‌المللی و ترانزیت بین انجمن ایران، انجمن استان خراسان رضوی و انجمن استان سیستان و بلوچستان، انجمن استان آذربایجان، انجمن شمالغرب، انجمن استان گلستان، انجمن استان اردبیل منتشر و امضا شد.
